[1/2] A participant applies rainbow coloured facepaint before a 5.17 km run to mark International Day Against Homophobia in a park in Beijing, China, May 17, 2018. Thirteen diplomats from nine Western and Asian delegations said that the challenges they face when arranging events about gender equality and LGBT issues, or broader cultural activities, showed how China's red lines have shifted. Some recent Chinese actions around foreign missions drew widespread attention, including a warning from authorities aimed at embassies displaying Ukraine flags. Three diplomats told Reuters the incident had made them more careful about meeting with civil society figures. "A case could be made that the intentional disruption of embassy activities violates one or the other of these provisions, if not both," he said.

One day at the gym, she stumbled upon a group of people using the pool. They were running in place and pivoting in chest-deep water, and the instructor sounded more like a drill sergeant than a water aerobics teacher. Ms. López began taking water exercise classes and found that running in deep water helped her develop more upper body strength than running on land. Now 68, she’s incorporated pool exercises into her workout routine ever since. US to launch working group on generative AI, address its risks
  + stars: | 2023-06-22 | by ( ) www.reuters.com   time to read: +1 min
WASHINGTON, June 22 (Reuters) - A U.S. agency will launch a public working group on generative artificial intelligence (AI) to help address the new technology's opportunities while developing guidance to confront its risks, the Commerce Department said on Thursday. The National Institute of Standards and Technology (NIST), a nonregulatory agency that is part of the Commerce Department, said the working group will draw on technical expert volunteers from the private and public sectors. "This new group is especially timely considering the unprecedented speed, scale and potential impact of generative AI and its potential to revolutionize many industries and society more broadly," NIST Director Laurie Locascio said. Regulators globally have been scrambling to draw up rules governing the use of generative AI, which can create text and images, and whose impact has been compared to that of the internet. Composting has been a key part of that for Chipotle, and the fast-casual restaurant chain is expanding that focus this year. In 2023, Chipotle has set a goal to institute composting programs in at least 23% more restaurants, or approximately 234 additional locations. In certain jurisdictions, compostable products have to be fiber-based, while in others plant-based compostable products are accepted. Infrastructure is key for Chipotle, Shibata said, as there are many Chipotle restaurants in areas where there is no facility that can compost certain items. She sees more jurisdictions pushing in the direction of more composting, and said that a focus from companies like Chipotle on composting will help generate momentum.

China became Germany's single biggest trade partner in 2016 and is a core market for top German companies including Volkswagen (VOWG_p.DE), BASF (BASFn.DE) and BMW (BMWG.DE). "They know German companies will run up direct channels to the chancellery," said Andrew Small, a senior fellow at the German Marshall Fund's Asia program. The talks come after Antony Blinken on Sunday became the first U.S. secretary of state to visit China in five years, stressing the importance of keeping open lines of communication to reduce the risk of miscalculation. The Chinese delegation will meet with some of those CEOs on Monday, according to people familiar with the plans. The Chinese delegation will head to Paris for an official visit and to attend a financial conference on June 22 to 23.

Blinken will hold meetings in China on June 18-19 and may meet with Chinese President Xi Jinping, sources said. He will be the highest-ranking U.S. government official to visit China since Biden took office in January 2021. That followed a tense evening phone call with Blinken on Tuesday during which Chinese Foreign Minister Qin Gang told the U.S. to stop meddling in China's affairs. So even going through the motions has some utility for both Washington and Beijing." Particularly worrisome for China's neighbors has been its reluctance to allow regular military-to-military talks between Beijing and Washington, despite repeated U.S. attempts.

REUTERS/Ali Khara/File photoJune 16 (Reuters) - The Taliban's acting governor of the Afghan central bank met China's ambassador this week to discuss banking relations and business, the bank's spokesperson told Reuters on Friday. Afghanistan's banking system has been severely hampered by U.S.-led sanctions, a drop in liquidity from frozen central bank assets and a cut in development spending. Regulatory risk concerns of international banks have also largely cut off the country's formal banking sector from the global financial system. Bob Pickard, a Canadian national and former global communications chief for the AIIB, announced his resignation in a scathing social media post on Wednesday. The AIIB earlier on Wednesday said it had accepted Pickard's resignation and called his comments "baseless and disappointing. China's foreign ministry and Canada's embassy in China did not immediately respond to requests for comment. China is an important member of the AIIB and has always followed multilateral rules and procedures, the embassy said. Exports and factory output in the world's second-largest economy tumbled in May, as looming downturns force the United States and Europe to pare back orders for goods made in China. Some factories closed or are struggling to pay wages or severance for laid-off workers as a result, according to Chinese labour researchers. "We believe that the drop in manufacturing orders and that factory closures will continue," said Aidan Chau, researcher at Hong Kong-based rights group China Labour Bulletin (CLB). Labour unions were central to the Communist Party's proletariat beginnings but play only a marginal role in modern authoritarian China. However, some analysts say factory strikes could become a political headache for the Party.

Aside from monitoring capabilities, a large, permanent presence on Cuba "is an important symbol, getting right under the noses of the U.S. and reflecting China's global ambitions", he said. In 2019, Reuters reported that China's military was running a space monitoring station in Argentina. Regional diplomats say that as China builds a global military intelligence network, it lacks a U.S.-style system of alliances and partnerships that can help discreet surveillance efforts. China's defence ministry declined to comment. "This trend is only going to grow alongside China's global reach," said Singapore-based defence analyst Alexander Neill.

China hopes India can meet it halfway in media row

"In recent years, Chinese journalists in India have been accorded unfair and discriminatory arrangements," Chinese foreign ministry spokesperson Wang Wenbin told a Monday briefing. "We hope that India will continue to issue visas for Chinese journalists and remove the unreasonable restrictions and create favourable conditions for media exchanges." China has declined to renew the visas of the last two Indian journalists based there, citing India taking similar action this month against the two remaining Chinese state media journalists in India. "China is ready to act on the principles of mutual respect, equality and mutual benefit to keep in communications with the Indian side, and we hope that India will meet China halfway." India's foreign ministry said this month it hoped China would allow Indian journalists to work in China, adding that India allowed all foreign journalists to operate there.

Over the last year, state legislators concerned about a mental health crisis among the nation’s young people have passed a raft of children’s online safety measures. Now Louisiana lawmakers have passed an even broader bill that could affect access to large swaths of the internet for minors in the state. The Louisiana measure would prohibit online services — including social networks, multiplayer games and video-sharing apps — from allowing people under 18 to sign up for accounts without parental consent. It would also allow Louisiana parents to cancel the terms-of-service contracts that their children signed for existing accounts on popular services like TikTok, Instagram, YouTube, Fornite and Roblox. Laurie Schlegel, the Republican state legislator who spearheaded the new measure, said her bill simply made it clear that the state’s existing contracting rules also covered accounts on online content-sharing platforms.

Statements from Washington and Beijing on meetings between Daniel Kritenbrink, assistant secretary of state for East Asian and Pacific Affairs, and Chinese officials including Vice Foreign Minister Ma Zhaoxu were positive, describing the talks as candid and productive. But critics have questioned U.S. overtures to China, arguing that past decades of engagement have failed to change Beijing's behaviour. "We're working hard to manage the relationship as best as we possibly can," said Kritenbrink, when asked by reporters in Beijing on Tuesday about the current state of bilateral ties. Asked if Blinken would visit China soon, Kritenbrink said: "We'll see, I have nothing to announce." 7 New Songs You Should Hear Now

Silvana Estrada: “Milagro y Desastre”I always appreciate Jon Pareles keeping an ear out for new artists from a vast variety of cultures and musical traditions. Usually known for her sparse, guitar-driven folk songs, “Milagro y Desastre” — miracle and disaster — is something new for Estrada: a song composed largely with looped, layered fragments of her own voice. (See also: her recent, charming cover of Suzanne Vega’s “Tom’s Diner.”) The cooed, percussive notes that provide the song’s rhythmic backbone remind me a bit of Laurie Anderson’s “O Superman,” but Estrada’s impassioned singing and distinct ear for melody ultimately take “Milagro y Desastre” somewhere unique. Rob Moose featuring Phoebe Bridgers: “Wasted”What a name: Rob Moose. Late last month a Chinese fighter jet flew in front of a U.S. warplane over the South China Sea, drawing a rebuke from the United States. China regards the United States as an outsider interfering in a region in which it sees itself as a force for peace and stability. The United States says such patrols defend the right of all countries to sail in international waters. Some analysts say Chinese military commanders have been encouraged to act more assertively against foreign military ships and planes. And that's when the United States would eventually take the necessary measures to reduce the risk."

HANOI/BEIJING, June 6 (Reuters) - A Chinese research ship and its escort, which operated for nearly a month in Vietnam's exclusive economic zone (EEZ) in the South China Sea, left those waters on Monday night, vessel-tracking experts said, just after high-level U.S.-China talks. "The Chinese scientific research vessel carrying out normal research activities in maritime waters under China's jurisdiction is legitimate and proper. At 0300 GMT on Tuesday the Chinese research ship was seen approaching Hainan, said Ray Powell, who leads Stanford University's Project Myoushu on the South China Sea. Vietnam's fisheries surveillance ships turned back after the Chinese vessel and its escort left Vietnam's EEZ around midnight Vietnam time, Powell added. CNN —At the age of 75, legendary musician and producer Brian Eno is planning to embark on his first-ever solo tour. “‘Ships’ features an orchestral adaptation of Eno’s acclaimed 2016 album, ‘The Ship’ as well as new and classic Eno compositions,” the post reads. Known for his ambient compositions, Eno was a founding member of British art rock band Roxy Music, which shot to fame in the early 1970s. He will appear alongside Baltic Sea Philharmonic, with Estonian-American conductor Kristjan Järvi orchestrating and conducting a performance commissioned by the Venice Biennale, the Instagram post adds. “This performance marks Brian Eno’s first live tour in a five decade solo career and also his first appearance with orchestra,” it continues.

BEIJING, June 2 (Reuters) - The Chinese envoy who toured European capitals last month seeking to promote Ukraine peace talks said on Friday that Beijing is considering another mission, after acknowledging that his trip may not produce immediate results. "China is willing to actively consider sending another delegation to relevant countries to engage in dialogue on resolving the Ukraine crisis," said Li, without elaborating on which countries. "As long as it's conducive to easing the situation, China is willing to do anything," he said. Earlier this year, China published a 12-point peace plan, calling for the protection of civilians and the sovereignty of all countries be respected. Relations between the superpowers are increasingly acrimonious, with friction over issues from Taiwan and China's military activity in the South China Sea to U.S. efforts to hold back China's semiconductor industry. China's leaders, by contrast, have been slow to establish military contacts and quick to shut them down during periods of diplomatic tension. This has frustrated the United States. Then there is China's view of how military talks fit into the broader U.S.-China relationship. From that perspective, military talks are something to bargain with.
