The two sides decided to “operationalize” a suspended bilateral working group to “engage in dialogue and cooperation to accept concrete climate actions” in this decade, according to the statement. That working group was first proposed by Kerry and Xie in 2021 at the United Nations climate summit in Glasgow, but has been on hold since August last year. Both countries agreed to economy-wide reductions of all greenhouse gases in their international climate commitments for 2035, including carbon dioxide, methane, and hydrofluorocarbons. Li Shuo, the director of China Climate Hub at the Asia Society Policy Institute, said China’s pledge to set release targets for all greenhouse gas emissions was arguably the most notable point in the statement. Non-carbon dioxide gases such as methane still account for a considerable share of China’s greenhouse gas emissions,” he said.

San Francisco CNN —President Joe Biden hopes to walk away from his closely watched summit with Chinese President Xi Jinping on Wednesday having put the US-China relationship on steadier footing after months of tension between the two superpowers. Biden administration officials have been working ever since to restore the channel, but those efforts were hampered by the tense episode involving a Chinese spy balloon that Biden ordered shot down earlier this year. And American officials have watched carefully as China scales up its military exercises in the water and air around the island. A political tight ropeAs Biden was preparing for Wednesday’s summit, Republicans questioned his decision to seek a meeting with Xi. The deal, which has been a priority for the Biden administration, would target companies that produce and export the source material to make the deadly synthetic opioid.

President Biden said on Wednesday that the endpoint of the Israel-Hamas conflict has to be a Palestinian state that is “real,” existing alongside an Israeli one. Mr. Biden and Secretary of State Antony J. Blinken have been publicly emphasizing the need for a two-state solution in recent days. The last major push along those lines came from John Kerry when he was secretary of state in the Obama administration. Mr. Biden said he did not have a specific idea of when to tell Israel it should halt its war in Gaza. Israeli officials have said Hamas has at least 100 women and children and should release them all, the official said.

During his news conference following the summit, Biden summed up his approach to the Chinese leader. Xi at one point called on the United States to “not scheme to suppress or contain China,” Chinese state media reported. In the talks, Biden made clear to Xi that he viewed Hamas as separate from the Palestinians. As host of the meeting, Biden walked out of the building first to welcome Xi. Speaking after Biden, Xi offered starker view of US-China ties.

A spokesman for the Biden campaign called the election “deeply consequential for young people,” and pledged to build on a strong turnout from younger voters in the 2022 midterm elections. Exit polls in 2020 showed that voters 18 to 29 made up 20% of the Georgia electorate – the only state of the top six battlegrounds where the percentage of young voters exceeded the national share of 17%. Then, Biden won young Georgia voters by 13 points, according to exit polls. I think that brings a lot of mistrust.”Christopher Lambry, a Morehouse freshman, said he was concerned at the softening of support for Biden among many younger Black voters, particularly men. “Just as we hold Trump accountable,” said Singleton, the Morehouse senior who saw Biden early last year, “we have to hold Biden accountable.”

The world-first climate "loss and damage" fund is set to be launched during the United Nations COP28 climate summit to be held Nov. 30-Dec. 12 in Dubai in the United Arab Emirates. "The Commissioner is ready to announce substantial financial contribution by the EU and its member states to the loss & damage fund at COP28 in the context of an ambitious outcome at COP28," the European Commission and the UAE's incoming COP28 president said in a joint statement, referring to EU Climate Commissioner Wopke Hoekstra. Adnan Amin, CEO of the COP28 summit, said the aim was to secure several hundred million U.S. dollars for it by the end of the event. He said he was "hopeful" that the COP28 host, the UAE, would also make a contribution. Countries agreed at last year's U.N. climate talks to launch the climate damage fund, a deal hailed as a breakthrough by more vulnerable, developing nations that have long demanded support to cope with climate-driven damage from drought, floods and rising seas.

The theory is that, by focusing on reproductive rights, as well as other issues that have strong national support, such as fighting climate change, the Biden campaign will be able to overcome the challenge posed by the president’s low approval rating. There are also serious questions being raised about whether abortion rights are as motivating for voters as some Democrats think. But when it comes to a national election featuring two candidates, abortion may just be one of many issues, with differing political impacts, he argued. According to a New York Times/Siena College poll, former President Donald Trump is currently ahead of Biden in five out of six battleground states. With key voters saying they trust Trump more on issues including immigration, the economy and national security, Biden could be in serious trouble in Arizona, Georgia, Michigan, Nevada and Pennsylvania.

Presently, this relationship faces more challenges than it has encountered in the past two decades. They must also rebuild the essential habits of cooperation to address the existential challenges that have arisen. However, this deep-rooted reliance underscores their vulnerability to disruptions and uncertainties in the ever-shifting landscape of U.S.-China relations. Such a shift toward stability isn't just beneficial for these corporations but stands to bolster the overall bilateral relationship between the two nations. The summit could be the final chance to stabilize the relationship, demonstrating to domestic audiences in both countries and global stakeholders that a workable, if not entirely ideal, management framework for China-U.S. relations is possible.

China envoy Xie told diplomats in September that phasing out fossil fuels was "unrealistic" while key technologies like energy storage remained immature. China now has 360 gigawatts of coal-fired power capacity in its project construction pipeline, he said, but "they're trying very hard to move away." Right now, "it is irresponsible to be funding a coal-fired power plant anywhere in the world," he said.

Ahead of that potential meeting, US Treasury Secretary Janet Yellen has invited Chinese Vice Premier He Lifeng, known as the country’s “economic tsar,” for a two-day meeting starting Thursday. Washington has sent four cabinet officials to Beijing since June, including Secretary of State Antony Blinken, Treasury Secretary Janet Yellen, Climate Envoy John Kerry and Commerce Secretary Gina Raimondo. “The foundation of Sino-US relations lies in the people, and the source of strength lies in people-to-people friendship,” Xi added. The administration approved five U.S. LNG export licenses to serve the European market following Russia's invasion, having approved none beforehand. U.S. special climate envoy John Kerry told Reuters last year that greenhouse gas emissions were an inevitable "downside" to increasing LNG exports to European allies. CO2 emissions from the energy-intensive process of liquefying gas for export mark only one stage in the industry's overall climate impact. Critics argue that it is unclear whether the U.S. gas export boom to Europe is displacing coal or delaying a transition to renewables like solar and wind. NextDecade Corp has said its proposed terminal near Brownsville, Texas, could remove more than 90% of its expected 6.4 million tons per year of carbon emissions.

China is installing about as many solar panels and wind turbines as the rest of the world combined, and is on track to meet its target for clean energy six years early. It is using renewables to meet nearly all of the growth in its electricity needs. Yet there is another side to that rapid expansion, one that is causing consternation in Washington at a critical period of climate diplomacy: China is also building new power plants that burn coal, the dirtiest of the fossil fuels, at a pace that dwarfs the rest of the world. China accounts for a third of the world’s energy-related greenhouse gas emissions — more than North America, Central America, South America, Europe and Africa combined. President Barack Obama and Xi Jinping, China’s leader, began a joint push for climate action a decade ago at Sunnylands.

Although, conventionally, hurricanes are measured by their peak intensity, how quickly they reach that intensity and how rapidly they approach land matters enormously. A tropical storm isn’t an insignificant threat, and what became Otis surely would’ve damaged Acapulco even if it hadn’t ever intensified. But a Category 5 is a threat of a different order, requiring an entirely different scale of preparatory response. You simply can’t evacuate a city of one million in just a few hours — at least, it’s never been managed before. It was the surprise of the storm’s transformation, with few of the conventional forecasting models predicting any significant intensification at all.
