Chaos erupted at the gathering as a single shot was fired in events recorded by bystanders' cell phones and a surveillance camera. The appeal of the detention order argues that bail was denied arbitrarily in a decision that stems from “false narratives” and insufficient evidence. Prosecutors say they expect the pretrial detention order to be upheld. Lidyard authorized a trial and denied bail for Martinez after nearly five hours of court testimony and a review of video evidence. Lidyard also highlighted testimony that Martinez appeared to be converting semi-automatic guns at home into automatic weapons.

Charles GoldbergNewtown Square, Pa.To the Editor:Kudos to David Brooks’s extraordinary lesson on being human. The only missing element was the power of humor, particularly when it is directed at oneself. Burdened by a debilitating stutter in my youth, I learned to laugh at it and myself. I found that self-deprecating jokes disarmed those inclined to ridicule me and invited in the compassionate. Armed with Mr. Brooks’s advice, I will try to devote my remaining years to listening, and speaking, with a human ear.

- Leftist economist Luis Arce assumed the Bolivian presidency facing the challenge of uniting a polarized society and reactivating an economy ravaged by the coronavirus pandemic. Bolivia on Tuesday announced it has cut off diplomatic ties with Israel as a result of the civilian deaths caused by its war in the Gaza Strip, while Chile and Colombia have recalled their ambassadors to the Middle Eastern country for consultations. The Bolivian decision took place after a Monday meeting with the Palestinian ambassador to the South American country, said Maria Nela Prada, minister of the Bolivian presidency, in an update. "The government of Bolivia's decision to cut diplomatic ties with Israel is a surrender to terrorism and to the Ayatollah's regime in Iran," Israel's Foreign Ministry said in a statement. It added, "In any case, since the change of government in Bolivia, relations between the countries have been devoid of content."

A family navigates the bank of the Rio Grande past razor wire while searching for an entry point into the United States from Mexico, in Eagle Pass, Texas, U.S. July 30, 2023. U.S. District Judge Alia Moses in Del Rio, Texas barred the Biden administration from cutting or removing the wire until at least Nov. 13, as she considers a lawsuit brought by Texas Attorney General Ken Paxton, a Republican, accusing the U.S. government of illegally destroying state property. The concertina wire fencing was installed on private property by the Texas National Guard as part of Operation Lone Star, an initiative launched by Republican Texas Governor Greg Abbott in 2021 aimed at deterring illegal border crossings. Texas, meanwhile, is separately defending its authority to install floating buoys in the middle of the Rio Grande to deter migrants. A federal judge at the Biden administration's request in September ordered the 1,000-foot (305-meter) barrier removed, but an appeals court allowed it to remain in place temporarily while Paxton's office pursues an appeal.

“The plaintiff established that the balance of interests favors granting an injunction, but just barely,” Ms. Moses wrote. The wrangling over the concertina wire is not the only legal battle between Texas and the Biden administration on the border. They are also fighting in court over the state’s placement of a 1,000-foot floating buoy barrier in the middle of the Rio Grande. A federal appeals court ruled last month that the barrier could remain in place while the argument proceeded. Greg Abbott wrote Monday on X after the new court order was issued.

Circuit Court of Appeals found that immigration advocates lacked the legal authority to sue Abbott over the transportation prohibition. Abbott, a Republican, has criticized Democrat Biden for failing to adequately secure the border and stepped up the state's response to record migrant arrivals in recent years. The 5th Circuit found that Abbott's authority as governor barred the immigration advocates from challenging the executive order. A U.S. district court judge in September ordered Texas to move the barriers, but the 5th Circuit stayed that ruling pending an appeal by Texas. Andrade and MacNeil take Pan Am Games spotlight

With marquee names in short supply, Olympic champions MacNeil and Andrade commanded the Pan Am stage, the Canadian tying American Gabi Albiero for first in women's 50 metre freestyle while Andrade soared to the top of the podium in the vault. Simone Biles aside, Andrade might just be the most intriguing athlete competing in her sport in Santiago. Biles may be recognised as the greatest gymnast of all-time but Andrade is the queen of the vault, holding the Olympic, world championship and now Pan Am Games crowns on the apparatus. MacNeil's fourth win in Santiago tied the record for most gold by a Canadian swimmer at a Pan Am Games while her six total medals (four gold, a silver and bronze) also equalled a single Games national mark. Chile enjoyed their best day of the Panamerican Games scooping up three gold to push their total to five while Argentina's struggles continued.

“It used to be that when there was a migration crisis, it tended to be one — maybe one source country at a time,” Mr. Blinken added. Now it’s all of the above, plus Venezuela, plus Nicaragua, plus Ecuador.”Over the past year, the Biden administration has rolled out new enforcement policies and legal pathways designed to drive down the number of illegal crossings on the southern border. The number of migrant arrests outside ports of entry, however, was down by about two million compared with a year ago. This path is much more orderly and safe than swimming across the Rio Grande, for example. But the demand is far greater than the number of appointments available, and some migrants have been waiting months to get one.

MADRID, Oct 16 (Reuters) - At least 8,561 migrants have reached the Canary Islands over the past two weeks, representing more than a third of this year's total arrivals, data from Spain's interior ministry showed on Monday. The archipelago's seven islands have become the main destination for migrants from Senegal and other African countries trying to reach Spain. So with ever more tourists cramming onto the site, the team behind the archaeological park of Pompeii have found a plan B – dispersing visitors around ancient sites that are further afield, with all-in-one tickets and shuttles laid on between the sites. A shuttle service around the sites – the Pompeii Artebus – was piloted in 2021. The ancient city was the most visited heritage site in Italy on the last “Domenica al Museo” – state-run heritage sites have free entry on the first Sunday of the month. Tickets for the ‘scattered’ site will be valid for three days, with free shuttles connecting all the sites. The Villa dei Misteri at Pompeii will also get new lighting which will better replicate the original lighting in the villa.

WASHINGTON, Oct 5 (Reuters) - President Joe Biden's administration said on Thursday it will add sections to a border wall to stave off record migrant crossings from Mexico, carrying forward a signature policy of former President Donald Trump. Trump made building border barriers a central tenet of his first campaign for president with the rally chant, "Build That Wall." Homeland Security Secretary Alejandro Mayorkas said in a statement that there was "no new Administration policy with respect to border walls. From day one, this Administration has made clear that a border wall is not the answer."
