Over the past three years, Vice President Kamala Harris has taken a leading role inside the White House on artificial intelligence as the technology is taking off. czar, she brought the chiefs of OpenAI, Microsoft, Google and Anthropic to the White House to agree on voluntary safety standards for the technology. She led a White House executive order mandating how the federal government would use and develop A.I. “We can and we must do both.”Now, as the Democratic Party’s presumptive presidential nominee, a win for Ms. Harris could mean a continued relatively smooth runway for A.I. companies, which have enjoyed little U.S. regulation and the chance to shape White House and Congressional views on the technology.

Read previewOn Wednesday, a key Senate panel approved a bill that would ban lawmakers from trading stocks. The Senate Homeland Security and Government Affairs Committee approved the legislation — known as the Ending Trading and Holdings in Congressional Stocks (ETHICS) Act — by an 8-4 vote. AdvertisementPolling has shown for years that the idea of banning lawmakers from trading stocks in broadly popular among members of both parties. This is the most significant progress on a stock trading ban in yearsThe last time either chamber got close to passing a stock trading ban was in September 2022, when House Democrats proposed a sweeping bill that included a major loophole and had little time to be vetted by members. Many saw the effort as a sham designed to appease those who had been pushing for a stock trading ban.

Still, the 2020 results show that Harris can make up even more ground with these groups in her expected matchup against Donald Trump. Among Black voters, Biden led Trump 84% to 9% at the end of the 2020 campaign. This may seem like bad news for the Harris campaign, and, in one clear way, it is. Without improving among these groups, Harris likely cannot win against the former president. The bottom line is that the latest CNN polling provides the Harris campaign with some hope.

Even before Biden dropped out of the race, Rep. Chip Roy, the Texas Republican, filed a resolution in June after the president’s disastrous debate performance, calling on the 25th Amendment to be used against Biden. After Biden withdrew from the race, Missouri Sen. Eric Schmitt, a Republican, wrote letters to Harris and the Cabinet officials in the Biden administration, asking them to remove Biden from office. To forcibly wrest power from a sitting president, the vice president would have to be on board, according to the text of the amendment. Why do we have the 25th Amendment? That was before the 25th Amendment, so there was no constitutional rule.

Vice President Kamala Harris and more than 30 Capitol Hill lawmakers are not planning to attend Israeli Prime Minister Benjamin Netanyahu's address to a joint meeting of Congress on Wednesday afternoon. It is Netanyahu's fourth address to Congress, the last of which took place in March 2015. This year, nine months into the Israel-Hamas war and the resulting humanitarian crisis in Gaza, Netanyahu's speech has become a lightning rod of controversy, triggering an eruption of protests in Washington. Harris' absence from Netanyahu's speech is a conspicuous departure from tradition, though it is not wholly unprecedented. Instead, Senate Foreign Relations Chairman Ben Cardin, D-Md., will preside over Netanyahu's joint address.

It’s just a decisive move toward America First on foreign policy.”Trump’s selection of Vance is one of the clearest barometers of the former president’s tightening hold over the GOP. Those included Christian conservatives, the business community, congressional insiders and traditional Republican foreign policy hawks shaped by Ronald Reagan’s vision of the US as the muscular leader of the free world. Instead, with Vance, Trump chose an acolyte and potential successor who could deepen and extend the direction the former president has set for the party. Vance has been most unequivocal in criticizing the internationalist approach to foreign policy centered on robust alliances. With the selection of Vance, Trump has broadcast his belief that he has conclusively won the internal GOP debate over all aspects of US interactions with the world – foreign policy, immigration and trade.

NextEra Energy is considering restarting a nuclear plant in Iowa as demand for carbon-free energy grows amid a historic surge in electricity consumption. The Duane Arnold Energy Center in Palo, Iowa ceased operations in 2020 after 45 years of service. "There would be opportunities and a lot of demand from the market if we were able to do something with Duane Arnold," Ketchum said on NextEra's second-quarter earnings call Wednesday. The Duane Arnold plant was scheduled for retirement in late 2020 after a key customer, Alliant Energy, sought cheaper energy alternatives. Nuclear energy fell out of favor over the past decade as plants struggled to compete with cheaper energy sources such as natural gas and renewables.

Speaker Mike Johnson and Representative Hakeem Jeffries, the House minority leader, have struck a deal to form a bipartisan task force to lead the congressional investigations into the attempted assassination of former President Donald J. Trump. The two leaders planned to announce their deal for the task force, which would be led by Republicans who control the House but would be nearly evenly divided between them and Democrats, later Tuesday morning. “The security failures that allowed an assassination attempt on Donald Trump’s life are shocking,” Mr. Johnson, of Louisiana, and Mr. Jeffries, of New York, said in a joint statement. “The task force will be empowered with subpoena authority and will move quickly to find the facts, ensure accountability, and make certain such failures never happen again.”The task force, which they said was being stood up “in response to bipartisan demands for answers,” is to be made up of seven Republicans and six Democrats. That is an uncommonly narrow split in the House, where the majority usually gives itself a substantial partisan edge on committees to ensure that its side maintains a firm grip on power.

The Biden administration, along with congressional Democrats, broadened access to health insurance by temporarily beefing up the federal premium subsidies for Affordable Care Act policies. Providing middle class tax reliefAs a senator, Harris proposed providing middle-class and working families with a refundable tax credit of up to $6,000 a year (per couple) to help keep up with living expenses. Harris also campaigned on the measure – titled the LIFT the Middle Class Act, or Livable Incomes for Families Today – during her earlier presidential run. Like Trump, Harris proposed allowing the federal government to set “a fair price” for any drug sold at a cheaper price in any economically comparable country, including Canada, the United Kingdom, France, Japan or Australia. As California’s attorney general, Harris joined other states in pursuing several drugmakers for their pricing or practices, winning multimillion-dollar settlements.

Approximately 80 House Democrats and at least six Democratic senators are expected to skip Netanyahu’s speech on Wednesday, according to sources and public statements reviewed by CNN. House Democratic leadership has given their members room to make their own decisions about whether to attend the speech. Senate President Pro Tempore Patty Murray, a Washington state Democrat, also declined to preside over the speech, leaving Senate Foreign Relations Chair Ben Cardin, a Democrat from Maryland, to preside, a source familiar told CNN. “I’m not attending the Netanyahu address because I don’t want to condone his behavior over the last 10 months,” Jacobs told CNN. “This is a war criminal that nobody, not a single one of our elected officials should be meeting with Netanyahu,” JVP communications director Sonya Meyerson-Knox told CNN.

Her multi-hour phone blitz to Democratic Party power players on Sunday hinted at an operation primed ahead of time but that was kept secret and didn’t leak. The vice president has shown signs of improving her political skills recently, but that’s never been her forte. In a memo to reporters, the Trump campaign previewed a blistering assault to come on Harris. Harris is the least popular vice president in history – which is no surprise given her terrible record,” the memo said. The question now is whether Harris, who has exhibited considerable political liabilities as vice president, has the skills, staying power and luck to take advantage.

Walter Shapiro, a canny, penetrating and often contrarian political columnist whose career included stints as a presidential speechwriter, stand-up comic, professor, author and, as a college student, congressional candidate, died on Sunday in Manhattan. The cause of his death, in a hospital, was an infection related to his recent treatment for cancer, his wife, the journalist and author Meryl Gordon, said. The next year, at 16, he took his first airplane flight to attend President John F. Kennedy’s funeral. He began his career in journalism at Congressional Quarterly and went on to write for Washington Monthly, The Washington Post, Newsweek, Time, USA Today, The New Republic and Esquire. CNN —US Secret Service Director Kimberly Cheatle has tendered her resignation amid scrutiny of security lapses related to the recent assassination attempt of former President Donald Trump, sources tell CNN. Biden said a new Secret Service director will appointed soon. “I think I am the best person to lead the Secret Service at this time,” Cheatle said Monday. “We have to rebuild the American people’s faith and trust in the Secret Service as an agency. CNN —A group of senior Israeli figures including former national security officials, academics and business leaders have sent US congressional leadership a blistering letter accusing Israeli Prime Minister Benjamin Netanyahu, who is set to speak to Congress on Wednesday, of threatening both Israeli and American national security. “Netanyahu severely harms the US national security interests through his approach to this war, which adversely impacts American policy in the Middle East and beyond and further endangers Israel,” it continues. The Obama White House had been blindsided by Netanyahu’s decision to address Congress after another invitation from a Republican House speaker, John Boehner. Typically, a vice president, in their role as president of the Senate, would attend and sit prominently on the dais. However, Vice President Kamala Harris will also miss Netanyahu’s Wednesday speech due to travel, which Biden’s national security adviser Jake Sullivan said Friday he did not expect to be a repeat of 2015.

The government’s repeated failure to address what it knew quickly fed suspicions that the silence itself was evidence of a conspiracy. In the wake of the attempted assassination of Donald Trump, we are seeing that happen again. Neither the public nor Congress learned much more when Kimberly Cheatle, the director of the Secret Service at the time of the shooting, appeared before a congressional committee on Monday. Ms. Cheatle acknowledged that the shooting at the Trump rally ranked as the agency’s “most significant operational failure” in decades. But there was outrage from both Democrats and Republicans at her repeated refusal to answer specific questions about the security failures that contributed to it.

CNN —A local law enforcement commissioner revealed during a House Homeland Security hearing on Tuesday stunning new details about the security failures that led to the near assassination of Donald Trump, raising more questions for the embattled US Secret Service. Paris told lawmakers about the communications between the Secret Service and local law enforcement who initially spotted Thomas Matthew Crooks, the would-be assassin. “That is my understanding,” Paris said, adding that the officers went searching with other local officers in the area. State Police then received a call and a text from the ESU about Crooks’ activity that they immediately relayed to Secret Service. A Congressional committee called on the chief executive of CrowdStrike to testify at a hearing about its role in a tech outage that roiled the global economy, in one of the first attempts to hold the cybersecurity company responsible. CrowdStrike sent a faulty security update to its customers Thursday night, resulting in millions of Microsoft Windows devices shutting down and disruptions to airlines, hospitals, logistics companies and others. Americans “deserve to know in detail how this incident happened and the mitigation steps CrowdStrike is taking,” wrote Representative Mark Green of Tennessee, the Republican chairman of the Homeland Security Committee, and Representative Andrew Garbarino, Republican of New York. The letter was sent to George Kurtz, CrowdStrike’s chief executive. CNN —Vice President Kamala Harris declined to preside over Israeli Prime Minister Benjamin Netanyahu’s address to Congress on Wednesday, a source familiar with the matter told CNN. Harris’ aide cited a previously scheduled event as the reason for missing the speech Wednesday. A date for the Netanyahu-Harris meeting has not been announced, but it will be separate from President Joe Biden’s planned meeting with the Israeli prime minister. The closely watched bilateral will mark Harris’ first meeting with a world leader since Biden stepped aside from his reelection campaign and endorsed Harris’ candidacy. Senate President Pro Tempore Patty Murray, a Washington state Democrat, also declined to preside, according to a spokesperson.

It hasn’t always been easy for Democrats to follow this playbook. With President Biden bowing out of the race Sunday and endorsing Vice President Kamala Harris, Democrats still won’t find it easy to follow their time-tested approach. Many Democrats have coalesced behind Ms. Harris, but she doesn’t start the campaign as the kind of broadly acceptable candidate Democrats have put forward to great success during the Trump era. At the outset, one enormous caveat is necessary: Ms. Harris became a candidate for president only on Sunday. She will have every opportunity to reintroduce herself to the nation, distinguish herself from Mr. Biden and rally Democratic voters in the weeks ahead.
