Early on Oct. 8, a gas pipeline and a telecoms cable connecting Finland and Estonia under the Baltic Sea were broken, in what Finnish investigators say may have been deliberate sabotage. The IOC has advised sports bodies this year to vet Russian athletes for returning to compete as neutral individuals without a national identity ahead of the 2024 Paris Olympics while continuing to exclude teams. “We firmly reject the accusations being made that these measures are an ‘ethnic discrimination,'” the IOC said in a statement one day after Putin’s speech. Kyiv has identified 20,000 children as taken to Russia or Russian-held territory without the consent of family or guardians. It is not clear how many additional children Russia will authorize to return to Ukraine via the Qatari mechanism after the first four, the official said. The first four children "were the first ones verified and (Russia and Ukraine) agreed they found their parents," the official said. "Both Ukrainian and Russian officials have been cooperative," the Qatari official said, adding that Ukraine approached the Gulf Arab state to mediate with Russia over the children.

The International Olympic Committee's executive board imposed the suspension on the Russian Olympic Committee for a breach of the Olympic Charter — a book of rules and principles for international sports bodies — by incorporating sports councils in four regions in eastern Ukraine. Russian Olympic officials provoked the dispute last week by accepting the councils in Donetsk, Kherson, Luhansk and Zaporizhzhia as its members. OSLO (AP) — The winner of the prestigious Nobel Peace Prize is being announced Friday, chosen by a panel of experts in Norway from a list of just over 350 nominations. Unlike the other Nobel prizes that are selected and announced in Stockholm, founder Alfred Nobel decreed that the peace prize be decided and awarded in Oslo by the five-member Norwegian Nobel Committee. ALBUQUERQUE, N.M. (AP) — It’s been 15 years since the world’s elite gas balloon pilots have gathered in the United States for a race with roots that stretch back more than a century. Their ballooning résumé includes four wins in the America's Challenge long-distance gas balloon race, and third- and fourth-place finishes in previous Gordon Bennett competitions. Unlike the colorful hot air balloons that ascend en masse during the Albuquerque International Balloon Fiesta by using heated ambient air, gas balloons have an envelope filled with a gas lighter than air — usually hydrogen. He recalled the Gordon Bennett competition that occurred after the 9/11 attacks in 2001. The gas balloons were the only things in the sky as planes were still grounded.

The agency is urging J&J to remove all secondary patents and ensure that lower prices are available to all countries with high TB cases. TB, a bacterial disease that mostly affects the lungs, is preventable and treatable, but 10 million people catch it annually. Around 1.6 million people died from TB in 2021, almost entirely in low- and middle-income countries, according to the World Health Organization (WHO).

In a televised meeting Friday, Putin met with Russia’s Deputy Defense Minister Yunus-Bek Yevkurov and former Wagner commander Andrey Troshev, according to a partial transcript published by the Kremlin. But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. If Friday’s meeting is any guide, Yevkurov appears to be a point man for future Wagner activity while Troshev takes on a different brief: overseeing Wagner 2.0 for the war in Ukraine.

Russian President Vladimir Putin met Friday with the new commander of Wagner, Andrei Troshev. At the meeting, Putin referred to Troshev leading "various combat missions," including in Ukraine. Troshev was the second in command of Wagner before the death of former boss Yevgeny Prigozhin. Andre Troshev, a former colonel in the Russian military, took over as head of the Wagner paramilitary organization following the death of previous boss Yevgeny Prigozhin in August. He had been the group's second in command but did not appear to back Prigozhin's short-lived mutiny against Russian military leadership two months earlier.
