Kyiv, Ukraine CNN —World Athletics President Sebastian Coe said he invited Ukrainian President Volodymyr Zelensky to the Olympics as his personal guest during a surprise visit to Kyiv on Friday. But he’s at odds with the IOC when it comes to their stance on Russian athletes. Following Moscow’s full-scale invasion of Ukraine – supported by Belarus – in February 2022, World Athletics is the only Olympic sports federation to have banned all Russian and Belarussian athletes from elite competition. In the meeting with the Ukrainian president, World Athletics committed to keep providing financial support for the country’s athletes. Coe also stopped by the Ukrainian Athletics Championships in Lviv, the event that determined which athletes will compete in the Olympics.

☆ Ukraine Says It Foiled Another Russian Plot to Topple the Government

Ukraine’s security service said on Monday that it had foiled yet another Russian plot to stir public unrest and then use the ensuing turmoil to topple the government, outlining a familiar tactic that Kyiv claims has been employed in string of coup attempts in recent years. Four people have been arrested and charged, according to the authorities. While offering little detail on how such an ambitious plan could have succeeded, officials said it was a reminder that more than two years after launching a full-scale invasion of the country, the Kremlin remained determined to bring down President Volodymyr Zelensky’s government by any means. On the battlefield, Russia continues to send tens of thousands of new soldiers to the front to replace those killed in the hopes of exhausting Ukraine’s military and Kyiv’s Western backers. At the same time, Russia’s relentless bombardment of Ukraine’s critical infrastructure is designed, in part, to throttle the economy and undermine the state’s ability to function.

The 30-year-old high jumper cleared 1.89 meters at the Ukrainian Athletics Championships on Sunday, not enough to qualify for this year’s Olympic Games in Paris. Many athletes have moved abroad in order to continue their careers and train for this year’s Games. This means that teams of Russian and Belarusian athletes will not be considered, while athletes who actively support the war against Ukraine will also be ineligible. No reference to either country will be made at the Games through the athletes’ participation, such as flags, anthems or national colors. “We’re not friends, we’re not competitors,” Ryzhykova told CNN about facing Russian and Belarusian athletes.

CNN —At least 7 people, including children, were killed and at least 31 injured after Russia launched a missile strike on the town of Vilniansk in Ukraine’s southern Zaporizhzhia region on Saturday, according to Ukrainian officials. “[Today] is a day of mourning in Zaporizhzhia region for those killed in the enemy attack on Vilniansk,” Ivan Fedorov, the head of Zaporizhzhia regional military administration, said on Sunday. “There is unspeakable pain.”Three children were among those killed and eight children were among the injured, Fedorov said. In the Donetsk region, Russia has made advances towards Chasiv Yar as it attempts to capture the strategic hilltop town. As Zelensky repeats his appeals for more long-range weapons, these developments have again highlighted Ukraine’s reliance on ammunition and weapons from the United States and other allies.

The US and Germany have already sent Patriot systems to Ukraine, but the Biden administration has made it clear that Kyiv needs more as Russia continues to launch aerial attacks on the country. It is unclear how long the process of finalizing details and transferring the systems to Ukraine would take. In April, the Israel Defense Forces said it would soon retire its Patriot systems, which were first fully integrated into the military in 1991. But the Patriot missiles is not Israel’s primary air defense system. Israel relies far more on its short-range Iron Dome aerial defense system, as well as its medium-range David’s Sling and long-range Arrow missiles.

The technology to store renewable energy for long periods hasn’t quite been mastered, either. CNN —The Biden administration is moving toward lifting a de facto ban on American military contractors deploying to Ukraine, four US officials familiar with the matter told CNN, to help the country’s military maintain and repair US-provided weapons systems. The change would mark another significant shift in the Biden administration’s Ukraine policy, as the US looks for ways to give Ukraine’s military an upper hand against Russia. The policy is still being worked on by administration officials and has not received final sign-off yet from President Joe Biden, officials said. Allowing experienced, US government-funded American contractors to maintain a presence in Ukraine means they will be able to help fix damaged, high-value equipment much faster, officials said. The discussions follow a series of decisions the US has made in recent months to try to help Ukraine beat back the Russians.

The International Criminal Court said on Tuesday that it had issued arrest warrants for two top Russian security officials over strikes against civilian targets, delivering a stinging, if largely symbolic, condemnation of the Kremlin’s invasion of neighboring Ukraine. The Hague-based court accused Russia’s most senior military officer, Gen. Valery V. Gerasimov, and a senior member of the country’s Security Council, Sergei K. Shoigu, of directing a campaign of strikes against Ukraine’s power plants in the winter of 2022. “The expected incidental civilian harm and damage would have been clearly excessive to the anticipated military advantage,” the court said in a statement on Tuesday, referring to the strikes. The Biden administration’s recent decision to allow Ukraine to use certain weapons to hit forces inside Russia has had an immediate impact, helping Ukraine thwart Moscow’s offensive north of Kharkiv and slowing the bombardment of the city, Ukraine’s second-largest, which is only about 25 miles from the border. But the lifting of U.S. restrictions does not apply to the use of Army Tactical Missile Systems, known as ATACMS, some of which have a range of around 190 miles. Those longer-range weapons would be needed to hit air bases deep in Russian territory that are used by the bombers. Kyiv has been left to rely largely on its own expanding fleet of domestically produced drones to go after those bases. Ukraine’s air defenses are gradually being strengthened after months of delays in American military assistance, but Russia continues to mount daily bombardments and Mr. Zelensky is desperate to find ways to thwart the attacks before they begin.

CNN —At least five people were killed and over 100 injured when missile fragments scattered over beachgoers during a Ukrainian strike on the city of Sevastopol in Russia-occupied Crimea, authorities say. “Unfortunately, we currently have 124 victims, of which three [are] dead children and two [are] dead adults,” Sevastopol Governor Mikhail Razvozhayev said on Telegram. When the German Army finally broke through in central Ukraine in September 1941, pasting up ordinances around Kyiv to announce a new occupying authority, they had only a few days’ calm. Less than a week after the occupation began, an explosion went off in a children’s toy store on Khreshchatyk Street — the capital’s grandest shopping boulevard, Kyiv’s equivalent of Fifth Avenue or the Champs-Élysées. Soon the city hall and the Communist Party headquarters crumbled. Walk through central Kyiv today, down the Khreshchatyk, past the grand Independence Square and the ritzy Tsum department store, and you can read the history of postwar and post-independence Ukraine in the subsequent architecture. When the city is a battleground, architecture becomes an act of defense and defiance.

CNN —Two beluga whales have been rescued from the besieged city of Kharkiv in Ukraine and taken to an aquarium in Valencia, Spain, in a complex operation. A multinational team involving marine mammal care experts from Oceanogràfic de Valencia, the largest oceanarium in Europe; Georgia Aquarium in Atlanta; and SeaWorld were involved in the high-risk journey. The pair of belugas – a 15-year-old male named Plombir and a 14-year-old female called Miranda – arrived in “delicate health” Tuesday evening after a “grueling journey,” according to Georgia Aquarium. “The city is facing increasing threat from artillery fire, which has intensified in recent weeks, with bombs dropping within a few hundred meters of the aquarium,” Georgia Aquarium said in a press release. The journey began Monday when the team first removed the whales from Ukraine’s NEMO Dolphinarium and drove them 12 hours from Kharkiv to Odesa.
