(AP) — North Dakota is set to take the federal government to trial Thursday for the costs of responding to the Dakota Access Pipeline protests, the culmination of an unusual and drawn-out court fight. The state filed the lawsuit in 2019, seeking $38 million from the federal government for policing the protests. In an interview, North Dakota Attorney General Drew Wrigley said the trial will show examples of numerous requests to the federal government for help and the “complete refusal” to offer resources and financial support in response. North Dakota relied on compacts to bring in law enforcement officers from around the region and the country for help, he said. The document laid out options of denying the easement and removing or abandoning the line's river segment, granting the easement with no changes or with additional safety measures, or rerouting the pipeline north of Bismarck.

New Mexico's Legislature has approved a bill aimed at reducing pollution from cars and trucks by creating financial incentives for transportation fuel producers and importers to lower the carbon intensity of their products. The bill calls for a reduction in the intensity of greenhouse gas emissions for transportation fuels used in the state — of 20% by 2030 and 30% by 2040. It would require producers of high-polluting fuels to buy credits from producers and importers of low-carbon fuels. The transportation sector is the second largest source of greenhouse gas emissions in New Mexico behind the oil and natural gas industry. “I am concerned about what this bill will do to the price of transportation fuel," Sen. Two of the largest Black church groups in Georgia are formally uniting for the first time to mobilize Black voters in the battleground state ahead of the November presidential election. HARTFORD, Conn. (AP) — Marijuana retailers in Connecticut say a dearth of licensed growers in the state’s fledgling legal pot industry has left them with a shortage of product to sell. The supply problem has appeared after slow retail growth in neighboring New York last year left growers there struggling with the opposite: an excess of supply. So each state that legalizes marijuana is left with its own process for licensing growers and sellers, and trying to create a balance between the two within state borders. When recreational sales became legal in Connecticut in January 2023, he said, there were seven dispensaries in the state and four producers. New York belatedly hastened the pace of retail openings, and the state listed 61 adult-use dispensaries open statewide Monday.

The bankrupt trucking company Yellow has fully repaid a controversial $700 million Covid loan to the U.S. Treasury Department, plus more than $151 million in interest, the company said Monday. Meanwhile, unsecured creditors in the bankruptcy case, including employee pension funds, are seeking billions of dollars in payouts from what remains of the company. By mid-2023, as it headed toward bankruptcy, Yellow had made only one payment on the loan: $230, in July 2021. In a statement Monday announcing the loan repayment, Yellow's chief restructuring officer Matthew Doheny said, "repayment demonstrates Yellow's absolute commitment to fulfilling its promise to the American taxpayers that its CARES Act loan would be repaid in full with interest."
