China is dominant in magnets and the rare earth metals they are made from. Magnet makers are also drawn to Vietnam by low labour costs and market access afforded by multiple free-trade deals. It said it sources most of its rare earths from China but is seeking alternative sources in Vietnam and Australia and plans to develop a processing facility in Vietnam. A similar request from clients prompted another Chinese magnet maker, Magsound, to decide to open a factory in Vietnam in the first half of next year, the two people said. In April, Australia's Strategic Materials (ASM.AX) signed a deal with a Vietnamese refiner that committed to supplying rare earths for export to South Korea.

[1/2] North Korean leader Kim Jong Un oversees a strategic cruise missile test aboard a navy warship in this undated photo released by North Korea's Korean Central News Agency. The latest missile test came as South Korea and the United States began the Ulchi Freedom Shield summer exercises on Monday, designed to enhance their joint responses to North Korea's nuclear and missile threats. "North Korea talks about preemptive nuclear strikes and preparations for an offensive war, but we will immediately and overwhelmingly retaliate for any provocations." Over the past two years, North Korea has been testing what it calls "strategic cruise missiles," which some analysts have said could be tipped with nuclear warheads. While modernising and bolstering its naval power, North Korea showcased a new, nuclear-capable underwater attack drone in March.

By accepting an International Atomic Energy Agency (IAEA) report last month that greenlit Japan's Fukushima water release, Yoon could encourage fresh dissent that China will try to amplify, analysts say. On Monday, Park Gu-yeon, vice minister of government policy coordination at the prime minister's office, said both sides have made "substantial progress" on the water release issue. A senior South Korean official, speaking on condition of anonymity because of diplomatic sensitivity, said the government did not see it as a source of friction. "China absolutely will try to exploit Fukushima to drive a wedge between South Korea and Japan," said David Boling, a director at consulting firm Eurasia Group. In July, Chinese foreign ministry spokesman Wang Wenbin said Japan had shown selfishness and arrogance, and had not fully consulted the international community about the water release.

U.S. President Joe Biden hopes to cement those ties with a summit at Camp David, the storied presidential retreat in Maryland's Catoctin Mountains, this Friday. To be sure, previous efforts to build closer ties between South Korea and Japan have stumbled. China blasted the move, seizing on a chance to embarrass Tokyo ahead of the Camp David summit. No specific action by the trio in Camp David is expected to sharply escalate rhetoric with Beijing. Just last month, Kim hosted Russia's defense minister and a Chinese Communist Party Politburo member in Pyongyang for an event celebrating the end of the 1950-1953 war between North and South Korea.

[1/2] South Korean President Yoon Suk Yeol delivers a speech during a ceremony to celebrate the 78th anniversary of the Korean Liberation Day from Japanese colonial rule in 1945, in Seoul, South Korea, Tuesday, Aug. 15, 2023. Lee Jin-man/Pool via REUTERSSEOUL, Aug 15 (Reuters) - South Korean President Yoon Suk Yeol said on Tuesday that an upcoming summit with the leaders of the United States and Japan will set a new milestone in trilateral cooperation in the face of North Korea's evolving nuclear and missile threats. The summit "will set a new milestone in trilateral cooperation contributing to peace and prosperity on the Korean Peninsula and in the Indo Pacific region," Yoon said. Japan says the issue was resolved under a 1965 treaty that normalised relations, but the strained ties have hindered U.S.-led efforts to bolster trilateral cooperation to curb North Korea's weapons programs. Yoon has taken steps to compensate the victims with South Korean money, instead of Japanese funds, and visited Tokyo in March in the first such trip by a South Korean leader in 12 years.

Yonhap via REUTERSSEOUL, Aug 11 (Reuters) - Heavy downpours continued to soak South and North Korea on Friday as tropical storm Khanun swept over the peninsula after pummelling Japan, putting Pyongyang on high alert for flood damage. The storm weakened into a tropical depression as it crossed into North Korea overnight, and military and ruling party officials were mobilised to minimise its impact on the country's fragile economy. In some parts of South Korea, cumulative rainfall has topped 400 mm (15.8 inches) since Thursday with maximum wind speeds of 126 km per hour (78 miles per hour), flooding villages, schools and roads. With a lack of infrastructure and deforestation exacerbating flood risks, North Korea has been bracing for the storm, scrambling to head off damage and salvage crops.

Turner, former director of the State Department's Office of East Asia and the Pacific in the Bureau of Democracy, Human Rights and Labor, was nominated by President Joe Biden to the position in January and confirmed last week by the Senate. An unnamed spokesperson of what North Korea's state media called the Association for Human Rights Studies said Turner had earned "notoriety" for "mudslinging" over human rights issues and "spitting out coarse invective" against the country. The appointment of "such a wicked woman" highlights Washington's hostile policy toward Pyongyang, it said, warning of "retaliatory action of justice." SEOUL, July 24 (Reuters) - A U.S. nuclear-powered submarine arrived in South Korea on Monday, only days after the first U.S. nuclear armed submarine made port in the country in four decades, as the two allies seek to boost American strategic assets to deter North Korea. The USS Annapolis entered a naval base in South Korea' southern island of Jeju, to load military supplies while on an unspecified operational mission, the South Korean navy said. The USS Kentucky, a U.S. ballistic missile submarine, made port in South Korea last Tuesday. It was the first visit since the 1980s of a U.S. nuclear-armed ballistic missile submarine (SSBN) and coincided with the launch of talks between the U.S. and South Korea to coordinate responses in the event of a nuclear war with North Korea. North Korea launched two ballistic missiles on Wednesday hours after the USS Kentucky's visit, and again fired several cruise missiles on Saturday.

One of the problems researchers have pointed out is people are desensitized to warning labels because they seem to be everywhere. In December 2022, a federal judge ruled that the U.S. Food and Drug Administration cannot require tobacco companies to put graphic warning labels on cigarettes. When it comes to making sure people are using products safely, consumer protection advocates say warning labels should be a last resort. "And that's the problem with just relying on warning labels.
