New York CNN —Former President Donald Trump doesn’t have the cash he needs to stop the state of New York from potentially seizing his assets. In a court filing Monday, Trump’s lawyers laid out the stark economic reality facing the leading Republican candidate for president. Trump’s lawyers, for their part, say the ruling is unprecedented and underwriters don’t write checks that big — even to billionaires. What could happen to Trump’s properties? James has made it clear she won’t hesitate to go after Trump’s properties if he doesn’t come up with the cash.

CNN —The way Americans buy and sell homes is about to get turned on its head. And other broker tactics that critics say are anticompetitive, such as a rule that made sellers’ agents set compensation for buyers’ agents, will be prohibited. Goodbye, 6% commissionsFor decades, Americans have paid a standard commission of around 6% when selling a home, split between the seller’s broker and the buyer’s broker. A separate new rule will require buyers’ brokers to enter into written agreements with their buyers. Second, it led buyers’ brokers to push more expensive homes on buyers, so their payout would be higher.

A settlement reached this week threatens to strike a blow to an established standard of residential real estate: the 6 percent sales commission. It also will change who pays it. The deal, reached after a yearslong court battle initially brought by a group of home sellers in Missouri, calls for the powerful National Association of Realtors, which has long regulated the way U.S. homes are sold, to amend its rules on how Realtors for sellers and buyers are compensated. In most real estate transactions in the United States, both the seller and buyer have an agent representing them. For decades, there’s been a standard for paying these agents: a commission of between 5 and 6 percent of the home’s sale price, covered by the seller and split between the two agents.

Two years after Russia’s full-scale invasion of Ukraine, United Nations investigators say they have uncovered new evidence of systematic and widespread torture of Ukrainian prisoners held by Russian security forces. A United Nations Commission of Inquiry on Friday detailed a range of what it described as Russian war crimes, including summary executions, sexual violence and forced transfer of Ukrainian children into Russia. The commission paid special attention to “horrific” treatment of Ukrainian prisoners by Russian security services at detention centers in Russia and occupied Ukraine. The commission will deliver a report to the Human Rights Council in Geneva next week, detailing accounts of torture from four locations in Russia and seven in occupied Ukraine, strengthening previous findings that the use of torture had become widespread and systematic. “We are concerned at the scale, continuation and gravity of violations and crimes that the commission has investigated and the impact on victims,“ Erik Mose, chairman of the three-person panel, said in a statement.

The Tesla Inc. logo is captured on a sign of one of its shops in Zurich on Nov. 13, 2023. Tesla and the employee, Kyle Kaszuba, must pay more than $42 million in damages to the victim, Christopher Dugan, a Marion County jury said in a Wednesday verdict. The jury found that Dugan was 30% liable for the crash, reducing the award from $60 million to $42 million. The crash occurred while Kaszuba was operating a 2014 Ford vehicle owned by Tesla either with the permission of Tesla or while working in his capacity as a Tesla employee, Dugan alleged in his initial complaint. The gas station near where the crash occurred is located just outside of a ramp to I-465, the ring road that encircles Indianapolis.

Commissions aren’t disappearing — you’ll still need to pay a real estate agent for their work, just as you would any service provider. And the commission, which is set between an agent and the seller, will continue to be negotiable. The seller’s agent will also still be able to split the commission with the agent bringing the buyer. One new rule prohibits agents’ compensation from being included on listings placed on local centralized portals known as multiple listing services, which critics say led brokers to push more expensive properties on customers. This agreement will specify the work the buyer’s agent will do and how they will get paid.

And with new plastic chemicals entering the market all the time, it’s been difficult for regulators and policy makers to determine the scope of the problem. Now, for the first time, researchers have pulled together scientific and regulatory data to develop a database of all known chemicals used in plastic production. It’s a staggering number: 16,000 plastic chemicals, with at least 4,200 of those considered to be “highly hazardous” to human health and the environment, according to the authors. Although grouping would capture about 1,000 of the most toxic chemicals in plastics, Wagner said, that still leaves about 2,600 chemicals that still need to be regulated. Missing hazard dataIn addition to the massive number of toxic chemicals, the report found that detailed hazard information is missing for more than 10,000 of the 16,000 chemicals.

Europe investigates Big Tech’s use of generative AI

Regulators at the European Commission say they’re particularly concerned about how generative AI could sow chaos in the run-up to this summer’s EU parliamentary elections. Online platforms will have until April 5 to respond to questions about steps they’ve taken to prevent AI tools from spreading election misinformation. The companies’ responses could be incorporated into a series of election security guidelines for tech platforms the European Commission plans to finalize by March 27, another commission official said. The AI investigation also covers a broader set of topics including how platforms are addressing generative AI’s impact on user privacy, intellectual property, civil rights and children’s safety and mental health. “One of the grievances we have is the ability to manipulate the service through automated means and this can include generative AI, so yes, there’s a link to the ongoing investigation,” one of the commission officials said.

Kurt Fredrickson, a Coast Guard spokesman, told CNBC via email that even if the software is not Chinese, all software has vulnerabilities, regardless of origin. "Software is everywhere," Gene Seroka, executive director of the LA port, told CNBC in a recent interview at the TPM conference. They warn the crane software concerns are part of a much larger societal risk. He added that regardless of the origin of the crane software and the origin of a crane's manufacturing, there are ways to mitigate cyber risk.

New York CNN —For decades, not having a college degree has often been a barrier for workers seeking a higher-level, better-paying job. That means the lack of college degrees can’t be ignored, since Blacks and Hispanics are least likely to have a bachelor’s degree. “[D]espite the limited progress to date, our analysis shows that, for those who embrace it, skills-based hiring … yields tangible, measurable value. Skills-based hiring boosts retention among non-degreed workers hired into roles that formerly asked for degrees,” they said. The tool is aimed at lower-wage workers without college degrees.
