OpenAI says ChatGPT downtime caused by targeted attack

ChatGPT, OpenAI's viral chatbot, is experiencing outages caused by a targeted attack, according to an OpenAI spokesperson. "We are dealing with periodic outages due to an abnormal traffic pattern reflective of a DDoS attack," OpenAI shared on Wednesday evening, just before 11 p.m. ChatGPT users were told "ChatGPT is at capacity right now," but after implementing a fix, things returned to normal, per OpenAI — but not for long. The attack also follows OpenAI's first in-person event on Monday, where the company announced it had surpassed 100 million weekly active users. It also announced its most powerful artificial intelligence model yet, GPT-4 Turbo, and a new option allowing users to create customized versions of ChatGPT.

ET, affecting OpenAI's API services as well, which are used by more than two million developers. ChatGPT users were told that "ChatGPT is at capacity right now" and a status page referred to the issue as a "major outage." We are now seeing normal responses from our services," OpenAI said on its status page. Anthropic's Claude 2 chatbot, a ChatGPT competitor created by ex-OpenAI employees, also experienced issues on Wednesday.

Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

While many governments are working to formulate laws to regulate the spread of AI, researchers and lawmakers have called for global collaboration. The UN body will issue preliminary recommendations by the end of this year and final recommendations by the summer of 2024.

Rite Aid filed plans to close 154 stores on Monday as part of its Chapter 11 bankruptcy. Rite Aid is the smallest of the three major drugstore chains, well behind CVS and Walgreens. Rite Aid was expected to close stores as part of its bankruptcy. Rite Aid told Insider that it considers a variety of factors when deciding to close a store, "including business strategy, lease and rent considerations, local business conditions and viability, and store performance." HANOI (Reuters) - The United States' move to upgrade relation with Hanoi is not a Cold War move against China, a U.S. National Security Council official said on Wednesday. Vietnam and the United States on Sunday upgraded their relationship to the highest diplomatic status during a visit to Hanoi by U.S. President Joe Biden. On Monday, Chinese foreign ministry spokesperson Mao Ning called on the U.S. to "abandon hegemony and Cold War thinking," in her response to the Vietnam-U.S. relation upgrade. "We demand that the United States, when dealing with relations with Asian countries, must respect the common aspiration of regional countries for stability, cooperation, and development, abide by the basic norms of international relations," Ning said. Vietnam and China have for years been embroiled in a dispute over the potentially energy-rich stretch of water, called the East Sea by Vietnam.

A New York Times investigation has found that America is depleting its invaluable reserves of groundwater at a dangerous rate. The majority of U.S. drinking-water systems rely on groundwater, as does farming, one of the nation’s most important industries. Aquifer water levels are falling nationwide. Some 45 percent of the wells the Times examined showed a statistically significant decline in water levels since 1980. Four in 10 sites reached record-low water levels during the past decade, and last year was the worst yet.
