In the aftermath of Katrina, the Pets Evacuation and Transportation Standards (PETS) Act of 2006 was passed. However, development and implementation of pet evacuation and sheltering plans during disasters remains widely insufficient, if it is even addressed at all. At least 15 states do not have any provisions for the evacuation, rescue and recovery of pets during disasters, according to Michigan State University’s Animal Law and History Web Center. More commonly, pet owners will sneak back into active evacuation sites to rescue their pets, risking injury and even death. Allowing pet owners to evacuate their animals may prevent significant psychological distress and can strengthen the emotional resiliency of evacuees.

Trump’s telling, the idea was born over dinner at his Las Vegas hotel, where the waitress serving his table complained about the burden of paying taxes on her tips. “I was actually surprised to hear it,” Mr. Trump said last month at a rally in Virginia, adding that he quickly decided to address the waitress’s problem with a new campaign pledge: “No taxes on tips!”The proposal has rapidly become more than just a rally talking point. The sudden popularity of exempting tips from taxes is a reminder of the improvisational nature of economic policymaking under Mr. Trump. Several economists involved in advising the Trump campaign said they hadn’t heard of the idea until Mr. Trump announced it publicly. But Republicans now see it as a key way to appeal to working-class Americans during the campaign against President Biden.

A 53-year-old man and a 74-year-old woman both died when trees fell onto their homes in separate incidents in Harris County, Texas, police said. Beryl has since been downgraded to a tropical depression, but more than 21 million people from Arkansas to Michigan were under flood watches Tuesday morning as it continues to moves northeast. At least six people died in Texas as a result of the storm after it made landfall on Monday as a Category 1 hurricane with sustained wins speeds of 80 mph.

U.S. crude oil prices fell for the third straight session on Tuesday, as Gulf Coast oil infrastructure appears to have avoided any substantial damage from Tropical Storm Beryl. On Monday, Beryl made landfall in Matagorda, Texas, as a Category 1 hurricane but later weakened into a tropical storm. Beryl has moved inland as a tropical depression and is now north of Shreveport, Louisiana, according to the National Hurricane Center. U.S. oil inventories fell by 12.2 million barrels for the week ended June 28, and gasoline stocks declined by 2.2 million barrels in a potential bullish sign for the market. Macquarie, however, is forecasting that oil inventories dropped by 1.2 million barrels last week, with the total balance "only modestly tighter than we had anticipated," according to a Monday note.

NGL deceptively hooked teens into subscribing to its premium service by sending them fake, anonymous messages and then promising to reveal the sender after they paid, said the complaint. A day after Tropical Storm Beryl struck Houston with deadly force, flooding roads and highways and killing at least seven people in Texas and an eighth in Louisiana, officials were struggling to restore power for millions of residents as hot weather returned to the region. But the force of its winds still left Houston residents reeling for the second time in two months after a deadly system of thunderstorms crashed through the city in May. The storm had sustained winds of 65 m.p.h. as it passed through Houston but also produced damaging, hurricane-force wind gusts above 80 m.p.h. Two of the confirmed deaths from the storm in the Houston area on Monday involved trees that fell into homes, crushing people inside.

CNN —Restoring power to millions of Texans slammed by the deadly and destructive storm Beryl could take days or even weeks, posing a dangerous scenario for residents who will not have air conditioning as sweltering heat settles over the state. Beryl slammed into southern Texas as a Category 1 hurricane Monday, knocking out power to more than 2.5 million homes and leaving at least 8 people dead in Texas and Louisiana. As it hurtles northeastward, it is bringing flooding and the threat of tornadoes across eastern Texas, western Louisiana and Arkansas. “The lack of proper cooling combined with many people outdoors cleaning up after Beryl could produce dangerous heat conditions,” the National Weather Service in Houston said. Despite weakening, Beryl will still produce flooding and tornadoes in the US as it moves inland through mid-week.

Beryl was forecast to bring winds of up to 110 miles per hour to parts of southeast Texas by early Monday. Texans are unusually familiar with power outages: The state had more weather-related power outages from 2000 to 2021 than any other, according to the advocacy organization Climate Central. In 2008, Hurricane Ike left two million customers across eastern Texas without power for three days after the storm. Hurricane Rita, in 2005, also caused widespread power outages lasting as long as seven days in some Texas counties. Texas officials, electricity companies and individuals were all thinking about the grid as Beryl churned through the Gulf of Mexico.
