According to an S&P Global analysis, the global semiconductor industry consumed as much water in 2021 as the city of Hong Kong. Water consumption for chip fabs and data centers will rise as the demand for chips grows. The chip fabs stored the TCE underground, but tanks sometimes ruptured, leaking the chemical into the local groundwater and soil. Now, chip fabs must work with local governments to meet water management and waste disposal requirements. Several researchers are investigating ways to reduce and recycle water in chip manufacturing.

Days after Gov. Gavin Newsom put pressure on local governments to dismantle homeless encampments across California, leaders in Los Angeles County showed a united front, unanimously passing a resolution with a clear message: We will continue to take a different approach. The vote on Tuesday by the board of supervisors, the five-member governing body of the county, reflected the deep motivation of local leaders to align themselves on strategy for a vast region that includes 88 cities and more than 75,000 homeless people. It also reaffirmed that homelessness would not be criminalized. “Some things,” said Supervisor Hilda Solis who co-wrote the motion, “are better deliberated at the local level.”The leaders have the backing of Sheriff Robert Luna of Los Angeles County, who has vowed that his agency will arrest people only if they commit a crime, not simply for living in an encampment.

London CNN —The value of some of the world’s best-known luxury companies is plunging as Chinese consumers pull back on spending, with even the most exclusive brands feeling the pain. The rout seems to be accelerating, with those sales tumbling 14% in the second quarter, according to results published late Tuesday. “For now, the (luxury) market remains volatile as investors reassess the once-held belief that luxury brands are a safe-haven investment, shielded from broader economic downturns,” Jochen Stanzl, chief market analyst at CMC Markets, told CNN. “The Chinese market contracted slightly; the market situation in the premium and luxury segment in China remained weak,” the company said. China’s economy grew 4.7% year-on-year in the second quarter of the year, according to official data released last week, missing economists’ expectations and marking the weakest growth since the first quarter of 2023.

He noted how the new policy links Beijing's ultra-long bond program — announced in March — with consumption. The National Development and Reform Commission on Thursday then announced the expanded policy to support consumption. He noted that the 300 billion yuan designation also reflects "a new way of thinking" which can have impact at scale.

The Environmental Protection Agency is set to announce $4.3 billion in funding on Monday afternoon for 25 new projects proposed by states, tribes, local governments and territories to tackle climate change. The funding could reduce greenhouse gas emissions by as much as 971 million metric tons by 2050, or roughly the emissions of five million homes over 25 years, according to the agency. Among the jurisdictions that will get funding, Nebraska will receive $307 million to reduce agricultural waste and enhance energy efficiency in homes and buildings. Pennsylvania will get $396 million to reduce industrial pollution and create about 6,000 jobs,. Ms. Baird said the funds could reduce Lincoln’s greenhouse gas emissions by 77 percent by 2050.

CNN —At least 12 people have died and 31 others are missing after a bridge partially collapsed in China’s northern province of Shanxi, according to Chinese state broadcaster CCTV. Authorities said a portion of the bridge in Zhashui County in the city of Shangluo collapsed on Friday evening after recent rains and flash flooding. As of 12 p.m. local time (12 a.m. ET) Saturday, search and rescue operations were ongoing after 17 cars and 8 trucks fell into the river, state media reported. Parts of China have been grappling with devastating floods, just weeks after scarce rainfall and sweltering temperatures created drought conditions.

In 2012, San Francisco's Public Utilities Commission began developing the Onsite Water Reuse Program to investigate whether water reuse, also known as water recycling, in buildings could be a solution to California's water problem. The adoption of on-site water reuse can also be a sensible decision for developers. Water reuse to overcome hurdlesWhile large plants and on-site water systems in major buildings have been California's more established methods of water reuse, the state's biggest hurdle is retrofitting systems for existing buildings. During times of drought, the state has encouraged water conservation and water recycling, such as the use of recycled water for plants. In 2023, California made progress toward establishing recycled water for direct potable reuse and allowing recycled water to be used in the state's drinking-water supply.
