Why Biden worries about a third-party rival in 2024
  + stars: | 2023-07-16 | by ( Harry Enten | ) edition.cnn.com   time to read: +4 min
This would normally be the part of the story where I’d tell you that a third-party candidate has little chance of winning next year – and I am telling you that. It’s also true, however, that 2024 is shaping up to be the kind of election Biden could lose primarily because of a third-party candidacy. This year it’s pretty clear that such a portion of third-party voters probably already exists for a simple reason: Biden and Trump are historically unpopular. The headlines and the fears Democrats have about a third-party candidate are, at least partially, a tacit acknowledgement that Biden is unpopular. So why aren’t we hearing Republicans worry about a third-party candidate?

Senator Joe Manchin (D-WV) speaks at the 2023 Milken Institute Global Conference in Beverly Hills, California, U.S., May 1, 2023. Senator Joe Manchin said on Thursday he would oppose the nomination of Julie Su as labor secretary, arguing her "progressive background" would prevent her from forging compromises between labor and industry representatives. President Joe Biden nominated Su, a civil rights lawyer and former California labor commissioner who has served as a deputy labor secretary since 2021, to become labor secretary in February. Su previously served as California's labor secretary. "The president's support for Acting Secretary Su is unwavering, and we hope Senator Manchin and Senator Sinema reconsider their position," the White House official added.

Mitch McConnell urged a majority of universities to get behind a single name, image, and likeness (NIL) bill. NIL has upended college athletics as states jockey to pass the most expansive law. His observation isn't surprising as some universities, governors, and lawmakers see a benefit in allowing each state to determine its own NIL standards. Having a more expansive state law is now an asset akin to a new practice facility or a massive weight room. Missouri's newly passed NIL law is regarded as one of the most expansive in the country, explicitly allowing coaches and school officials to talk about NIL with potential recruits.

The Senate is stalled on President Joe Biden's pick for secretary of labor, Julie Su, and Democrats face a conundrum on how to proceed. But Su, who currently serves as the acting labor secretary, could just keep running the department anyway. Federal law places no limits on how long Su can serve as acting labor secretary without being confirmed. He said he wants a voice for "both labor and industry" in the labor secretary role. Any Senator who voted to confirm Secretary [Marty] Walsh should vote to confirm Acting Secretary Su, too.

Sen. Joe Manchin appears to have the least diverse staff of any Democratic senator. A Senate diversity survey found that 0% of his staff identify as LGBTQ, and just 12% are non-white. According to an annual survey of diversity among Senate Democratic staffers released this week, just 12% of the conservative West Virginia Democrat's staffers identify as non-white — the lowest of any Senate Democratic office. And in a stark contrast from the rest of the Democratic caucus, 0% of his staffers identify as LGBTQ, according to the survey. When it comes to gender diversity, Manchin also ranks low among the rest of his colleagues: 46% of his staff are women.

The LatestA federal court in Richmond has halted construction of the Mountain Valley Pipeline, setting off a battle with Congress that could end up at the Supreme Court. It was a highly unusual provision that was tucked into legislation that had nothing to do with pipelines — the law to raise the debt ceiling. Congress also included provisions to expedite construction of the pipeline and insulate it from judicial review. Those elements were added as a concession to Senator Joe Manchin III, the West Virginia Democrat whose vote has been crucial to President Biden’s domestic agenda. But environmentalists, Democratic members of the Virginia congressional delegation and some constitutional law experts argue that by directing a change in courts, Congress has violated the separation of powers clause in the Constitution.

Over half of all new cars sold in the U.S. by 2030 are expected to be electric vehicles. That could put a major strain on our nation's electric grid, an aging system built for a world that runs on fossil fuels. Major grid infrastructure needsCharging electric vehicles is quite electricity intensive. Larger electric vehicles such as the Ford F-150 Lightning would generally use more electricity than a central AC unit in a large home. The utility is tied to a four-year funding cycle for grid infrastructure upgrades, and its last funding request was in 2021.

President Biden on Wednesday delivered an address about his economic plan, which has been termed "Bidenomics." The remarks touted the US's strong economic data, and the fact that there's more to be done. But with all the talk on the president's accomplishments, it's hard not to notice key items still on Democrats' to-do list. Still, Biden promised he would enact free community college before he leaves the White House. "And if I don't, I'll be sleeping alone for a long time," he said, likely referring to his wife, Dr. Jill Biden, who is a community college teacher.

(Reuters) - Vice President Kamala Harris broke a deadlock in the U.S. Senate on Wednesday to secure confirmation for a civil rights lawyer nominated to be a federal judge in New York. The final vote was 50-49, but Harris was needed to break a 50-50 tie in an earlier procedural vote on the nomination. The vote marked the fourth time in recent weeks that Manchin has opposed one of President Joe Biden’s judicial picks. Merle is the 100th district court nominee selected by Biden to secure Senate confirmation and is the latest in a string of civil rights lawyers to be confirmed to the federal bench this month. She previously served as a federal public defender in New York and worked on a fellowship for a New York law firm.

House GOP retirement fund bill takes aim at ESG investing
  + stars: | 2023-06-21 | by ( Emily Wilkins | ) www.cnbc.com   time to read: +3 min
House Republicans are continuing their attempt to pump the brakes on so-called "woke" investing with new legislation that could place limits on financial advisors and retirement funds. Rep. Andy Barr, R-Ky., will introduce a bill Wednesday that would target funds that consider environmental, social and governance issues, known as ESG. Barr's measure would update the Employee Retirement Income Security Act to require retirement funds to focus only on maximizing profits, limiting the ability to invest in ESG options. In addition, advisors would need to disclose the difference in fees and performance between ESG funds and a similar index. Proponents say ESG investing is intended to promote the social good, although critics say it hurts investors.

The White House estimated, and independent budget analysts agreed, it could cut the deficit by $300 billion over the next decade. The tax credits have been massively popular with companies, spurring new investments and boosting job growth, environmental benefits -- and the price tag. The bill will add $750 billion to the nation’s deficit over ten years, according to Smetters. White House officials say revenue will outpace original congressional estimates, and they point to the millions of jobs the IRA is expected to create. “We’re going to have more deployment and achieve more emissions reductions than we initially thought,” the White House official said.

For a brief period during the coronavirus pandemic, the federal government gave most parents monthly cash — up to $300 per child — with no work requirements or restrictions on how the money could be spent. But a growing number of states are moving forward with their own programs, often with Republican support. Last week, Colorado became the ninth state in two years to guarantee some form of cash income to its poorest parents. The law, which passed with bipartisan support, will be the second most generous in the country, providing parents making less than $35,000 per year with up to $1,200 annually for each child under 6. Minnesota’s program, which became law last month, is the most generous, guaranteeing families earning $35,000 or less with up to $1,750 in cash annually for each child under 17.

Biden's pact with Republican Kevin McCarthy, who once voted to overturn the president's 2020 election win, became law on Saturday. Biden's own popularity has withered over the course of his term, with some Democrats pointing fingers at the very strategy he touts. "No matter how tough our politics gets, we need to see each other not as adversaries, but as fellow Americans. Deals with Senate minority leader Mitch McConnell and Senate swing-vote Joe Manchin on infrastructure, climate and guns reflect Biden's deal-making strategy over 50 years in politics. The brief peace in Washington after the deal may be short-lived, however, some political strategists warn.

The Debt Limit Deal and Climate Action

The debt ceiling deal would surely speed up one thing. It’s a big win for the established oil and gas producers and their champion in the Senate, Joe Manchin III, a West Virginia Democrat. But opponents say a new gas pipeline, which would operate for decades, defies the scientific consensus that the world needs to move quickly away from fossil fuels in order to slow down climate change. In theory, that could speed up oil and gas projects as well as renewables. The sheer volume of wind and solar projects that have been built recently “has overwhelmed the nation’s antiquated systems to connect new sources of electricity to homes and businesses.”

The debt-ceiling bill includes reforms that aim to speed up construction on energy projects. It also claims a West Virginia pipeline is in the national interest — and pushes through its completion. The reforms in the bill include limiting the environmental permitting process to two years, along with requiring projects to name a single lead agency that would develop one master environmental review document. Now, the permitting reforms included in the deal would force federal agencies to approve all remaining permits for the pipeline and allow it to bypass the courts and fast-track construction. Manchin, who is also the chairman of the Senate Energy and Natural Resources Committee, plans to bring more comprehensive legislation to the Senate floor by the end of the summer.

Given the current math in the chamber, every senator in the Democratic Caucus would need to support such a change. The president’s focus, Kikukawa said, remains preventing default, and “other options are a question for another day.”Originally Boyle backed eliminating the debt limit entirely. She and Jeffries both pointed out that Senate Minority Leader Mitch McConnell had in 2011 supported a backdoor solution to that debt limit fight, which would have given then-President Barack Obama power to raise it on his own just that one time. Several swing district Democrats, though, told CNN that they were wary of supporting a change, calling the debt limit authority an important check on the presidency and on spending, despite their opposition to how it was used this time. This has been such a torturous experience for my Democratic colleagues that I hope they will not forget,” Boyle said.

Barring an unlikely Democratic sweep of the White House and both chambers of Congress in 2024, major changes to the U.S. tax code are now seen as largely off the table until the end of 2025, when the 2017 individual tax cuts expire. TAX CHANGES ARE TOUGHBiden's unrealized campaign tax pledges illustrate the political difficulty of changing the U.S. tax code, barring a commanding majority in Congress. "House Republicans have successfully blocked every penny of President Biden’s tax hikes on families, farmers, and small businesses in the debt ceiling deal and protected the 2017 Tax Cuts and Jobs Act from repeal," said U.S. House Ways and Means Chairman Jason Smith. The Missouri Republican added that Americans want Congress to build on the Trump tax cuts "with more tax relief." The Senate just passed a bill to overturn student-debt relief and end the payment pause. On Thursday, the Senate passed a bill — first introduced in March — to overturn Biden's plan to cancel up to $20,000 in student debt for federal borrowers making under $125,000 a year by a vote of 52-46. Chuck Grassley and Bill Cassidy — sponsors of the bill — wrote an opinion piece in Fox News urging their colleagues in the Senate to pass the legislation to overturn student-loan forgiveness. Before the vote, Senate Majority Leader Chuck Schumer wrote on Twitter that "the Senate GOP is pushing a terrible measure to end the pause on student loan payments and overturn @POTUS's student loan cancellation program.
