Russia has targeted the northeastern Ukrainian city of Kharkiv in a missile strike, local officials said Tuesday. Tennessee lawmakers passed a bill on Tuesday to allow teachers and other school staff members to carry concealed handguns on school campuses. The measure, if it goes into law, would require those carrying guns to undergo training and have the approval of school officials, but parents and most other school employees would not be notified. The bill is one of the most significant pieces of public safety legislation to advance in Tennessee after a shooting just over a year ago at a private Christian school in Nashville left three students and three staff members dead. The Supreme Court agreed on Monday to hear a challenge to the Biden administration’s regulation of “ghost guns” — kits that can be bought online and assembled into untraceable homemade firearms. In defending the rule, a critical part of President Biden’s broader effort to address gun violence, administration officials said such weapons had soared in popularity in recent years, particularly among criminals barred from buying ordinary guns. The regulation, issued in 2022 by the Bureau of Alcohol, Tobacco, Firearms and Explosives, broadened the bureau’s interpretation of the definition of “firearm” in the Gun Control Act of 1968. The new regulation did not ban the sale or possession of kits and components that can be assembled to make guns, but it did require manufacturers and sellers to obtain licenses, mark their products with serial numbers and conduct background checks.

The Ukrainian lieutenant was at a firing position on the eastern front, commanding an artillery unit relying on American-provided M777 howitzers and other big guns, as U.S. lawmakers gathered in Washington to decide if his cannons would be forced to go silent for lack of ammunition. But when the lieutenant returned to his base on Saturday night, he got the news that he and millions of Ukrainians had been praying to hear. “I had just entered the building after a shift change when the guys informed me that the aid package for Ukraine had finally been approved by Congress,” said the lieutenant, who is identified only by his first name, Oleksandar, in line with military protocol. “We hope this aid package will reach us as soon as possible.”The decision by American lawmakers to resume military assistance after months of costly delay was greeted with a collective sigh of relief and an outpouring of gratitude across a battered and bloodied Ukraine. It may have been late in coming, soldiers and civilians said, but American support meant more than bullets and bombs.
