A man walks while smoke rises above buildings after aerial bombardment, during clashes between the paramilitary Rapid Support Forces and the army in Khartoum North, Sudan, May 1, 2023. But analysts and diplomats say it is unclear how the RSF could govern a breakaway territory. "(Governing) means you take on responsibilities for food, health, and security," said Suliman Baldo of the Sudan Transparency and Policy Tracker. From late October the RSF took over army headquarters in Nyala, Zalingei and El Geneina, three of five Darfur state capitals. They say the RSF is seeking legitimacy in the talks, after public anger over looting, rape and detentions blamed on its troops.

When the water taps run, she says, "I have to choose between taking a shower or preserving my water supply.'' The water taps determine the rhythm of life in Mayotte, an island territory of about 350,000 people northwest of Madagascar. But even without drought, Mayotte's water system wasn’t capable of fulfilling local needs. The local water union blames the water rationing on lack of production capacity, not lack of water. But Mayotte’s water crisis underlines inequalities and often awkward relationships between the central government in Paris and former colonies that remain part of France.

Many organisers choose to buy that cover through an add-on political violence and terrorism policy. Insurers cannot change policy wordings of existing policies, so any event organisers who bought political violence cover and cancelled after the conflict started on Oct 7 should be covered. Insurers are also considering restricting cover for event cancellations outside the region, the sources added. Ryan at Marsh said some political violence insurers were proposing wordings which would allow them to break or review policies due to "conditions relating to armed involvement in the 2023 Israel war". Specialist political violence policies are typically offered by firms operating in the Lloyd's of London (SOLYD.UL) insurance market, as well as by U.S. insurers.

Amman, Jordan CNN —Sharp divides persisted between the United States and its Arab partners on their response to Israel’s war against Hamas after Secretary of State Antony Blinken met with his Middle Eastern counterparts in Amman, Jordan on Saturday. Blinken again called for Israel to “take every possible measure” to prevent civilian casualties – a message he had relayed in meetings in Tel Aviv on Friday. Still, following his meetings in Amman, Blinken sought to emphasize the points of common interest between the US and its regional partners. “I think we all share deep concern about the plight of civilians in Gaza – men, women and children,” he said. Although the US believes the current flow of 100 to 120 trucks a day into Gaza is sustainable, “it’s challenged by the environment on the ground in South Gaza,” Satterfield said.

- Leftist economist Luis Arce assumed the Bolivian presidency facing the challenge of uniting a polarized society and reactivating an economy ravaged by the coronavirus pandemic. Bolivia on Tuesday announced it has cut off diplomatic ties with Israel as a result of the civilian deaths caused by its war in the Gaza Strip, while Chile and Colombia have recalled their ambassadors to the Middle Eastern country for consultations. The Bolivian decision took place after a Monday meeting with the Palestinian ambassador to the South American country, said Maria Nela Prada, minister of the Bolivian presidency, in an update. "The government of Bolivia's decision to cut diplomatic ties with Israel is a surrender to terrorism and to the Ayatollah's regime in Iran," Israel's Foreign Ministry said in a statement. CNN —The Israeli army began its full ground operation in Gaza on Friday, moving tanks, bulldozers, infantrymen and combat engineer units into the Strip. But rather than make any quick advance on Gaza City, Israeli forces so far appear to have moved only slowly towards the enclave’s largest population center.
