Most of the nation's power lines are above ground because its cheaper to do it that way. But more utilities have been burying power lines in response to bigger and more destructive natural disasters. That fire was started by lightening, not PG&E's power lines, but it is a reminder of the lasting damage that wildfires can cause. The Public Utilities Commission is considering two other plans that would include both burying power lines and using protective coverings. While burying power lines is the most effective way to prevent wildfires, it is not a quick fix.

Smoke from a fire rises into the air as trees burn amongst vegetation in Brazil's Amazon rainforest near Humaita, Amazonas state, Brazil, August 3, 2023. The Amazon has experienced record number of wildfires this October after a severe drough. In the first half of 2023, 3.6 million acres of the Amazon have been burned by wildfires, according to the Rainforest Foundation. The drought has disrupted cargo shipping along the region's rivers and depleted food, water and medical resources for Amazonian indigenous communities. Meanwhile, the fires have generated clouds of smoke that have brought the air quality to surrounding areas to dangerous levels.

A late Ipsos exit poll published early on Monday gave PiS 36.6% of the vote, which would translate into 198 lawmakers in the 460-seat lower house of parliament. Donald Tusk, leader of the largest opposition grouping Civic Coalition (KO), speaks after the exit poll results are announced in Warsaw, Poland, October 15, 2023. The incumbent Law and Justice (PiS) party has repeatedly clashed with the European Union over the rule of law, media freedom, migration and LGBT rights since it swept to power in 2015. An Ipsos exit poll published early on Monday gave PiS 36.6% of the vote, which would translate into 198 lawmakers in the 460-seat lower house of parliament. On Monday, Duda urged patience until the full election results were known. However, with the far-right Confederation seen winning just 6.4%, below expectations, according to the exit poll, PiS will struggle to forge a new government.

The moon completely crosses in front of the sun during the annular solar eclipse on Saturday in Albuquerque, New Mexico. Sam Wasson/Getty ImagesDuring an annular solar eclipse, the moon is at the farthest point in its orbit from Earth, so it can’t completely block the sun. Putin likely wanted to show that Moscow is still important in the Middle East by visiting Iran, said John Drennan of the U.S. Institute of Peace. It could present an opportunity for them but also could present a very, very disastrous outcome for their influence in the Middle East too if the conflict spirals out of control," Ramani said. Analysts also believe Russia will use the war in Israel and Gaza to sow disinformation about Ukraine and discord among its allies. As such, the war between Israel and Hamas also provides Russia with an opportunity to flex its diplomatic muscles in the Middle East, after something of a hiatus from the global stage. So this shows that Russia is not isolated in the Middle East, and Russia still maintains the same array of diplomatic partnerships that it had before the war," he noted.

CNN —Look up for the Draconid meteor shower this weekend, expected to peak October 8. However, the Draconid meteor shower is on the sparse side. The best way to view the meteor shower is by sitting in a reclining lawn chair or lying on your back and looking up at the sky with a wide view. If you live in an urban area, you might want to take a drive to avoid city lights, which can make the meteor shower seem faint. Meteor showersEach of the remaining meteor showers expected to peak this year will be most visible from late evening until dawn in areas without light pollution.

Other central and eastern EU countries have also put up border controls inside what is normally a zone of open travel, citing the need to crack down on people smugglers and migrants who avoid regular border crossings and arrival procedures. But the matter is politically sensitive and anti-immigrant rhetoric and policies are on the rise in some EU countries ahead of continent-wide European Parliament elections next June. From economic aid transfers to decision-making to maintaining cohesion, EU leaders will look on Friday at what needs to change inside their union to allow for another enlargement. Such debates highlight a tough dilemma the EU faces in trying to bring in new members while deepening existing integration. Violence erupted in northern Kosovo in September, and Belgrade responded with a military build-up on its border with its neighbor. Given the current political and security context, analysts say an outbreak of violence in northern Kosovo "should raise alarm bells." Open hostilityLong-simmering animosity between Serbia and Kosovo has broken into open hostility in northern Kosovo in recent months. A more recent draw is the emissions profile of some of Central Europe's power sectors. Power sector emissions from select Central & Eastern European CountriesHungary's power system is also primarily clean, with nearly half coming from nuclear and over 15% from solar. Comparatively low power sector emissions are expected to trend steadily down as the region rolls out more renewable energy supplies.
