LONDON, June 29 (Reuters) - The European Union said on Thursday that member states and the European Parliament have reached a deal on updating the bloc's "MiFID" securities trading rules. The EU has been reviewing its securities trading rules to reflect advances in trading technology and also the departure of Britain from the bloc, presenting new competition to EU markets. "The agreement reached today imposes a general ban on 'payment for order flow' (PFOF), a practice through which brokers receive payments for forwarding client orders to certain trading platforms," a statement from the EU member states' council said. Under the deal, member states that already allow PFOF will be exempt from the ban provided it is only offered to clients in that member state. The deal, which needs formal rubber-stamping from the full parliament and EU states, also sets up 'consolidated tapes' that would give investors a snapshot of stock and bond prices on markets to help find the best deals.

LAHORE, June 29 (Reuters) - Pakistan's finance minister said a staff level agreement for a crucial bailout deal with the International Monetary Fund was "very close" and expected in the next 24 hours. "We are very close to signing a staff level agreement with the IMF," minister Ishaq Dar told Reuters late on Thursday. A source familiar with talks told Reuters that Pakistan and the IMF were also in discussions for the release of the full $2.5 billion pending under the IMF programme. A representative for the IMF in Pakistan did not immediately respond to a request for comment. It was unclear what portion of the funds would be released in the announcement he expected in the next 24 hours.

BRUSSELS, June 29 (Reuters) - European Union leaders will push senior officials on Thursday to find legal ways to funnel proceeds from billions of dollars of frozen Russian assets into projects helping rebuild Ukraine, papers showed. The bloc has said it froze more than 200 billion euros ($218.2 billion) of Russian central bank assets in reaction to Moscow's invasion of Ukraine in February last year. Another 30 billion euros of Russian oligarchs' private assets were also immobilised. The EU also needs to establish where to keep any proceeds from the Russian assets and how to disburse them. Belgium's Euroclear, which settles transactions and safeguards assets, said blocked coupon payments and redemptions boosted its balance sheet by 88 billion euros year-on-year by the end of March to 140 billion euros.

REUTERS/Juan MedinaMADRID, June 29 (Reuters) - Madrid opened a long-awaited multi-million-dollar gallery on Thursday, bringing hundreds of masterpieces from the royal collection, including works by Caravaggio, Velazquez and Goya, under one roof. A third of the exhibits - themselves just a fraction of the total collection - will continue to move between those institutions, officials said. "The museum is born with the vocation of being a cultural and tourist key point in Madrid, Spain and Europe," Ana de la Cueva, head of National Heritage, the state-owned organization that manages the royal collection, told reporters. She said officials hoped the museum would persuade tourists to extend their stay in the city by at least one day, boosting revenues.

Canada's inflation rate slows to 3.4% in May on cheaper gas

OTTAWA, June 27 (Reuters) - Canada's annual inflation rate slowed to 3.4% in May, matching expectations, driven by a drop in gasoline prices, while mortgage interest costs remained high, Statistics Canada data showed on Tuesday. Analysts polled by Reuters had expected annual inflation to drop to 3.4% from 4.4% in April. The annual rate, which benefited from a comparison to last May's strong price increases, is the slowest since June 2021 and broadly in line with the Bank of Canada's expectation that inflation would cool to around 3% by mid-2023. Grocery prices continued to surge, rising 9% year-over-year in May, nearly unchanged from the increases recorded in April. The average of two of the Bank of Canada's core measures of underlying inflation, CPI-median and CPI-trim, came in at 3.9% compared with 4.3% in April.

The European Union welcomed the move and urged Kosovo and Serbia to take further steps to defuse the simmering crisis, including holding new local elections in northern Kosovo. [1/5]One of the released Kosovan policemen (L) arrives at the Kosovo-Serbia border crossing, in Merdare, Kosovo June 26, 2023. The ruling effectively allowed the Serb authorities to maintain the charges while letting the three return to Kosovo, beyond the reach of the Serb court. Albanian-majority Kosovo, formerly a southern province of Serbia, declared independence from Belgrade in 2008 with the backing of the West following a 1998-99 war. Violence flared in four northern Kosovo municipalities late last month after ethnic Albanian mayors took office following a local election.

Economists polled by Reuters had forecast that the annual consumer price inflation rate would drop to 8.4% in May, moving further away from October's 41-year high of 11.1%. "May's CPI figures ratchet up the pressure on the Monetary Policy Committee to increase Bank Rate substantially further over the coming months," Samuel Tombs, chief UK economist at Pantheon Macroeconomics, said. Food and drink price inflation dropped slightly to 18.3% from April's 19.0%. The BoE is widely expected to raise interest rates on Thursday to 4.75% from 4.5%. After Wednesday's data, markets fully priced in interest rates reaching 6% by December - up from around a 50% chance of such a move on Tuesday.

Putin rebuts key elements of African peace plan for Ukraine
  + stars: | 2023-06-17 | by ( ) www.reuters.com   time to read: +3 min
Putin opened Saturday's talks with representatives of Senegal, Egypt, Zambia, Uganda, Congo Republic, Comoros and South Africa in a palace near St Petersburg by stressing Russia's commitment to the continent. But after presentations from the Comoran, Senegalese and South African presidents, he stepped in to challenge the assumptions of the plan - predicated on acceptance of internationally recognised borders - before the round of statements could go any further. And he said Russia had never refused talks with the Ukrainian side, which had been blocked by Kyiv. Peskov said Putin had shown interest in the plan, whose 10 points South African President Cyril Ramaphosa laid out in his presentation, and Russia would continue dialogue with the African countries. Since the International Criminal Court indicted Putin in March on war crimes charges - which he rejects - South Africa, as a member of the court, finds itself in the awkward position of being obliged to arrest him if he sets foot there.

African leaders arrive for Ukraine talks with Russia's Putin
  + stars: | 2023-06-17 | by ( ) www.reuters.com   time to read: +1 min
June 17 (Reuters) - African leaders hoping to mediate in the Ukraine conflict were welcomed to a government palace near St Petersburg on Saturday by Russian President Vladimir Putin. Ukrainian President Volodymyr Zelenskiy had said after meeting the leaders in Kyiv on Friday that peace talks with Russia would be possible only after Moscow withdrew its forces from occupied Ukrainian territory. South African President Cyril Ramaphosa said in Kyiv that the leaders had come "to share the African perspective" and saw talks with Russia as part of the mission. Television footage showed them shaking hands with Putin and then being welcomed into a room with a circular conference table. The African leaders are seeking agreement on a series of "confidence building measures" even as Ukraine last week began a counteroffensive to push back Russian forces from Ukrainian territory they occupy.

Teachers in England to strike for two more days in July
  + stars: | 2023-06-17 | by ( ) www.reuters.com   time to read: +1 min
LONDON, June 17 (Reuters) - Teachers in England will strike on July 5 and July 7, the National Education Union (NEU) said on Saturday, staging further industrial action over a pay and funding dispute with the government. The new dates announced by Britain's largest education union come on top of at least six days of walk-outs by teachers in England from February to May. Teachers rejected a government pay offer for an average rise of 4.5% plus a 1,000 pound one-off payment in April. While teachers in Wales and Scotland have settled their dispute, the NEU said Britain's Education Minister Gillian Keegan was not doing enough to stop further industrial action in England. Workers in healthcare, transport, the civil service and other sectors have gone on strike over the past year across Britain in pay disputes as inflation reached 40-year-highs.

Britain's economy grew by 0.2% month-on-month in April, the Office for National Statistics said, matching the consensus in a Reuters poll of economists. Over the three months to April, Britain's economy expanded just 0.1% - a "low growth trajectory" according to the British Chambers of Commerce. The ONS said the economy in April stood 0.3% above its pre-pandemic level of February 2020. Services output rose 0.3% on the month, with the wholesale and retail trade the biggest driver of growth. But manufacturing output dropped 0.3% and the construction sector contracted unexpectedly by 0.6%, the figures showed.

ECB urges banks in Russia to leave quickly
  + stars: | 2023-06-13 | by ( ) www.reuters.com   time to read: +1 min
FRANKFURT, June 13 (Reuters) - Euro zone banks in Russia should leave quickly, the bloc's top supervisor said on Tuesday, making a rare explicit call on those lenders to wind down operations more than a year after Russia's invasion of Ukraine. "I think that it is important that banks remain very focused on reducing further their exposures and, ideally, exiting the market as soon as they can," Andrea Enria, the European Central Bank's chief supervisor, told a conference. More than a year into the war in Ukraine, a handful of European banks, including Austria's Raiffeisen Bank International (RBIV.VI) and Italy's UniCredit (CRDI.MI), are still making money in Russia. Raiffeisen and UniCredit, which both say are shrinking their businesses in Russia, play an important role for Russia's economy, which is grappling with sweeping Western sanctions. Raiffeisen, the most important Western bank in Russia, has said it is examining a spin-off or sale.

The dollar made little progress as investors opted for riskier assets, with the Fed widely expected on Wednesday not to hike rates for the first time since January 2022. "Investors have been looking forward to a Fed pause in the rate hiking cycle since they started over a year ago. The technology-heavy Nasdaq Composite (.IXIC) added 202.78 points, or 1.53%, to 13,461.92 in its biggest one-day percentage gain since May 26. Traders are pricing in a roughly 75% chance of the Fed keeping rates steady, and a 25% chance of a 25-basis-point rate hike, according to the CME FedWatch tool. Given said a Fed hike "would likely be very dollar-positive as it would go against current market expectations."

Food inflation, which accounts for nearly half of the overall consumer price basket, moderated to 2.91% in May against 3.84% in April. "Food inflation benefited from a sequential fall in the prices of fruits and oils," said Suvodeep Rakshit, economist at Kotak Institutional Equities. Core inflation, which had been easing after being a key concerns for months, remained below 6% for a third consecutive month. According to two economists' estimates, core inflation was 5.02% in May, compared with 5.2% in April.
