Scientists with the National Weather Service and the National Hurricane Center began sounding the alarm as early as Sept. 23. In a YouTube video posted that morning, the National Hurricane Center’s deputy director, Jamie Rhome, described a tropical cyclone that would “briskly develop” into a hurricane. Monday night, the National Weather Service posted on X that heavy rain and powerful wind gusts would hit the Southeast later in the week. “It is not common for the National Weather Service to use words like ‘catastrophic’ to describe forecasts,” Buncombe County Manager Avril Pinder said at a news conference Thursday morning. Saudi Arabia cut its growth forecasts and raised its budget deficit estimates for the fiscal years 2024 to 2026, looking ahead to a period of higher spending and lower projected oil revenues. The GDP growth projection for 2025 has also been cut from a previous estimate of 5.7% to 4.6%; while the outlook for 2026 has been trimmed from 5.1% to 3.5%. "It also focuses on transformative spending to promote sustainable economic growth, improve social development, and enhance quality of life." The Finance Ministry projected a wider budget shortfall of about 2.9% of GDP for 2024, compared with a previous projection of 1.9% for the year. It predicted deficits of 2.3% and 2.9% in 2025 and 2026, respectively, also wider than previous estimates.

Chinese markets clocked their best week in almost 16 years as the mainland’s CSI 300 rallied 15.7% this week, buoyed by several economic stimulus measures by the central bank. The last time the index saw a bigger weekly gain was the week ending Nov. 14, 2008. Hong Kong’s Hang Seng index recorded a weekly gain of 12.75%, making it the index’s best week since February 1998, according to FactSet data. Economists surveyed by Dow Jones had been expecting all-items PCE to rise 0.1% on the month and 2.3% from a year ago. Excluding food and energy, core PCE rose 0.1% in August and was up 2.7% from a year ago, the 12-month number 0.1 percentage point higher than July. "All quiet on the inflation front," said Chris Larkin, managing director of trading and investing at E-Trade from Morgan Stanley. Personal income increased 0.2% on the month while spending rose 0.2%. At their meeting last week, policymakers indicated a likelihood of another half percentage point in cuts this year then a full point in reductions for 2025, though markets expect a more aggressive path.

It says that in order for Democrats to win, Black voters must make up 30 percent of all voters and at least 30 percent of white voters must vote Democratic. Black voters, who cast nearly a third of the ballots in 2020, overwhelmingly favored Mr. Biden — by almost 90 percent. That’s because educational attainment divides mostly white voters, and many of Nevada’s less-educated voters are not white. Even so, that wasn’t enough for him to overcome the coalition of white voters with a college degree and voters of color who delivered Mr. Biden a victory.
