But when excluding both fresh food and fuel prices, inflation was 4.2%, still close to the 40-year peak of 4.3% recorded earlier this year. As the reference point for much of the financial world, the 10-year yield helps set prices for all kinds of investments and loans. The yield on the 10-year Treasury touched 4.99%, up from 4.91% late Wednesday, before paring its gain to 4.98%. Early Friday, the 10-year Treasury yield was 4.94%. A higher 10-year yield makes mortgages more expensive, knocks down prices for investments and makes it costlier for companies to borrow and grow.

OTTAWA, Oct 20 (Reuters) - Prime Minister Justin Trudeau said on Friday the Indian government's crackdown on Canadian diplomats was making normal life difficult for millions of people in both countries. Trudeau spoke a day after Canada said it had withdrawn 41 diplomats following an Indian threat to unilaterally revoke their status. "The Indian government is making it unbelievably difficult for life as usual to continue for millions of people in India and in Canada. Trudeau said the expulsion of some of Canada's diplomats will hamper travel and trade and pose difficulties for Indians studying in Canada. India is by far Canada's largest source of global students, making up for roughly 40% of study permit holders.

CNN —Booker Prize-winning Indian author Arundhati Roy could be prosecuted for allegedly seditious comments made over a decade ago, after a top official in Delhi said there was enough evidence to lay charges. Two of the accused, Kashmiri separatist leader Sayed Ali Shah Geelani and Delhi University lecturer Syed Abdul Rahman Geelani, have died since the initial complaint was filed. Sheikh Showkat Hussain, a former international law professor at the Central University of Kashmir, is still facing charges alongside Roy. In her 2010 speech, posted online, Roy spoke about Kashmiri efforts to seek justice, in part for the mass exodus of Hindus from Muslim-majority Kashmir in the early 1990s amid increasing violence. The decision, which Pakistan condemned as “illegal,” ratcheted up tensions between the two countries and over Kashmir.

BANGKOK (AP) — Asian shares have climbed after Wall Street advanced on potentially encouraging news about interest rates, which have been dragging markets lower since the summer. Oil prices, which had climbed Monday on worries about the violence in the Middle East, fell back. Oil prices already were volatile. Interest rates, and expectations for where they will go, have been driving Wall Street's swings more than anything since the start of last year. Investors dislike higher interest rates because they knock down prices for stocks and other investments.

Reuters —The death toll from flash floods unleashed by a glacial lake bursting its banks in India’s Himalayas climbed to 74 on Monday with 101 people still missing days after the calamity struck, according to provincial officials. An analysis of the images shows more than 60% of the water held in the lake drained out after the extreme rainstorm triggered a glacial lake outburst. This phenomenon happens when a glacial lake rises too high or the surrounding land or ice gives way and the lake bursts, sending water and debris rushing down mountains. Russian lawmakers attend a session of the State Duma, the lower house of parliament, in Moscow, Russia January 16, 2020. The Kremlin chief said Russia could look at revoking ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT) as the United States had signed, but not ratified, it. On Friday, Russia's envoy to the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) said Moscow would revoke its ratification of the pact, a move that Washington denounced as endangering "the global norm" against nuclear test blasts. Last month CNN said satellite images showed growing activity at nuclear test sites in Russia, China and the United States. In 2020, the Washington Post said the then-Trump administration had discussed whether to hold a nuclear test.

BANGKOK (AP) — Crude oil prices surged and share prices were mostly lower on Monday after the Israeli government declared war following deadly attacks by Hamas from the Gaza Strip. Oil prices fell back slightly after gaining more than $3 a barrel. Conflict in the Middle East often pushes oil prices higher given the risk of disruptions to supplies. Wall Street hates high interest rates because they hurt prices for all kinds of investments. It means the economy is still doing well despite high rates, which could support corporate profits.

REUTERS/Carlos Barriaof Acquire Licensing RightsOct 7 (Reuters) - California Governor Gavin Newsom on Saturday vetoed a bill passed recently by the state legislature to explicitly ban caste discrimination, citing exiting laws that already prohibit ancestry discrimination, which made the bill "unnecessary." Had Newsom signed the bill, officially called Senate Bill 403 or SB 403, California would have become the first ever U.S. state to explicitly ban caste discrimination. U.S. discrimination laws ban ancestry discrimination though they do not explicitly mention a prohibition on casteism. Activists opposing caste discrimination said it is no different from other forms of discrimination like racism and hence should be outlawed. In California itself, last month, Fresno became only the second U.S. city to ban caste discrimination after a unanimous city council vote.

Putin on Thursday said Russia's nuclear doctrine did not need updating but that he was not yet ready to say whether or not Russia needed to resume nuclear tests. The Kremlin chief said that Russia should look at revoking ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT) as the United States had signed it but not ratified. Just hours after Putin's words, Russia's top lawmaker, Vyacheslav Volodin, said the legislature's bosses would swiftly consider the need to revoke Russia's ratification for the treaty. "At the next meeting of the State Duma Council, we will definitely discuss the issue of revoking the ratification of the Comprehensive Nuclear Test Ban Treaty," Volodin said. Putin's words, followed by Volodin's, indicate that Russia is almost certain to revoke ratification of the treaty, which bans nuclear explosions by everyone, everywhere.
