An annular solar eclipse was seen in parts of South America on Wednesday, creating a blazing “ring of fire” in the sky. Annular solar eclipses occur when the moon passes between Earth and the sun and the moon is near or at the farthest point in its orbit from Earth. The moon doesn’t completely block the sun as it does during a total solar eclipse, which is what causes the ring of fire effect. Although the path of the eclipse tracked over the Pacific and Atlantic oceans and Antarctica, only parts of Argentina and Chile, including Easter Island, were able to see the ring of fire.

California is banning legacy admissions at private colleges and universities, ensuring that some of the country’s most selective schools will not favor applicants with familial or monetary connections to the schools. Gavin Newsom on Monday signed AB 1780 into law, prohibiting legacy and donor preferences in admissions at private, nonprofit institutions. Schools including Stanford University, the University of Southern California and Santa Clara University will now join the California State University system and other public institutions in the state that have long-banned legacy preferences. This is about making sure we’re leveling the playing field.”The law will affect schools with among the highest rates of legacy admissions — Stanford, USC and Santa Clara. A Seoul court sentenced a senior police officer to​ three years in prison on Monday, ​convicting him of contributing through negligence to a Halloween crowd crush that killed nearly 160 people in 2022 in one of South Korea’s worst peacetime disasters. Lee Im-jae, the former chief of police in Yongsan District, the area in central Seoul where the disaster happened, was the most senior police officer to be ​found guilty of a crime related to the shocking tragedy. Victims’ families remain deeply unsatisfied and angry with the government’s investigation into the deadly crowd crush. So far a handful have been convicted, with the longest sentence being handed to Mr. Lee. But on Monday, the district court acquitted Park Hee-young, the elected mayor of Yongsan District, of criminal negligence, allowing her to continue in office.
