Voters in Wisconsin approved adding language to the State Constitution on Tuesday that will forbid officials from accepting donations of money or staffing to help run elections, The Associated Press said. They were rooted in complaints raised about the 2020 election, including objections to donations that a group supported by the billionaire Mark Zuckerberg and Priscilla Chan, his wife, made to local election offices, as well as assistance given to election administrators by nonprofit groups. Mr. Zuckerberg has said he no longer planned to award grants to election offices. President Biden narrowly won Wisconsin in 2020, a result that some Republicans tried and failed to overturn afterward. Opponents of the ballot question concerning outside staffing for election offices said Wisconsin law already made clear who could or could not work as an election official, and that passing the amendment could have unintended consequences.

CNN —House Speaker Mike Johnson is pledging to act on Ukraine aid when lawmakers return to Washington next week, but behind the scenes the Louisiana Republican is still undecided on the best path forward and keenly aware of his narrow majority and the threat to his speakership that looms. “He’s got a gun to his head right now,” Rep. Don Bacon, a swing-district Republican, said of the speaker. Greene and Johnson are expected to talk later this week, but the Georgia Republican has remained steadfast in her opposition to Ukraine aid. Given fierce conservative opposition and a narrow margin, it’s possible Johnson could need to bring any Ukraine aid bill to the floor under a suspension of the rules. In recent days, Johnson has also floated the idea of easing natural gas exports, but it’s not clear that would do much to assuage conservative backlash against Ukraine aid.

Judge-shopping is the practice of strategically filing cases in courthouses where the lawsuits are almost guaranteed to be heard by judges perceived to be sympathetic to the litigants. Texas has other US district courts with single-judge divisions, in addition to Amarillo, where challenges to the Biden administration agenda are frequently funneled through. The Judicial Conference announced after an early March meeting that it was seeking to curb the practice of judge-shopping with the new case assignment policy. The announcement prompted blowback from Republican senators, including Senate Minority Leader Mitch McConnell, who argued that any mandated policy would run afoul of a statute passed by Congress that gives each district court the discretion to design its case assignment protocols. When the Judicial Conference released the formal guidance days later, it indicated that the districtwide assignment policy was recommended, but optional.

Those federal agencies are scheduled to shut down on Saturday if the funding package is not passed by Friday night. President Joe Biden has said he'll sign the bill, but it's unclear whether Congress has enough time to pass it before the deadline. It is the last remaining funding package that Congress has to pass this fiscal year, which ends after September. Chicago voters will consider a ballot measure on Tuesday that progressive Democrats see as a solution to homelessness. The proposal would allow the City Council to increase real estate tax revenue to help fund programs to get people off the street. The ballot measure has prompted arguments about the downtown’s sputtering recovery, the influx of migrants that has strained city services and political coalitions, and the wisdom of entrusting Mayor Brandon Johnson and his fellow progressives with more tax money. One issue not being contested: Homelessness is a problem in Chicago. The group says that the new tax would deal another blow to an office real estate market still mired in a post-pandemic vacancy crisis.

Congress successfully struck a deal on the first six appropriations bills in February, but the remaining half relate to thornier agencies like labor, homeland security, education and more. "This second batch, they're tougher because they're more partisan," said Bobby Kogan, a former budget advisor under President Joe Biden. The border is a top voting issue in the 2024 election and amid the heat of the border controversy, House Republicans impeached Homeland Security Secretary Alejandro Mayorkas in February after several failed attempts. In early February, Republicans killed a foreign aid package that would have provided $20 billion in funding for the U.S. southern border.
