Many economists have called on China to boost its social safety net to rebalance the economy. Yao was unswayed and would prefer consumer vouchers, which some local governments in China have issued, but in amounts too small to matter at a macro level. Local governments, while cash poor, are asset rich. Michael Pettis, senior fellow at Carnegie China, estimates that if Beijing forces local governments to transfer 1-1.5% of GDP to households, China could maintain current growth. "One of the really big conflicts is likely to be between Beijing and the local governments over how to allocate the various adjustment costs.

[1/5] Workers walk out of a construction site of residential buildings by Chinese developer Country Garden, in Tianjin, China August 18, 2023. Both sites are run by Country Garden, China's largest developer by sales volume before this year, now mired in a debt crisis threatening to spill over to the wider economy. Once considered one of the more financially sound developers, Country Garden is now a bellwether of how the cycle has turned for developers. Country Garden built its success by quickly selling a large number of units for low margins and by promising "five-star living" in less popular, smaller cities. Tianjin has about a dozen Country Garden projects, with the majority finished and delivered, said Gao Fei, investment advisory manager at the Tianjin branch of Centaline Property Agency.

BEIJING/SEOUL, Aug 22 (Reuters) - An Air Koryo flight from Pyongyang landed in Beijing early on Tuesday for the first time since the COVID-19 pandemic lockdowns began in 2020, as North Korea cracks open its border to some passenger travel. Cargo train and ship traffic has slowly increased over the past year, but North Korea has only just begun to allow some international passenger travel. Since the end of 2019, U.N. Security Council resolutions have required that all countries deport North Korean workers. The current Chinese ambassador to North Korea, Wang Yajun, had to wait 15 months after being named for the job before he could enter the country this March to take up his role. The Chinese foreign ministry said on Monday that Beijing had approved North Korea's state carrier Air Koryo resuming flights to China.

Economists say China needs measures to boost consumption and business confidence, such as tax cuts or government-funded consumption vouchers, but add that unlike previous slowdowns, there is no quick fix. Wang's comments came after weak economic activity data on Tuesday fuelled concern that China is heading for a deeper, longer slowdown. The private sector accounts for 60% of gross domestic product and 80% of urban employment, officials say. But there is a growing disconnect between officials calling for investment and a sweeping national security crackdown that is denting business confidence, diplomats in China say. One example was a recent anti-espionage law, accompanied by raids on some foreign consultancy firms, that sent waves of anxiety through the foreign business community.

LAHAINA, Hawaii, Aug 16 (Reuters) - Maui's emergency management chief on Wednesday defended his agency's decision against sounding sirens during last week's deadly wildfire amid questions about whether doing so might have saved lives. Herman Andaya, administrator of the Maui County Emergency Management Agency, said sirens in Hawaii are used to alert people to tsunamis. Because the sirens are primarily located on the waterfront, they would have been useless to people on higher ground, he said. Hawaii Governor Josh Green also defended the decision not to sound sirens. Fu Linghui, a spokesman for the National Bureau of Statistics (NBS), said the release of data would be suspended while authorities look to "optimise" collection methods. "The declining availability of macro data may further weaken global investors' confidence in China," said Ting Lu, chief China economist at Nomura, adding that youth unemployment was expected to have risen in July. BEIJING, Aug 6 (Reuters) - China's decision to join international talks in Saudi Arabia this weekend seeking to end Russia's war in Ukraine signals possible shifts in Beijing's approach but not a U-turn in its support for Moscow, analysts say. "Beijing will not want to be absent from other credible peace initiatives that are led by non-Western countries." China did not attend the talks in Copenhagen in late June, despite being invited and having proposed its own 12-point plan for peace. Ukrainian Foreign Minister Dmytro Kuleba called Li's involvement a "considerable breakthrough", according to Ukrainian media. While China's move was good for its image, Singapore-based analyst Li Mingjiang said Beijing would be looking to fine-tune its positions.

Ukrainian, Russian and international officials say there is no prospect of direct peace talks between Ukraine and Russia at the moment, as the war continues to rage and Kyiv seeks to reclaim territory through a counter-offensive. Neither the Jeddah gathering - which is expected to begin on Friday, with the main discussions on Saturday and Sunday - nor the peace summit would involve Russia, officials say. Saudi Arabia, along with Turkey, played a mediation role in a major prisoner swap between Ukraine and Russia last September. Zelenskiy attended an Arab League summit in Saudi Arabia in May this year, at which Saudi Crown Prince Mohammed bin Salman expressed his readiness to mediate in the war. Trump's political action committee has embraced skiplagging, according to federal campaign finance reports. Save America PAC used the tactic as it spent more than $21 million on legal fees. Airlines are increasingly trying to thwart skiplagging as passengers embrace the practice amid rising prices. While some of that money was routed back to Trump's super PAC, more than $21 million was spent on legal fees. A representative for Trump did not immediately respond to a request for comment about how the former president's orbit is using skiplagging.

BEIJING, July 26 (Reuters) - The artistic director of Moscow's state-owned Bolshoi Ballet has vowed that his company will eventually perform in the West again, having been subject to a cultural boycott since Russia's invasion of Ukraine. The storied ballet company performed at Beijing's National Centre for the Performing Arts on Tuesday in its first international tour since the pandemic. Speaking in Beijing on the eve of the performance, artistic director Makhar Vaziev insisted the troupe was "not suffering" from being unable to perform in the West. Cancellations in other Western cities soon followed, and creative collaboration with Western venues and choreographers evaporated. Several Russian and foreign leading dancers also quit the company in opposition to the Ukraine war, including former principal ballerina Olga Smirnova.

BEIJING, July 25 (Reuters) - A court in the Chinese capital on Tuesday commenced the appeal trial for Canadian pop star Kris Wu, according to state-run Xinhua news agency, after he was sentenced to 13 years in jail in 2022 for crimes including rape. The trial was not open to the public to protect the privacy of the victims, Xinhua cited the Beijing No. 3 Intermediate People's Court as saying. The Canadian embassy in Beijing had been notified of the appeal trial before the hearing, Xinhua reported. Ms. Brinkley had just arrived at Polo Hamptons, an annual cocktail party and polo match held over two weekends in July on the sprawling, private Fishel estate in Bridgehampton, N.Y.“I’ve always gone to polo throughout my time out here because it is so East Coast,” said Ms. Brinkley, 69, as she sipped from a small bottle of rosé from Bellissima, her wine label, which people were also drinking nearby. “And there are usually some cute polo players.”The event on Saturday, which drew more than 900 people, was organized by Social Life magazine, a lifestyle publication based in the Hamptons that was celebrating its 20th anniversary. CNN —As swaths of southern Europe continue to swelter under a deadly heat wave, for many outdoor workers, it’s turning into a brutal endurance test. “When it comes to protecting the health of outdoor workers during extreme heat events, there are really just three fundamental pieces — water, shade and rest,” Dahl told CNN last week. Yet some experts say many countries are far from prepared for dealing with extreme heat. Extreme heat also reveals a deep divide in the labor market, between those forced to be outside and those able to retreat to air-conditioned offices, the report added. Many workers in the global supply chain will be highly vulnerable to climate change impacts like heat, Parsons said.

The planned recipient of the colorful batik top was Chinese foreign minister Qin Gang, who has not been seen in nearly a month and is set to miss at least one other important meeting, in South Africa, next week. It is not clear whether even then Borrell would meet Qin as initially planned, the official said. The former aide to President Xi Jinping was appointed foreign minister in December after serving less than two years as ambassador to the United States. Qin's absence has also been widely discussed in the diplomatic community, with some saying it is another example of China's lack of transparency. Some diplomats have even started to speculate on who may replace Qin, with three telling Reuters the ranking vice foreign minister, Ma Zhaoxu could be a candidate.
