New York City is still clawing out of from the devastating impact of the Covid-19 pandemic. The plan would also mark the culmination of more than a half-century of efforts to implement congestion pricing in New York City. Ultimately, it was the need to improve New York City’s public transit that became the rallying cry for congestion pricing. The stakes of New York City’s program are high, and leaders in other cities are watching the results closely. “It’s good to see New York City’s program is moving forward,” said the Los Angeles Times Editorial Board last month.

The rains are also causing the kernels on his wheat crop to begin sprouting early, which, more crucially, means the grain will produce lower quality flour unsuitable for noodles or bread. "Look, all this wheat has sprouted," Chen told Reuters, pouring kernels into his hand while standing in his fields about 40 km (25 miles) north of the town of Zhumadian. About one-third of China's wheat is grown in Henan province, earning it the nickname the granary of China. A Xiping-based grain dealer surnamed Wang is paying growers 2,100 yuan ($295) per metric ton of germinated wheat, about 75% of the market price for food-grade wheat. "These (sprouted) wheat have a bad taste as they are sticky and doesn't mix well to make dough."

"The fresh water is finished," said Khamis Adel, a lifelong fishermen and indigenous Marsh Arab from Al-Khora in Basra. It's a question asked by many who once lived off Iraq's marshlands, rich waterways which gave birth to civilization in ancient Mesopotamia. As the rivers and marshlands dry out, so too does the economy that they sustain. "Now a fisherman is nothing, they are like beggars," he said, pushing his boat along the canal in humid heat. Even after the 2003 U.S. invasion, when parts of the marshes were flooded again, water levels did not fully recover.

Regional concerns were underscored recently with the Pentagon saying that a Chinese fighter jet made an "unnecessarily aggressive maneuver" against an American reconnaissance plane in the South China Sea late last week. Under President Xi Jinping's leadership, China has grown more hawkish on the global stage, particularly in its historic claims over Taiwan and the South China Sea. "What you are seeing is the emergence of a regional security architecture," said Thompson of the LKY School. "The region is really coming together with a common interest in regional security and stability." Hong Kong CNN —Trade between Russia and China is expected to hit a new record level of $200 billion this year, according to Russian Prime Minister Mikhail Mishustin during his trip to China, as Moscow faces growing isolation from the West. Last year, bilateral trade jumped nearly 30% to a record $190 billion, mainly boosted by China buying Russian energy. This year, their trade continued to surge, up 41% in the first four months, according to Chinese customs figures. The two countries have also planned to build the Power-of-Siberia 2 pipeline to deliver more Russian gas to China via Mongolia.
CNN —Moscow and Beijing lashed out against the Group of Seven (G7) summit in Hiroshima, where leaders of major democracies pledged new measures targeting Russia and spoke in one voice on their growing concerns over China. Russian Foreign Minister Sergey Lavrov on Saturday slammed the G7 for indulging in their “own greatness” with an agenda that aimed to “deter” Russia and China. G7 member countries are Canada, France, Germany, Italy, Japan, the United Kingdom and the United States. Concern about such incidents was reflected in the G7 statement on ensuring economic security and countering economic coercion, which did not explicitly mention China. “The bottom line is that the G7 has shown it will increasingly focus on China and will try to maintain a coordinated policy approach.
An Illinois bill could hold companies like Uber and Lyft liable for harm done to passengers. Uber launched a "pressure campaign" to avoid liability for these incidents, the law group behind the bill said. JB Pritzker, it would eliminate an exemption in Illinois law that has protected ride-hailing companies since 2015. Salvi said Illinois exempted ride-hailing companies from the state's common-carrier civil-liability doctrine in 2015 to "allow them to come to market" and "give them an ability to compete." Moreover, the exemption has protected ride-hailing companies in even more extreme cases.
WASHINGTON, May 18 (Reuters) - China’s commerce minister will visit the United States next week for meetings with the commerce secretary and Washington’s top trade official, the spokesperson for China's embassy in Washington said on Thursday, as the U.S. seeks engagement with Beijing to salve damaged ties. A source familiar with planning for the meetings said that Chinese Commerce Minister Wang Wentao will meet with Commerce Secretary Gina Raimondo in Washington next week before traveling to Detroit for a meeting of Asia Pacific Economic Cooperation (APEC) trade ministers. He will meet with U.S. Trade Representative Katherine Tai on the sidelines of that gathering, scheduled for May 25-26. Washington has expressed eagerness for high-level meetings with China in an effort to keep increasingly tense relations from veering toward conflict. Blinken, Raimondo, and U.S. Treasury Secretary Janet Yellen have all expressed interest in visiting China.

A source within the Ukrainian government told CNN earlier this week that a Chinese envoy would be in Kyiv Tuesday and Wednesday, though Ukraine has not released further details. Beijing’s ties with Moscow have been under close scrutiny over the past week as European officials discussed a recalibration of the bloc’s China strategy. On Monday ahead of Li’s expected arrival in Ukraine, European Commission chief Ursula von der Leyen called for Ukraine’s peace plan to be the basis of efforts to resolve the conflict. It is therefore the one that should set out the core principles for a just peace,” she said in Brussels. Ukraine, the US and more than 100 nations have called for peace predicated on the unconditional withdrawal of Russia troops from Ukrainian territory.
He says getting advertisements onto his site was simple, and now he gets payouts every month. That motivated me to add some new features and optimize the site for search engines. I couldn't find any good resources on the web or in the Google search results with the information I sought. This is where an ad network came in — using a network to sell ad space keeps the entire process passive. For a small web publishing business, monthly net profit can be as simple as ad revenue minus hosting costs.
Erdogan’s fate will have major implications not just for his country’s democracy, which he has worked to weaken, but for US foreign policy too. “Our people should be confident that we will definitely win, and we will bring democracy to this country,” he said. Biden’s entire presidency has unfolded in the shadow of autocrats, assaults on democracy and aspiring strongman leaders – abroad, and most remarkably at home. Biden confronts a threat from democracy at homeBut none of those leaders pose an existential threat to US democracy. Ahead of the election, Kilicdaroglu was talking in very similar terms about the need to preserve democracy as Biden does in the US.
Hong Kong CNN —China has appointed the head of its powerful new financial watchdog, which was created as part of sweeping reforms aimed at reining in the $60 trillion industry. Currently, several provincial leaders had previous careers in the financial industry, including Wu Qing, vice mayor of Shanghai and formerly the chairman of the Shanghai Stock Exchange. China’s sprawling financial industry is coming under closer scrutiny as Xi and his key allies have asserted greater direct control over financial policy. For years, Xi has said the financial industry should better serve the real economy, including making money available to businesses that need it. To further consolidate control, according to analysts, the top anti-graft body has carried out a sweeping anti-corruption campaign in the financial industry, which has ensnared more than a dozen senior executives from state-owned financial institutions.
Analysts say what may appear as mixed messaging is the result of President Xi Jinping's renewed focus on national security, steeled by rock-bottom relations with rival superpower, the United States. A later speech in March at the National People's Congress was more pointed: China's security is being challenged by U.S. attempts to contain its rise, he said. In his October speech, he added "external security" and "international security", in what analysts say signals a new focus to counter foreign threats, namely Washington. Asked for its response to a list of questions for this story, China's foreign ministry said it was "not aware of the situation". BUSINESS JITTERSChina's security focus also risks isolating the country economically.
Qin said US actions and words had undermined “hard-won positive momentum” following Chinese leader Xi Jinping’s meeting with US President Joe Biden in Indonesia last year. Assessments of China based on cherry-picked phrases from party propaganda overlook the frequent gap between rhetoric and reality. Leading Chinese intellectuals openly acknowledge the difficulty of reconciling what China says with what it does. “Even we don’t believe much of what we say,” the Chinese economist Yao Yang, who is known for his pragmatic views, has said. But it is presently far from clear that it can — or even seeks to — replace the United States as the world’s dominant power. apparently see the United States as trying to keep China perpetually subordinate and vulnerable, opposing whatever China does or advocates in an international system that Beijing believes favors the United States and developed democracies.

US Ambassador to China: ‘We are ready to talk’

CNN —US Ambassador to China Nicholas Burns said Tuesday the United States is “ready to talk” to China, and expressed hope that Beijing would “meet us halfway on this.”Burns, however, did not give a clear answer about when Secretary of State Antony Blinken’s trip to China – which was postponed in February – would be rescheduled. “Our view is we need better channels between the two governments and deeper channels, and we are ready to talk,” Burns said at an event at the Stimson Center, which he attended virtually. “We’ve never been shy of talking, and we hope the Chinese will meet us halfway on this,” he said. Tensions soared following a visit by former House Speaker Nancy Pelosi to Taiwan and after a Chinese surveillance balloon traversed the US, leading Blinken to call off that planned visit to China. “So I think that’s what we would like and I’m sure that’s what the European countries would like, that’s what Ukraine wants from China.”
Chinese leader Xi Jinping and Russian President Vladimir Putin shake hands after signing a joint statement in Moscow on March 21, 2023. But another set of optics, Beijing’s close rapport with Moscow, has already embedded a deep skepticism in the West over China’s potential role as mediator. Since Russia’s invasion of Ukraine, Xi has claimed China’s neutrality, but has spoken with Putin five times – including twice in person – without picking up the phone to call Zelensky, despite a years-long strategic-level partnership between their countries. It calls for a ceasefire but includes no provision that Moscow first withdraw its troops from Ukrainian land. But this rapport has also been the reason that some leaders, including Zelensky and Macron, have expressed hope that Xi could leverage his clout to influence Russia to respect international law.
