Read previewIf there is one place Ukraine is winning in the war against Russia, it's Crimea, experts say. Ukrainians have since referred to the Black Sea peninsula as "occupied Crimea," and Zelenskyy has continually stated that any peace agreement must see it returned to Ukraine. Meanwhile, Ukraine, which lost its traditional naval fleet during the annexation of Crimea, has targeted Russia's Black Sea fleet with great success using sea drones. Ukraine even claimed to have sunk the Black Sea Fleet's flagship, the Moskva. "Crimea allows for power projection over the rest of the Black Sea.

CNN —A two-day summit in Switzerland dedicated to forging a path forward to end the war in Ukraine concluded with key powers spurning a joint communique agreed to by more than 80 other countries and international organizations. The world cares deeply about the war provoked by Russia’s aggression,” European Commission President Ursula von der Leyen said. The sides also said that all children and civilians that were unlawfully displaced must be returned to Ukraine. And Ukraine must disarm so that is vulnerable to future Russian aggression down the road. No responsible nation could say that is a reasonable basis for peace,” Sullivan said.

Within a week of the invasion, Mykhed, a renowned author who has published nine books, had enlisted in the Ukrainian Armed Forces, and his former home had been destroyed by a Russian attack. Central to the work is his view that the war is not Putin's but a war carried out by all Russians. It's not Putin who is pulling the trigger in Bucha," he says, referencing the massacre that took place in 2022. In late February, Ukrainian President Volodymyr Zelenskyy said 31,000 Ukrainian soldiers had been killed since Russia launched the invasion. Nevertheless, the war in Ukraine rages on, and Mykhed offers me a stark reminder of that fact when talking about his book.

What is the value of peace talks that aren’t actually talks between the warring sides? President Volodymyr Zelensky of Ukraine was due to open a peace conference in Switzerland on Saturday that is intended to shore up support for his country’s negotiating positions with backing from as many nations as possible. Yet even as the two-day gathering has emerged as the most widely embraced diplomatic effort to date to end the war, for now, the effort excludes Russia. The plan has drawn criticism from some countries, like China and Brazil, that say Russia and Ukraine need to negotiate directly for any chance to end the fighting. Mr. Zelensky’s 10-point peace plan involves Russia’s withdrawing in full from Ukrainian territory, paying reparations and facing justice over any war crimes.

President Biden was eager to get off the stage at the Group of 7 summit Thursday night, clearly a bit testy after answering questions about Hunter Biden’s conviction and the prospects of a cease-fire in Gaza. But at the end of his news conference with President Volodymyr Zelensky of Ukraine, he couldn’t seem to help jumping in as the Ukrainian leader spoke delicately about China’s tightening relationship with Russia. He leaned into his microphone as soon as Mr. Zelensky was finished. “By the way, China is not supplying weapons” for the war in Ukraine, Mr. Biden said, “but the ability to produce those weapons and the technology available to do it.”“So, it is, in fact, helping Russia,” he said. Throughout the Group of 7 summit meeting in Puglia, China has been the lurking presence: as the savior of “Russia’s war machine,” in the words of the summit’s final communiqué; as an intensifying threat in the South China Sea; and as a wayward economic actor, dumping electric cars in Western markets and threatening to withhold critical minerals needed by high-tech industries.

CNN —Nearly 100 countries and organizations are attending a major conference in Switzerland dedicated to setting out a path toward peace between Ukraine and Russia, but there will be no delegation from Moscow. The meeting, which is being held at a resort near Lucerne, will be attended by Ukrainian President Volodymyr Zelensky, who wants to gather support for the 10-point peace plan he first outlined late in 2022. It has said that any such meeting needs to be attended by both Russia and Ukraine. On Friday, the day before the summit was set to kick off, Russian President Vladimir Putin restated the Kremlin’s own peace plan, which Ukraine is unlikely to ever agree to. The Group of 7 summit that ended on Saturday went extraordinarily smoothly by the standards of a gathering where the leaders of major powers come together. That was a measure of the anxiety the leaders feel about deteriorating trends in Ukraine, in the Middle East, in China and in their own political futures. There was a dispute over the use of the word “abortion” in the communiqué, prompted by the host, Prime Minister Giorgia Meloni of Italy, but that was seen as a gesture to her domestic constituency. On important issues of geopolitics, there was little that divided the group. President Biden may appear politically vulnerable and uncertain of re-election, but this summit meeting was another example of unchallenged American leadership of the West, especially on contentious issues of war and peace.

Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. There were signs that Mr. Putin was micromanaging not only the Russian invasion but also the peace talks.

The Sticking Points That Kept Russia and Ukraine ApartRussia and Ukraine failed to agree on a range of critical issues when they held peace talks in the spring of 2022. Russia’s Position Russia demanded that Ukraine never join NATO or other alliances; host foreign military bases or weapons; or conduct military exercises with other countries without its consent. Russia’s Position Russia agreed to much of Ukraine’s security guarantees proposal but with key exceptions. Russia’s Position Russia’s stance has also fluctuated. Ukraine has in recent weeks faced the full force of Russia’s multifaceted attacks, with Moscow sending waves of troops to break through Ukrainian lines in the east and barrages of missiles to knock out the country’s energy system. So it was with a sigh of relief that the embattled nation welcomed a series of pledges of military and financial aid made by Western allies this week, including a 10-year security agreement with the United States and a $50 billion loan issued by Washington and the European Union. President Volodymyr Zelensky of Ukraine said that the promises, announced during a flurry of diplomatic meetings at the Group of 7 summit in Italy on Thursday, meant that his country would receive more air defense systems to protect its battered cities. “Patriots is practically a Ukrainian word now,” he said, referring to the advanced — and scarce — American-made missile batteries that Ukraine has long asked for. Washington agreed last week to send an additional battery, adding to the at least three systems that Ukraine already has.

As well as withdrawing from the four occupied regions in eastern and southern Ukraine, Putin said Ukraine must demilitarize and that Western countries must lift their sanctions on Russia, which have damaged but not crippled its economy. Nearly 28 months later, Russia occupies around a fifth of Ukrainian territory, including the Crimean peninsula it annexed a decade ago. Moscow only controls these regions partially, but claimed the whole of each region was part of Russia’s territory in 2022. He asked that his terms for ending the war would need to be cemented in international agreements. “That is why we must not trust these messages, because Putin follows the same course,” Zelensky warned.

A simple principle underpins a contentious Thursday decision by the U.S. and key allies to tap profits from Russian sovereign assets in support of Ukraine: Moscow must make reparations. Questions have also been raised over the legality of setting such a precedent: Russia has been cut off from its frozen assets, but retains their ownership. The proposal must now pass various legal hurdles and be backed by European states, where the majority of frozen Russian assets are held. Further loans secured against the interest accrued by Russian frozen assets could be forthcoming, U.S. Treasury Secretary Janet Yellen signaled on Thursday. The annual summit comes as most of the G7 leaders face their own domestic upheavals including national elections and falling approval ratings.

Russian President Vladimir Putin speaks during visit to the Joint Institute for Nuclear Research on June 13, 2024 in Dubna, Russia. Russian President Vladimir Putin on Friday set out the requirements for Moscow to start peace talks with Ukraine, more than two years after the Kremlin's full-fledged invasion of its neighbor. He said that Moscow was committed to ensuring the "unhindered and safe withdrawal" of Ukrainian forces if Kyiv agrees to such a concession. If the peace proposal is refused, Putin added, Moscow's future demands will be different. He has also insisted that Ukraine regain the peninsula of Crimea, which Russia annexed illegally prior to the current war, in February 2014.

Sharing the stage with President Volodymyr Zelensky of Ukraine at a sprawling seaside resort in Italy, President Biden was looking forward to talking about a security pact he had just signed to provide continued support to Ukraine in its battle with Russia. “I wish you guys would play by the rules a little bit,” Mr. Biden snapped when asked for an update on the fate of a cease-fire deal in Gaza that he announced last month but has yet to be publicly accepted by Israel or Hamas. Mr. Biden reiterated the U.S. stance that the proposal had been endorsed by the Israeli government, the United Nations Security Council and the G7, and that the hold up was with Hamas. The moment was emblematic of the shadow that American support for Israel’s war in Gaza has cast over Mr. Biden’s efforts to restore the United States’ traditional role as a defender of democracy and a beacon of international law. As he has rallied the world around Ukraine, he has grown increasingly isolated in his staunch support for Israel in its war against Hamas.

Trump argued, as he had before, that if he were president the war wouldn’t still be going. Opposed to additional Ukraine aid and openly skeptical of NATO, Trump could rip up the bilateral agreement Biden signed Thursday if he returned to office. Yet with uncertainty swirling around any American support in the future, the time to act appeared short. Biden pushes G7 to back reproductive rightsEven on an issue unrelated to Ukraine, Biden sought this week to consolidate G7 support in a way that would be unlikely if Trump were to return to the summit. American allies in Europe are collectively preparing for a second Trump administration with a sense both of trepidation and exhaustion.

CNN —Group of Seven leaders have reached an agreement to loan money to Ukraine backed by the profits from frozen Russian investments, a senior administration official confirmed Thursday. While Ukraine is not a G7 member, its president, Volodymyr Zelensky, attended the summit and participated in a Thursday evening joint news conference with Biden. “Would we stand with Ukraine?” Biden said at the news conference. The United States, the G7 and countries around the world have consistently answered that question by saying yes we will. The loan will be drawn from funds frozen by Western leaders in the wake of Russia’s invasion of Ukraine in 2022.

Mr. Biden and Mr. Zelensky will meet on Thursday and sign a security agreement, said Jake Sullivan, Mr. Biden’s national security adviser. Mr. Biden faces the hurdle of convincing his allies, starting with Mr. Zelensky, that the United States plans to stay in the fight with Ukraine, no matter what happens in November. Mr. Biden told Mr. Zelensky last week, in France, that “I apologize for the weeks of not knowing what was going to pass,” and put the onus on Republicans in Congress. During a trip to Normandy last week, Mr. Biden appeared to have persuaded France, one of the last holdouts, to support the deal. “The administration has been quick to get aid to Ukraine once Congress moved, and that’s to its credit,” he said.

So on Thursday, he rolled out a new set of alternative steps, each designed to demonstrate to President Vladimir V. Putin of Russia, and to the Ukrainians, that the United States and its allies have no intention of packing up and leaving, as they did in Afghanistan, even if Ukraine remains outside NATO for years. He signed a 10-year security pact — albeit one with vague commitments and an early exit option — with Ukraine’s president, Volodymyr Zelensky. Mr. Biden portrayed the agreement as a long-term guarantee of continued arms, intelligence support, advice and technology to win the current war and deter a new one. And he said the United States would take the lead in providing a loan of about $50 billion to Ukraine to rebuild its devastated ports and power plants, buy weapons and close its budget gap. The money is to be repaid from interest generated from $300 billion in assets that Mr. Putin, inexplicably, left in Western financial institutions before his February 2022 invasion.
