Artist Abel Ortiz (L) gives US Attorney General Merrick Garland (R) a tour of murals of shooting victims on January 17, 2024 in Uvalde, Texas. The Justice Department is planning this week to release findings of an investigation into the 2022 school shooting in which 21 people were killed. Poor coordination, training and execution of active-shooter protocol contributed to a law enforcement response that can only be described as a "failure," the report said. The 600-page findings describe a chaotic scene that should have triggered a number of coordinated responses by law enforcement officers who first arrived at the school. Steven C. McCraw, Director and Colonel of the Texas Department of Public Safety, speaks during a press conference about the mass shooting at Robb Elementary School on May 27, 2022 in Uvalde, Texas.

The attorney general has tried to strip Arevalo and his Vice President-elect Karin Herrera of legal immunity, suspend his Semilla party and annul the election. "Problems are not over for Arevalo," said Roberto Alejos, former Guatemalan Congressional and political analyst. Giammattei's conservative Vamos party and UNE, the party of former first lady Sandra Torres who Arevalo defeated in the election hold a combined greater power. The government of Arevalo and Herrera will have to carefully balance demands by the United States to stem migration amid record-high remittances that keep the local economy afloat. CNN —Nearly 900 people have been arrested in Ecuador since Tuesday in a national security operation to stop an outburst of gang violence, Ecuador’s presidency said. The presidency says 94 of the 859 people detained are members of what they call “terrorist” groups. Ecuador has been rocked by blasts, police kidnappings and prison disturbances in a wave of violence beginning with the prison escape of one of Ecuador’s most powerful drug lords last weekend. The violence was triggered by the escape of high-profile gang leader Adolfo “Fito” Macías from a prison in Guayaquil on Sunday. Following Fito’s escape and the declaration, Ecuador’s prison agency reported incidents in at least six prisons in different provinces on Sunday.

On social media, Stanley collectors show off shelves of their rainbow-hued, stainless steel treasures or gush over stickers and silicone doohickies to accessorize their favorite cups. It’s no secret that good marketing — largely to women, through social media — has been behind the cups’ recent surge in popularity. Empty shelves after a sold-out Stanley cup release at a California Target in January. The habitual meets the aspirational when social media posts add a shiny, new Stanley cup to a lifestyle marked by clean, responsible, well-hydrated order. Facebook and Instagram created "prime locations" for sexual predators that enabled child sexual abuse, solicitation, and trafficking, New Mexico's attorney general alleged in a civil suit filed Wednesday against Meta and CEO Mark Zuckerberg. The suit was brought after an "undercover investigation" allegedly revealed myriad instances of sexually explicit content being served to minors, child sexual coercion, or the sale of child sexual abuse material, or CSAM, New Mexico attorney general Raúl Torrez said in a press release. The suit alleges that "certain child exploitative content" is ten times "more prevalent" on Facebook and Instagram as compared to pornography site PornHub and adult content platform OnlyFans, according to the release. "Child exploitation is a horrific crime and online predators are determined criminals," Meta said in a statement to CNBC. The lawsuit argues that Meta's algorithms allegedly promote sex and exploitation content to users and that Facebook and Instagram lack "effective" age verification.

By David Alire GarciaMEXICO CITY (Reuters) - A historic Mexico City church has morphed into the capital's largest migrant shelter, with hundreds of sleeping mats stacked high inside and a growing tent city clustered around it where many await news before resuming their risky trek north. The church is a way station for migrants as most wait for unpredictable appointments with U.S. border agents through a mobile phone app. DHS did not share overall wait times and it is unclear if they have lengthened or shortened since then. Arriving at the church earlier this week, 30-year-old Venezuelan migrant Alejandro Urbina explained near his tent that he logs onto the app every day. Reverend Benito Torres, the church's pastor, explained that the Christian imperative to help the most vulnerable is what motivates him.

HOMESTEAD, Fla. (AP) — In New York, migrants at a city-run shelter grumble that relatives who settled before them refuse to offer a bed. In South Florida, some immigrants complain that people who came later get work permits that are out of reach for them. Across the country, mayors, governors and others have been forceful advocates for newly arrived migrants seeking shelter and work permits. The administration said in September that it would work to reduce wait times for work permits to 30 days for those using the new pathways. The Washington rally reflected an effort by advocates to push for work permits for all, regardless of when they came.

OpenAI chaos has calmed as CEO Sam Altman is reinstated and an investigation begins. AdvertisementThe drama of Sam Altman unexpectedly being fired on Friday and then reinstated to OpenAI Tuesday night has reached a close. AI ethics experts have expressed concern about the power of AI technology being controlled by the hands of a few. "The increasing concentration of capital, compute, and data are a problem," Emily M. Bender, a University of Washington linguistics professor, told BI. The seemingly earth-shattering news from OpenAI may have instead opened a door for resourcefulness and for other players to emerge.

The first data on births since Roe v. Wade was overturned shows how much abortion bans have had their intended effect: Births increased in every state with a ban, an analysis of the data shows. Until now, studies have shown that many women in states with bans have ended their pregnancies anyway, by traveling to other states or ordering pills online. What they have been unable to show is how many women have not done so, and carried their pregnancies to term. “The importance of our results is when you take away access, it can affect fertility,” said Daniel Dench, an economist at Georgia Tech and an author of the paper with Mayra Pineda-Torres of Georgia Tech and Caitlin Myers of Middlebury College. “When you make it harder, women can’t always get out of states to obtain abortion.”

Javier Milei ’s victory over Economy Minister Sergio Massa in Sunday’s presidential election showed how eager Argentines are to embrace change. Fibra Next, spun off by parent trust Fibra Uno (FUNO11.MX), plans to issue some 277.8 million Real Estate Trust Stock Certificates (CBFIs) in the offering, scheduled for November 28, according to the document dated Tuesday. The National Book Award ceremony took a political turn on Wednesday night, as the event concluded with a joint statement from a group of writers who called for a cease-fire in Gaza. For the final award of the night, Justin Torres received the fiction prize for “Blackouts,” his widely acclaimed, genre-defying novel about erasure and queer history. As Torres gave his speech, more than a dozen other nominees from different categories joined him on the stage. They stood behind Aaliyah Bilal, a finalist in the fiction category for her short story collection “Temple Folk,” as she read the statement. “On behalf of the finalists, we oppose the ongoing bombardment of Gaza and call for a humanitarian cease-fire to address the urgent humanitarian needs of Palestinian civilians, particularly children,” Bilal said.
