U.S. President Joe Biden will issue an executive order Wednesday intended to safeguard the personal data of American citizens from countries deemed hostile. The executive order centers on the business of selling people's personal information, in which companies and so-called data brokers collect and trade data. The order focusses on specific, sensitive information like genomic data, biometric data, personal health data, geolocation data, financial data and other kinds of personally identifiable information. The executive order will direct the Department of Justice to issue several regulations intended to protect sensitive data. "American privacy concerns in the data broker industry are not new, and existing laws do not sufficiently protect Americans' data from misuse," the letter said.

CNN —Tens of thousands of Americans had trouble making phone calls, sending texts, reaching emergency services or even accessing the internet on Thursday because of a nearly 12-hour AT&T network outage. The alarm over an outage of a major cell network that at one point affected more than 70,000 customers is understandable. AT&T finally restored wireless service to all customers by around 3 pm ET, and the company said it was “sincerely” sorry to customers. But starting early Thursday morning, thousands of AT&T customers began reporting issues calling, texting and accessing the internet on their mobile devices. At one point, more than 74,000 AT&T customers reported outages on digital-service tracking site DownDetector.

Washington CNN —Immigration and Customs Enforcement has drafted contingency plans to cut detention capacity and release thousands of immigrants as a result, according to a source familiar with the plan. The draft plan comes as ICE faces a dire budget shortfall amid stalled congressional action on the White House supplemental request. President Joe Biden has repeatedly implored Congress to give him more resources to deal with the situation at the US-Mexico border, assigning blame on Republicans for not doing more. Over recent years, ICE has assisted Customs and Border Protection in its border mission as that agency is also overwhelmed. Homeland Security officials have attributed the decline to ongoing high-level talks between the US and Mexico, which has doubled down on enforcement, but caution that encounters historically drop in January before ticking up again.

On Sunday, lawmakers in Washington released the first major bipartisan bill to reform immigration policy in a decade. The nation already spends more money on border policing than at any other point in its history. In the last two decades, Customs and Border Protection’s budget has almost tripled and Immigration and Customs Enforcement’s budget has doubled. Today, the Department of Homeland Security pays for over 19,000 Border Patrol agents, a similar number of ICE officers and expensive contracts with private companies that quickly sift through enormous amounts of data. The bill, which President Biden supports, would set aside nearly $4 billion for Customs and Border Protection, the Homeland Security division that includes Border Patrol, to prepare for a “migration surge” by hiring new staff members, reimbursing the Defense Department for its help and paying for Border Patrol agents’ overtime.

A bipartisan coalition of senators over the weekend released a long-awaited and highly anticipated bill that spans border security and international aid for Ukraine and Israel in their wartime efforts. But it is the department’s role in immigration that has made Mayorkas a target of impeachment. Mayorkas said his immigrant and refugee background mean that he brings an intense patriotism to the job. CNN —House Republicans on Sunday released two articles of impeachment against Department of Homeland Security Secretary Alejandro Mayorkas, laying out their allegations that the cabinet secretary committed “high crimes and misdemeanors” ahead of a committee vote later this week. The first article charges Mayorkas with “willful and systemic refusal to comply with the law” and House Republicans allege in the second article that Mayorkas has “breached the public trust” by allegedly making “false statements.”The Homeland Security Committee will meet Tuesday to mark up the articles. That should come as no surprise because Republicans’ so-called ‘investigation’ of Secretary Mayorkas has been a remarkably fact-free affair,” Thompson said in a statement. The White House is offering a key Republican lawmaker the chance to review transcripts from the House January 6 committee’s interviews, according to a letter obtained by CNN, with the goal of appeasing a GOP-led investigation into the panel. As part of the White House offer, Loudermilk will be allowed to review but not keep the transcripts. CNN has reached out to Loudermilk for comment on the White House offer.
