[1/6] A man works on a pole to restore electricity after a storm knocked down power cables in Sao Paulo, Brazil November 6, 2023. REUTERS/Carla Carniel Acquire Licensing RightsSAO PAULO, Nov 6 (Reuters) - Half a million residents of Sao Paulo remained without electricity on Monday three days after a storm knocked down power cables, leaving much of Brazil's largest city in the dark. The storm snapped branches and knocked down hundreds of trees that fell on overhead power lines in many streets of the city, initially cutting off 2.1 million customers in Metropolitan Sao Paulo, energy distribution company ENEL said. But what is shocking is that year after year there is not enough investment in burying the power cables. I mean, it's not something that when I joined Formula One, I need to have a 75% win record over a season you know," he told reporters. He has led 922 laps, another record for a season, and counting. Verstappen has led the championship since the Spanish Grand Prix of May 2022 and is guaranteed to end the season with a record run of 39 races in a row as leader. He has won more times (11) from pole position in a season than any other driver, after last year setting a record for most wins in a season not from pole (nine). Red Bull's 19th win of the campaign equalled Mercedes' 2016 record and broke their rivals' record from that same season of most laps led (1,055).

Three-time champion Max Verstappen led from the start and won the Brazilian Grand Prix on Sunday. Sergio Perez of Red Bull finished in fourth place, distancing himself from Mercedes' Lewis Hamilton in one of the few competitions left this season — a position for runner-up. Perez started the race at Interlagos in the ninth position and fan-favorite Hamilton in fifth after a frustrating qualifying for the Red Bull driver on Friday. Ferrari's Charles Leclerc, who was going to start second, crashed during the formation lap before the start due to an engine issue. In the 18th lap, the Red Bull driver overtook the Mercedes for fifth place, much to the disappointment of Brazilian fans who support the seven-time champion.

Nov 3 (Reuters) - Republican presidential primary candidates will need to meet relatively stringent polling requirements to participate in the fourth debate in December, the Republican National Committee said on Friday, which could result in a winnowing of the field. The debate is set to take place in Tuscaloosa, Alabama, on Dec. 6, according to a person with direct knowledge of the matter. Those are crucial states in the nominating process, as they are the first four to select their preferred nominee. Traditionally, candidates that fail to make a debate stage lose the attention of the media, voters and donors. The third Republican debate, which has a similarly structured polling threshold of 4%, will take place on Wednesday in Miami.

Nov 2 (Reuters) - Air pollution, a global scourge that kills millions of people a year, is shielding us from the full force of the sun. "It's this Catch-22," said Patricia Quinn, an atmospheric chemist at the U.S. National Oceanic and Atmospheric Administration (NOAA), speaking about cleaning up sulphur pollution globally. "If you implement technologies to reduce air pollution, this will accelerate – very significantly – global warming in the short term." The Chinese and Indian environment ministries didn't immediately respond to requests for comment on the effects of pollution unmasking. As the implications of the pollution unmasking become more apparent, experts are casting around for methods to counter the associated warming.

The U.S. researchers found a relationship between soy production and related community exposure to agrochemicals including glyphosate, a widely used weedkiller that some genetically modified soybean seeds are designed to tolerate. "We find a statistically significant increase in pediatric leukemia following expanded local soy production," the PNAS article said, based on Brazilian childhood cancer incidence and disease mortality data spanning 15 years. Specifically, the study found a correlation between soy farming and childhood blood cancers, especially acute lymphoblastic leukemia (ALL), the most common blood cancer in children. There were 123 additional deaths of children under age 10 from 2008 to 2019 from ALL following the expansion of soybean production in Brazil, the researchers found. That number would have been higher were it not for the country's high-quality cancer treatment centers, the researchers said.

Lula said soldiers will work with federal police officers to manage security operations at Latin America's largest port and airport: the port of Santos, in Sao Paulo, and its main airport Guarulhos. Soldiers will also be deployed to the port of Itaguai in Rio de Janeiro state and Rio's Galeao airport. Those ports and airports are key logistical hubs for booming cocaine exports to Europe, while also receiving contraband like high-caliber weapons that contribute to street violence. "The situation in Rio de Janeiro has reached a very serious point," Lula said at a ceremony after singing the decree. Then, last week, militias set fire to dozens of Rio buses after police killed one of their bosses in an operation.

BRASILIA, Oct 26 (Reuters) - Brazil's Finance Ministry is preparing a decree that nearly doubles the tax on the sale of firearms and ammunition, arguing that the measure is necessary to boost revenue and reduce crime, according to a draft document seen by Reuters. Prepared by the revenue service at the request of Finance Minister Fernando Haddad, the decree raises the industrial tax on revolvers, pistols, shotguns, carbines, pepper spray, and other equipment from 29.25% to 55%, in addition to also increasing the tax on ammunition. The proposal was sent by the revenue service to the ministry's executive secretary, Dario Durigan, on Wednesday night. The revenue service declined to comment. The move aligns with other actions by leftist Lula, who has consistently opposed policies that encourage the sale and use of firearms.

Some Republican contenders for their party's 2024 presidential nomination have turned to a blunt policy proposal to tamp down on crime: killing criminals. Crime, meanwhile, is a greater concern for voters than it has been in previous elections, even as crime trends are mixed. The former president has reiterated previous calls for drug dealers to receive the death penalty, despite legal scholars questioning its constitutionality. For instance, the U.S. Supreme Court holds that the application of the death penalty for crimes that do not result in the death of the victim is generally unconstitutional. In 2008, the court left open the possibility of the death penalty for "drug kingpin activity," though it has never been applied.
