The Irish prime minister’s annual St. Patrick’s Day visit to the White House is typically a cheerful break in any American president’s schedule of stressful meetings and trips, especially for President Biden, who never misses a chance to celebrate his Irish heritage. But the traditional shamrock camaraderie of this year’s get-together will be tempered by an undercurrent of tension stemming from the war in the Middle East. “I will ask America to get involved once again in the drive for peace,” Mr. Varadkar told reporters in Boston earlier this week. In Washington on Thursday, he said he anticipated that there would be a difference of opinion over the war when he reaches the Oval Office on Friday. “I have to say, I believe President Biden’s heart is in the right place there,” he said.

They were there to talk about classified documents, but somehow President Biden’s mind had turned to Mongolia. Something about being handed a bow and arrow during a visit and embarrassing his host. “Pure luck, I hit the goddamn target,” Mr. Biden recalled. Mr. Biden described giving an oration in law school on a case he had not read and lying his way into an exclusive club in Delaware. He recounted his time with President Barack Obama and trying to “save his ass” from manipulative generals.

The White House denied on Tuesday that President Biden had set any “red lines” for Israel in its campaign against Hamas in Gaza but warned again that Israel should not attack the city of Rafah, the southernmost city in the enclave, without protections for more than a million people sheltering there. “The president didn’t make any declarations or pronouncements or announcements,” said Jake Sullivan, the president’s national security adviser, referring to an interview Mr. Biden gave over the weekend in which he was asked whether he had a “red line” Israel should not cross in its prosecution of the war. In the interview, with MSNBC, Mr. Biden rebuked Prime Minister Benjamin Netanyahu of Israel over the rising civilian death toll in Gaza, saying that “he must pay more attention to the innocent lives being lost” and that “he’s hurting Israel more than helping Israel.”Mr. Netanyahu later dismissed that contention as “wrong,” and on Tuesday he again defended Israel’s efforts to minimize civilian casualties. Mr. Sullivan, who met on Tuesday with Israel’s ambassador, Michael Herzog, declined to discuss reports that Mr. Biden, if Israel proceeded with the Rafah operation, might impose restrictions on how Israel can use the arms the United States is supplying it. “We’re not going to engage in hypotheticals about what comes down the line, and the reports that purport to describe the president’s thinking are uninformed speculation,” Mr. Sullivan said.

The Polish president, Andrzej Duda, said that the Russian invasion of Ukraine had made clear that NATO must take more seriously the possibility that Moscow would move against one or more members of the alliance. To prepare for that, he said, each NATO country should spend at least 3 percent of its own economy on military needs, up from a current goal of 2 percent. “A return to the status quo ante is not possible,” Mr. Duda wrote in The Washington Post before the meeting at the White House on Tuesday. “Vladimir Putin’s regime poses the biggest threat to global peace since the end of the Cold War.”The proposal to increase NATO military spending may not be adopted anytime soon by many allies that have yet to meet even the 2 percent target. But it reflects the tension within the alliance between its easternmost members, which feel most acutely vulnerable to Russian revanchism, and westernmost members, which are less alarmed and more eager to find a diplomatic resolution to the Ukraine war.

Their November collision began to look even more likely after Mr. Trump scored a decisive win in Iowa in January. Already, Mr. Trump and Mr. Biden had shifted their focus away from the primaries. But Mr. Biden has already been using the political and financial apparatus of the Democratic National Committee. Mr. Biden is viewed unfavorably by a majority of Americans — a precarious position for a president seeking re-election — although so is Mr. Trump. Mr. Biden and his allied groups also have a significant financial advantage over Mr. Trump, whose legal bills are taking a toll.

The Trump administration used delegated authorities under three trade laws to unilaterally levy tariffs without Congressional approval. The Trump administration tariffs kickstarted a shift in supply chain strategy which, according to Frank, became more well-developed by customers during Covid, when they contemplated moving factories and production out of China. He expects any increase in tariffs during a second Trump presidency to lead to a greater shift in trade from China to Mexico to avoid the tariffs. "If you charge tariffs to China, they're going to build ... their car plants here and they're going to employ our people," Trump said. S&P Global research shows that China's share of the imports of products covered by tariffs imposed by the Trump administration has dropped.

Mr. Trump met with Ms. Riley’s parents before taking the stage, and the Trump campaign distributed signs at the rally with Ms. Riley’s photograph. At one point, Mr. Trump slurred his words and pretended to stutter in a mocking imitation of the president, who has dealt with a stutter since childhood. It was one of several such attacks Mr. Trump lobbed during the event. Mr. Trump called Ms. Willis “corrupt,” referring to allegations that she benefited financially after becoming romantically involved with a lawyer whom she hired on the case. “Perfect phone call,” Mr. Trump said, “other than we challenged the honesty of this election.

President Biden signed a $460 billion spending package on Saturday to avert a shutdown of critical federal departments even as lawmakers continue to wrestle over a financing blueprint for many other agencies more than halfway into the current fiscal year. The president finalized the legislation before leaving his home in Wilmington, Del., to fly to Atlanta for a campaign rally. It will extend funding through the rest of the fiscal year, ending Sept. 30, for about half of the government, including the Departments of Agriculture, Energy, Justice, Transportation, Housing and Urban Development, and Veterans Affairs. In his short tenure, Speaker Mike Johnson has made clear his desire to avoid a shutdown, even to the point of relying on Democratic votes, but the path ahead remains tricky. “Thank you,” he wrote, naming the eight “for their leadership.”

President Biden expressed regret on Saturday for using the word “illegal” to describe an undocumented immigrant who has been charged in the killing of a 22-year-old nursing student in Georgia, agreeing with his progressive critics that it was an inappropriate term. Mr. Biden used the word during an unscripted colloquy with Republicans during his State of the Union address on Thursday night, and then came under fire from immigration supporters who consider the term dehumanizing. Among those who said he should not have used it were several congressional Democrats. “I shouldn’t have used ‘illegal’; it’s ‘undocumented,’” Mr. Biden said on Saturday in an interview with Jonathan Capehart on MSNBC, during which he addressed his disagreements with former President Donald J. President Biden and former President Donald J. Trump will both campaign in Georgia today, kicking off their likely general-election battle for a state that Mr. Biden won by a tiny margin in 2020. Mr. Trump will hold a rally in Rome, a city of about 38,000 people in the state’s deeply conservative northwest. Vice President Kamala Harris will also campaign on Saturday in Nevada, a battleground state that she and Mr. Biden won in 2020. Mr. Biden beat Mr. Trump in Georgia in 2020 by just 11,779 votes. In Mr. Trump’s vast effort to deny Mr. Biden his electoral victory, he devoted particular attention to the state.

From the skies over Gaza these days fall American bombs and American food pallets, delivering death and life at the same time and illustrating President Biden’s elusive effort to find balance in an unbalanced Middle East war. The United States finds itself on both sides of the war in a way, arming the Israelis while trying to care for those hurt as a result. But Mr. Biden remains opposed to cutting off munitions or leveraging them to influence the fighting. “You can’t have a policy of giving aid and giving Israel the weapons to bomb the food trucks at the same time,” Representative Ro Khanna, Democrat of California, said in an interview the day after the speech. President Biden took his bid for a second term on the road on Friday, effectively opening the general election campaign with a strongly populist pitch and an aggressive attack on his Republican challenger, former President Donald J. Trump. Mr. Biden made clear that his regular targets during this re-election bid would be billionaires, corporations, pharmaceutical companies, banks, credit card companies and even potato chip makers. All of them, in his telling, are out to gouge consumers and duck their fair share of taxes. But his favorite villain in his election-year narrative will still be Mr. Trump, his opponent from 2020 now in a rematch set by this week’s Super Tuesday primaries. “Donald Trump and the MAGA Republicans are trying to take away our freedoms,” Mr. Biden told a crowd of cheering Democrats in a school gymnasium, this time not shying away from citing his challenger by name, unlike the night before.

Image Supporters greeted President Biden as his motorcade left the airport in Brownsville, Texas, earlier this week. Some privately say that Georgia and Arizona may be out of reach, requiring Mr. Biden to sweep Michigan, Wisconsin and Pennsylvania. Mr. Biden, 81, is just a little older than Mr. Trump, 77, and both have exhibited moments of confusion and memory lapses. After his annual physical this past week, Mr. Biden’s doctor pronounced him “fit for duty.” But polls show that more of the public is unsettled by Mr. Biden’s advancing years than Mr. Trump’s.
