There were 68 active fund launches in the third quarter as of Sept. 22, compared to 49 indexed fund launches, according to CFRA. Passive funds still make up the majority of the ETF market, and they typically cost less than active products. JEPI, the biggest active ETF, has underperformed the S & P 500 this year but is still attracting new cash. "One of the problems with straightforward active funds, and we do run some straightforward active funds, is that very often ... you are tethered to that broad index, whatever happens to be in that. Oil's spike to one-year highs has poured fuel on selling in the bond market and further pumped up the dollar, while global stocks have dropped for nine sessions in a row. There's still no intervention from Japan, although moves in the pair are so tentative that it's clear traders are jittery. The first US Abrams tanks have arrived in Ukraine, bolstering its military with advanced gear. Russia propaganda made a comical claim in early 2023 to have destroyed an Abrams before any arrived. AdvertisementAdvertisementOn pro-Kremlin Telegram channels earlier this year, jubilant posts claimed the Russian military had blown up Abrams tanks in battle and boasted that they "burn like matches." This was another feature of the weapons which Russian propagandists seized on in a bid to undermine them, Reuters reported. The tanks have arrived in time to be used in Ukraine's intensifying counteroffensive, with the Ukrainian military seeking to exploit a recent breach in Russia's defensive lines in Zaporizhzhia.

That is especially concerning for parents of younger kids and those whose disabilities can make finding child care an extra challenge. One failed legislative proposal would have let students in four-day districts transfer or attend private schools, with their home districts picking up the tab. “If everybody becomes a four-day school week,” she said, “that is no longer a recruitment strategy.”In some communities, a four-day week is better for families. “They’re making the shift to the four-day week because all the districts around them have adopted a four-day week,” he said. PHOENIX (AP) — A judge ruled Wednesday that Phoenix must permanently clear the city’s largest homeless encampment by Nov. 4. City officials began shutting down the homeless encampment known as “The Zone” in May under an order by Maricopa County Superior Court Judge Scott Blaney, but they had asked to be given until April 2024 to complete the job. Justin Pierce, a lawyer representing the city, said in July that parts of the encampment on the edge of downtown Phoenix have been cleared since a judge declared the area to be a public nuisance, but other blocks still need to be addressed. Pierce added that the process takes time, including making sure those who live there have somewhere else to go. CNN —House Speaker Kevin McCarthy unilaterally gave his conference the green light to launch an impeachment inquiry into President Joe Biden. “There has to be an aha moment.” Rep. Darrell Issa of California, a Republican member of the House Judiciary Committee, told CNN. McCarthy – who spoke for 15 minutes before a scheduled presentation on their Biden impeachment inquiry – also expressed annoyance over their spending struggles and inability to find consensus, saying “hell yeah” he is frustrated. “Until I see the evidence of an impeachable offense, I’m not in favor of impeachment inquiry or impeachment.”Some moderates in swing districts, though, are expressing support for the impeachment inquiry, and dismissing concerns that it could negatively impact the GOP. Some House Republicans cautioned that an impeachment inquiry does not make articles of impeachment inevitable.

Not all analysts on Wall Street are convinced Tesla 's in-house computer technology is enough to push shares higher. The analyst did not provide a forecast price target and said he now expects flat year-over-year automotive sales gross margin in 2024, minus vehicle credits and incentives. What underpinned the Morgan Stanley upgrade on Tesla was optimism toward the company's effort with Dojo, an in-house supercomputer that is meant to train autonomous driving software. Tesla has been on a price-cutting spree for much of 2023, with markdowns to both the Model 3 and Model Y . While the analyst remains "sympathetic" over the long term on Tesla, he said, "We think that there is too much near-term uncertainty post its repeated price cuts."

MOSCOW (Reuters) - Russia said on Friday it had repelled numerous Ukrainian attacks along the front line and inflicted hundreds of losses on enemy forces, challenging Kyiv's assertion that Ukraine was making slow but steady progress in a counteroffensive. Russia controls about 18% of Ukrainian territory, including Crimea which it annexed in 2014 and a swathe of eastern and southern Ukraine which it took control of in 2022. "In the Donetsk direction, units of the Southern grouping of troops, in cooperation with aviation and artillery, repelled 12 attacks," the Russian defence ministry said. "In the Zaporizhzhia direction, units of the Russian group of troops during the day repelled five attacks," it added. Ukraine has been trying to pierce Russian lines just south of the city of Orikhiv in an attempt to divide Russian forces and put its main supply lines under threat.

Envisioned two decades ago to add vibrancy and draw people to a place of devastation and mourning, the Perelman Performing Arts Center is finally arriving at a very different ground zero. Still, organizers believe the arts space, also called “PAC NYC,” has an important role to play in one of the most sensitive, historic spaces in the United States. “The performing arts center is kind of an amenity for a luxury neighborhood that they built,” said Todd Fine, who runs a advocacy business for historical preservation in lower Manhattan. Early on, the arts center was to house three established groups — two theaters and a visual arts museum — plus a new museum celebrating freedom. Then he came to see it as a step forward for the trade center and on a personal level, an embrace of living life fully.

But for older adults, our towns and cities are filled with obstacles — stairs, unsafe sidewalks and crossings, inadequate lighting — that grow increasingly difficult for them as they age. Alberto Lau, 78, San DiegoDr. Hong responds: Busy streets and intersections can be challenging for older adults to navigate. Additionally, installing more crosswalks and making them more visible can make it easier for older adults to cross the street safely. Yet more and more older adults need the kind of high-quality transportation that can reliably get them from one place to another. This can be especially important for older adults, who may have slower reaction times or difficulty seeing oncoming traffic.

The US officially announced Wednesday it will send Ukraine depleted-uranium tank ammunition. This powerful ammunition gives Kyiv the capability to not only punch holes in Russian armor, but also do additional damage inside enemy vehicles as the fragments potentially ignite. The Pentagon listed the 120 mm depleted-uranium tank ammunition as part of a $175 security assistance package that was officially revealed on Wednesday. The US is not the first NATO member to send Ukraine depleted-uranium ammunition. The latest US security assistance announcement, which includes the depleted-uranium tank rounds, comes ahead of what is expected to be an imminent delivery of 31 Abrams tanks.
