European flags flutter in front of the European Central Bank (ECB) building prior to a news conference following the meeting of the governing council of the ECB in Frankfurt/Main, Germany, on September 12, 2024. Daniel Roland | Afp | Getty ImagesThe European Central Bank is on course to deliver its third interest rate cut of the year at its meeting this Thursday, as policymakers say inflation risks are easing faster than previously expected. Headline price rises in the euro area cooled to 1.8% in September, below the central bank's 2% target. Bank of France Governor Francois Villeroy de Galhau last week described an October rate cut as "very likely" and said such a step "won't be the last." This led him to forecast ECB rate cuts will take place both this week and at each of the central bank's forthcoming meetings, until the deposit rate hits 2.5%.

The funds will be disbursed through the Department of Energy’s Grid Resilience and Innovation Partnerships Program. Ron DeSantis and Harris both accused each other of playing politics after reports that DeSantis ignored calls from Harris, the Democratic presidential nominee. In response, DeSantis pointed out that he’s been in touch with Biden and that Harris as vice president has no role in the federal government’s response. Biden did not meet with DeSantis during his trip to Florida, with the governor instead holding a news conference four hours south of where the president toured. Asked on Friday whether he planned to visit DeSantis during his latest trip, Biden replied: “If he’s available,” while calling the governor “very cooperative.”“We got on very, very well,” Biden said.

Former President Donald Trump and Vice President Kamala Harris face off in the ABC presidential debate on Sept. 10, 2024. The previous Trump administration didn't pursue those types of consumer protections. In contrast, Democrats, including Harris, have historically supported EVs and incentives such as those under the Biden administration's signature Inflation Reduction Act. Meanwhile, Harris, if elected, can build on existing efforts of the Biden administration to deliver savings to more patients, they said. Trump also led multiple efforts to repeal the Affordable Care Act, including its expansion of Medicaid to low-income adults.

The inmate’s attorneys call that a misdiagnosis – and also discredit shaken baby syndrome on its face, despite broad consensus among pediatricians it is legitimate. And they are long-shot races, especially during a presidential election, when ticket-splitting isn’t as common as it used to be. In Florida and Texas, Democrats are focusing on state abortion bans to try to push beyond their recent losses in those states. Cruz’s campaign spent almost $5 million on ads in September and $4 million in the first 10 days of October. The spending disparity is less stark in Florida, where in September Mucarsel-Powell’s campaign spent $8.6 million and Scott’s campaign spent $2.1 million. In Maryland, the Senate race features a similar dynamic, with the race rated by Cook as “Likely Democrat,” even though Harris is expected to win there easily.

But the measures that Beijing’s economic planning agency announced this week proved to be an anticlimax — the trillions of yuan that observers were hoping would be revealed never materialized. Beijing might even miss its annual growth target of 5% — a figure it often surpassed prior to the pandemic. But while Chinese officials project confidence, the markets and the country’s public seem less convinced. Its broader financial lethargy and this week’s market turmoil will hardly be welcomed by Beijing. The man who died in a Colorado mine elevator accident was a 46-year-old father and tour guide there, officials said Friday as investigators try to understand what exactly occurred. The man killed was identified as Patrick Weier, who worked as a tour guide at the mine. Weier had a 7-year-old son and lived in Victor, a community of less than 400 in the area, officials said. Mikesell said the state does safety inspections and an official from that agency was on scene after the accident Thursday. “I know it has passed its safety inspections,” Mikesell said, but he did not have the dates during Friday’s news conference.

CNN —Police in Toronto, Canada, are opening a hate crime investigation after shots were fired overnight into the window of a Jewish girls’ elementary school – the second time this year the school was targeted by gunfire, officials said. The investigation into the incident will be led by the agency’s Gun and Gang Task Force with assistance from its hate crime unit, he added. There were no injuries or reports of gunshots heard, and the building was empty because the school is currently closed for the Jewish High Holidays, Krawczyk said. The same school was also hit with gunfire in a similar incident in May, Krawczyk said. The agency has increased police presence in Jewish neighborhoods in recent weeks and will also do so at the school as the investigation unfolds, Krawczyk said.

BEIJING — China's Minister of Finance Lan Fo'an told reporters Saturday during a press briefing that the central government has room to increase debt and the deficit. Economists have said China needs additional fiscal support, but Beijing has yet to announce any. He did not name specific figures and noted supporting real estate required multiple policies. In a meeting in late September, led by Chinese President Xi Jinping, authorities had called for strengthening monetary and fiscal policy support. China's retail sales grew only modestly over the last few months, and the country's real estate slump has shown few signs of turning around.

A man was attacked and killed by several pit bull mixed dogs in a backyard this week in Albany, New York, and police are investigating whether charges are warranted. About 6 p.m. Wednesday, up to nine mixed-breed pit bulls “brutally and viciously” attacked a man in a backyard, Albany Police Chief Eric Hawkins said Thursday during a news conference. It was not known why he was in the yard, which was next door to the residence where the dogs lived, Hawkins said. The homeowner, who is a different person than the caretaker, does not live at the residence, Hawkins said. He said it was not clear why there were so many dogs at the residence or how the dogs got into a neighboring yard.

Beijing Reuters —China will “significantly increase” government debt issuance to offer subsidies to people with low incomes, support the property market and replenish state banks’ capital as it pushes to revive sputtering economic growth. “There is still relatively big room for China to issue debt,” he said. Reuters reported last month that China plans to issue special sovereign bonds worth about 2 trillion yuan ($284.43 billion) this year as part of fresh fiscal stimulus. Separately, Bloomberg News reported that China is also considering injecting up to 1 trillion yuan ($142 billion) of capital into its biggest state banks to increase their capacity to support the economy, primarily by issuing new sovereign bonds. Swedish furniture retailer Ikea, whose 39 stores in China have felt the spillovers from the property crisis, urged Beijing on Thursday to deploy further stimulus.

Federal Reserve Chairman Jerome Powell arrives to a news conference following the September meeting of the Federal Open Market Committee at the William McChesney Martin Jr. Federal Reserve Board Building on September 18, 2024 in Washington, DC. This week's inflation data provided more evidence that the Federal Reserve is nearing its objective, fresh on the heels of the central bank's dramatic interest rate cut just a few weeks ago. Consumer and producer price indexes for September both came in around expectations, showing that inflation is drifting down to the central bank's 2% target. The Wall Street investment bank on Friday projected that the Commerce Department's personal consumption expenditures price index for September will show a 12-month inflation rate of 2.04% when it is released later this month. The Fed prefers the PCE as its inflation gauge though it uses a variety of inputs to make decisions.

Hurricane Milton's insured losses could cost between $30 billion and $50 billion, said analysts. AdvertisementHurricane Milton stormed Florida on Wednesday, leaving an estimated $30 billion to $50 billion of insured losses, according to analysts from Fitch Ratings in a Thursday note. Milton's insured losses could range from $30 billion to $50 billion, according to Fitch, making it the largest since Hurricane Ian in 2022, which caused $60 billion in damages. According to a September report by Moody's Analytics, Hurricane Helene's insured losses were between $20 billion and $34 billion. Fitch analysts said local insurers might face insufficient reinsurance coverage to handle the losses and drive up premium rates.

She said she has helped a dozen families, including Banks’, demand an Ebony Alert for their missing children. Leftover debris from Hurricane Helene could make incoming Hurricane Milton even more dangerous. Milton is expected to make landfall in Florida on Wednesday, the second major storm in two weeks. The region has been scrambling to pick up as much debris as possible before it's too late. "A few participants also added that a 25 basis point move could signal a more predictable path of policy normalization." Since the meeting, economic indicators have showed that the labor market is perhaps stronger than officials favoring the 50 basis point move had expected. The minutes noted that the vote to approve the 50 basis point cut came "in light of the progress on inflation and the balance of risks" against the labor market. Though the document was more detailed about the debate over whether to approve the 25 basis point cut, there was not as much information about why voters supported the larger move. Since the Fed meeting, both the 10- and 2-year Treasury yields have surged about 40 basis points.

An American professor at Princeton University and a British-Canadian professor at the University of Toronto won the Nobel Prize in Physics on Tuesday for research that “formed the building blocks” of a key part of artificial intelligence. Since the 1980s, the pair have been using tools from physics to develop the foundations of what is known as “machine learning,” one of the core concepts of AI widely used today. Their research “formed the building blocks of machine learning, that can aid humans in making faster and more reliable decisions,” Ellen Moons, chair of the Nobel Committee for Physics, told a news conference. Hopfield has been a key influential figure in this field since 1982, when he invented the “Hopfield network” — a method widely used since. Hinton used this basis to come up with “the Boltzmann machine,” which can used for tasks such as classifying images.
