Thirman Milner, who in 1981 became the first popularly elected Black mayor in New England, in Hartford, Conn., and went on to serve three terms, died on Nov. 29 at his home there. His death was confirmed by his stepdaughter Virginia Monteiro, the first vice chairwoman of the Connecticut and the Greater Hartford branches of the N.A.A.C.P. He traveled to the South to protest against racial segregation, then returned to Hartford, the state’s capital and one of the nation’s poorest cities at the time. There, he said, he discovered that discrimination against Black people was even worse. He grudgingly agreed to enter politics, serving two terms in the State Legislature before challenging Mayor George A. Athanson, Hartford’s flamboyant incumbent, who had served since 1971 and was seeking a sixth term.

WASHINGTON — Rep. Jamie Raskin, D-Md., a former constitutional law professor who served as Democrats’ lead prosecutor in the Trump impeachment trial after the Jan. 6 attack, told colleagues Monday he will challenge Rep. Jerry Nadler, D-N.Y., for the top Democratic spot on the powerful Judiciary Committee. Nadler, 77, has held the top job on the Judiciary panel since 2019, served in Congress since 1992 and has suffered some health scares in recent years. In his three-page letter, Raskin, the current ranking member of the Oversight Committee, also offered praise for Nadler, who is running for his fourth term leading Democrats on the Judiciary panel. A former Israeli defense minister has accused his country of committing war crimes and ethnic cleansing in the Gaza Strip, in rare criticism from Israel’s own security community about military operations in the Palestinian enclave. The Israel Defense Forces and Prime Minister Benjamin Netanyahu’s office did not immediately respond to requests for comment. He also served as defense minister from 2013 to 2016, including during a 2014 war in Gaza that lasted more than six weeks and had been the longest conflict between Israel and Hamas until the current one. Netanyahu’s Likud party, of which Yaalon is a former member, said Yaalon was spreading “slanderous lies.”Yaalon’s comments came after the International Criminal Court issued arrest warrants for Netanyahu and Gallant last month over alleged crimes against humanity and war crimes in the Gaza Strip. BUSAN, South Korea — Countries negotiating a global treaty to curb plastic pollution failed to reach agreement on Monday, with more than 100 nations wanting to cap production while a handful of oil producers were prepared only to target plastic waste. The fifth U.N. Intergovernmental Negotiating Committee (INC-5) meeting intended to yield a legally binding global treaty in Busan, South Korea, was meant to be the final one. The most divisive issues included capping plastic production, managing plastic products and chemicals of concern, and financing to help developing countries implement the treaty. An option proposed by Panama, backed by more than 100 countries, would have created a path for a global plastic production reduction target, while another proposal did not include production caps. Plastic production is on track to triple by 2050, and microplastics have been found in the air, fresh produce and even human breast milk.

The United Nations agency for Palestinian refugees has suspended aid deliveries through the main crossing into Gaza because of lawlessness and violence, saying that Israel has a responsibility as the occupying power to ensure safe conditions for aid workers to provide humanitarian assistance. Philippe Lazzarini, the head of the agency, known as UNRWA, said in a statement on Sunday that it would stop sending aid through the crossing despite a deepening hunger crisis because it had become “unnecessarily impossible” to do so safely. “The road out of this crossing has not been safe for months,” Mr. Lazzarini said. He said “political decisions” made by Israel had limited the amount of aid getting into Gaza and also created a dangerous and chaotic environment for delivering the relatively few supplies that have entered through the crossing, Kerem Shalom. Mr. Lazzarini said Israel had failed to provide safe passage on roads designated for use by aid trucks, and said Israel’s military had targeted local police officers, leading to a “breakdown of law and order.” Gaza’s police force answers to what remains of the Hamas-run government in the territory.

An Arctic blast gripped the northern Plains, Midwest and Great Lakes Saturday morning, with millions of Americans under freeze warnings. The National Weather Service warned that the Arctic airmass is delivering the coldest temperatures since last winter. Wind chills in the northern Plains and upper Midwest are expected to plunge below zero Saturday morning. The National Weather Service said Friday that travel "could be very difficult to impossible" in spots downwind of the Great Lakes. A vigorous lake-effect snow event blanketing areas downwind of the Great Lakes, is expected to taper off early next week.

The Israeli military issued new warnings to residents on both sides of the Israel-Lebanon border on Friday, telling them not to return to their homes, as the fragile U.S.-brokered cease-fire between Israel and Hezbollah appeared to largely hold despite another Israeli strike in southern Lebanon. The military released a list of more than 60 towns in southern Lebanon that it said remained off-limits to civilians, including large centers like Bint Jbeil, Marjeyoun and Naqoura, the home of the U.N. peacekeeping force in the country. The country’s hard-hit south has been the focal point of the war. The Israeli military “does not intend to target you and therefore you are prohibited at this stage from returning to your homes,” said Avichay Adraee, a military spokesman, in a statement posted online directed at residents of the towns. Under the cease-fire agreement that took effect on Wednesday, Israeli forces will gradually withdraw from southern Lebanon over 60 days.
