CNN —Miami Dolphins quarterback Tua Tagovailoa is set to return to practice Wednesday after missing the last four games as a result of suffering another concussion. Tagovailoa will still need to clear concussion protocol in order to play in Sunday’s home game against the Arizona Cardinals at Hard Rock Stadium. The 26-year-old said it was his choice to return to play football and understands people’s worry that he may get hurt again. “I appreciate your concern,” Tagovailoa told reporters Monday. The Dolphins went 1-3 without the starting QB, as the offense averaged a league-low 8.75 points per game during his absence.

A federal judge on Thursday issued a temporary restraining order against Florida’s surgeon general, the latest development in a legal battle over a television ad supporting the state’s abortion rights ballot measure. Earlier this month, the Florida Department of Health sent cease-and-desist letters to multiple broadcast stations that had aired the ad, threatening criminal charges against stations that didn’t stop playing it. The restraining order against Florida Surgeon General Joseph Ladapo lasts through Oct. 29. Even before the decision, Federal Communications Commission Chairwoman Jessica Rosenworcel had denounced the cease-and-desist letters as a violation of the First Amendment. The Florida Department of Health continued to oppose the ads in a statement on Friday.

HAVANA — The electricity went out Friday in Cuba, affecting the entire island's population of 10 million after one of its main power plants failed, according to Cuba’s energy ministry. But it wasn’t enough, and by 11 a.m. the largest power plant went offline, causing a grid failure. In some provinces outside the capital, Havana, many people have been facing power outages that last up to 12 hours at a time. Cuba’s ally and main oil supplier, Venezuela, has decreased the amount of shipments it sends to the island. Oil shipments from other countries, like Russia and Mexico, have also been greatly diminished.

The Democratic National Committee is using the last stretch of Taylor Swift’s Eras Tour to urge young people to vote for Vice President Kamala Harris. In conjunction with her shows, the DNC announced that it is launching a Taylor Swift-themed “I Will Vote” campaign across Florida and other battleground states. Ads for the “I Will Vote” campaign will begin appearing across Miami on billboards, including a mobile billboard on a boat near Hard Rock Stadium. The advertisements will encourage young voters to embrace their “Kamala era,” the DNC said in its announcement. Before Swift backed the Democratic ticket, many of her fans had already formed the group Swifties for Kamala — which is unaffiliated with Swift, the DNC or the Harris campaign — to raise money for Harris.

A former Olympic snowboarder has been charged with running a drug smuggling operation that allegedly shipped huge amounts of narcotics across borders and killed four people, the FBI said Thursday. He was previously charged with running a continuing criminal enterprise, murder, and conspiring to possess, distribute, and export cocaine. "The cocaine trafficking organization’s operatives would store the cocaine in stash houses, before delivering it to the transportation network couriers for transportation to Canada using long-haul semi-trucks," prosecutors said. Royal Caribbean is facing legal trouble after passengers filed a lawsuit over hidden cameras placed in state rooms by a former employee. Mirasol, a former stateroom attendant for Royal Caribbean, is now serving 30 years in federal prison. Winkleman is the attorney representing the plaintiffs in this case, and he said Royal Caribbean should also be to blame. “I think Royal Caribbean had a moral obligation to notify all the passengers that likely could’ve been affected they didn’t do that, now the notice is out there,” said Winkleman. “It’s more about getting the word out there because Royal Caribbean is not,” said the woman.

CNN —Former National Football League (NFL) quarterback Jay Cutler was arrested and charged with driving under the influence and possession of a firearm, among other charges, after police say the car he was driving rear-ended another vehicle in Franklin, Tennessee, on Thursday. According to the police report, Cutler attempted to flee the scene after offering the other driver $2,000 not to call the police. Cutler was charged with DUI-first offense, failure to exercise due care to avoid a collision, implied consent, possession of a handgun-under the influence, according to police. CNN —After spending several years building a life he loved in San Francisco, Jason Bennett, originally from the Bay Area, had every intention of remaining in the Californian city for good. At the same time, he realized that he was mostly returning to San Francisco because he felt that was what was expected of him. “The (Colombian) culture is so kind, they don’t really like to say, ‘No,’” he says. “And I don’t ever want to come across as like I’m shading San Francisco or the United States in general. Since choosing to relocate to Colombia, Bennett has noticed a considerable change in his overall wellbeing and says he couldn’t be happier with how things have turned out.
