The Kremlin introduced new restrictions on Wednesday to medical payouts for Russia's wounded troops, swiftly enacting a decree that allows only those with severe injuries to receive a promised $30,000. Sen. John Cornyn, a member of the Senate Judiciary Committee, said he “absolutely” wants to see the House Ethics Committee’s findings on Gaetz. “I think there should not be any limitations on the Senate Judiciary Committee’s investigation, including whatever the House Ethics Committee has generated,” he said. Trump has pushed to keep all options on the table to greenlight his nominees, including recess appointments, which would bypass the typical Senate confirmation process. However, Sen. Rick Scott told CNN, “I believe in recess appointments.” Scott had supported recess appointments during his bid for GOP leader, which he lost to Thune. The Supreme Court has ruled on questions about recess appointments, which makes the outcome of taking these questions to court uncertain.

The first Proud Boys leaders to seek Capitol riot pardons are instead asking Trump directly. Meanwhile, the Proud Boys want out now, and presidents have the Constitutional power to grant immediate pardons, Biggs attorney Norm Pattis said in a 10-page letter sent to Trump on Wednesday. Democrat Dave Min has defeated Republican Scott Baugh in the race for a congressional seat in Orange County, California, NBC News projects. The results come after a contentious election cycle in a swing district with rapidly shifting demographics. Mortgage rates continued to climb last week as investors considered the future of the economy under a Trump presidency. The mortgage market basically took a breather. “Mortgage rates continued to increase last week, driven by higher Treasury yields as financial markets digested the likely impacts of a Trump presidency,” said Joel Kan, the Mortgage Bankers Association’s deputy chief economist. Last year at that time, mortgage rates were 75 basis points higher. “FHA mortgage rates bucked the overall trend and were lower over the week, which likely helped some borrowers,” Kan said.

The Japanese government has unlocked billions of dollars in subsidies for its domestic chip sector. One likely beneficiary of the funding announced Monday will be Japan-based Rapidus, a state-backed chip venture at the heart of the country's chip revitalization efforts. In the 1980s, Japan was the world's dominant chip player and occupied more than half of the global semiconductor market. Through its chip subsidies, which have mostly been geared toward increasing manufacturing capacity, the country should be able to expand into other aspects of the supply and enhance its position, Yang added.

Builders, meanwhile, are luring buyers with some perks but are barely budging on prices. That's partly because these companies have another place to turn: the rental market. Opportunistic investors — mostly small and midsize players, who own the vast majority of single-family rentals in the country — are happy to oblige. Builders have also started developing entire communities of single-family homes to be rented out rather than sold, a strategy known as build-for-rent. Their embrace of the rental market says more about the obstacles for buyers than for builders.

HONG KONG — Businesses and consumers in China found the annual Singles’ Day shopping festival less attractive this year due to a sluggish economy, forcing e-commerce firms to look abroad for growth. While Singles’ Day was previously a one-day event, shopping platforms in China now kickstart the festival weeks ahead to drum up sales volume. But amid China’s lagging domestic economy, dragged down by a real estate crisis and deflationary pressures, consumers no longer go all out during the shopping extravaganza. PHOENIX — Democratic Rep. Ruben Gallego will be Arizona’s first Latino senator next year, NBC News projects, after he defeated Republican Kari Lake amid a protracted vote count in one of the key swing states. Trump won the state in 2016 and won it again this year by what appears to be his biggest margin in any of the core swing states. But he kept his message homed on the issues behind those identities, linking them to border security, comprehensive immigration reform and expanded mental health services for veterans. Gallego focused on his party’s strengths, like reproductive rights, but he also tried to tackle his party’s weaknesses head-on, advertising on issues like border security. Lake tried to tie Gallego to Biden and his administration on a host of issues, but especially border security, a key focus of hers during their lone debate in October.
