GUWAHATI, India — Internet and mobile data services were suspended for five days and an indefinite curfew imposed in parts of India’s northeastern state of Manipur on Tuesday after student protests over continuing ethnic strife turned violent. Police say they suspect that the drones were used by Kuki militants, a claim denied by Kuki groups. Protesters threw stones and plastic bottles in front of the main gate of the state governor’s residence, police said in a statement. As protests spilled over into Tuesday, the local government imposed a curfew in the Imphal Valley and surrounding districts and suspended internet services in five valley districts. Authorities shut down the internet in Manipur last year, in one of India’s longest enforced outages.

London CNN —Local governments across England, Scotland and Wales face a £4.3 billion ($5.6 billion) hole in their finances in the coming year, according to a new report. Many of Britain’s local governments have faced chronic funding shortfalls over the past decade, partly as a result of deep cuts to funds from the central government in the 2010s. “Councils are teetering on the brink of financial disaster,” Unison general secretary Christina McAnea said in a statement. The number of public toilets dropped by 1,629 over the same period, and the number of council-run libraries fell by 1,376, according to Unison. Giving examples of further cuts to come, Unison said Shropshire Council in the West Midlands region of England plans to slashup to 540 jobs.

Wednesday’s data is the first in a series of critically important economic metrics released this week about the US labor market, culminating with the Friday jobs report. As the labor market has slowed, it’s come back into balance: There are now nearly 1.1 jobs available for every person looking for one. The monthly jobs report for July showed gains of just 114,000 — far below expectations — and the unemployment rate shot to 4.3% from 4.1%. Such outdoor workers include lifeguards, transportation employees, ironworkers, agricultural workers and letter carriers. States like California, Colorado, Minnesota and Washington, have some heat protections for workers but they are not uniform or sweeping. For example, Minnesota’s protections only apply to indoor workers while California’s heat protections include both indoor and outdoor workers. The government must implement wage protections alongside heat protections, said Dr. Kristina Dahl, a principal climate scientist at the Union of Concerned Scientists.

DETROIT — Automaker Stellantis plans to indefinitely lay off up to 2,450 U.S. factory workers later this year as it discontinues production of an older version of its Ram 1500 pickup truck in Michigan. It is produced alongside the Jeep Wagoneer and Grand Wagoneer at the Warren Truck Assembly Plant, located near Detroit. The current Ram 1500, which was recently updated for the 2025 model year, is produced at a nearby plant. “With the introduction of the new Ram 1500, production of the Ram 1500 Classic at the Warren [Michigan] Truck Assembly Plant will come to an end later this year,” the company said in an emailed statement. The discontinuation of the Ram 1500 “Classic” vehicle is not unexpected, but the company has not announced a vehicle to replace the truck.

— President Joe Biden signed the CHIPS and Science Act into law on Aug. 9, 2022, authorizing nearly $53 billion to rebuild the nation’s semiconductor industry. A Purdue University summer program gives undergrads hands-on experience in the chip-development process. The domestic semiconductor manufacturing workforce has dropped from a peak of 714,500 in 2001 to 392,100 as of July, according to government data. In addition, the CHIPS Program Office, run out of the Commerce Department, has announced major commitments for research and development, including workforce skilling, with a $5 billion package unveiled in February. Some of the students in Purdue University’s inaugural STARS program last summer, which began with about 70 trainees.

Exceptions to the changes, which came into force Thursday, include children under 2 years of age, and visiting students and educational trips. Tourists and guides who break the 25-person limit or use loudspeakers will face fines of approximately $50-$100. However, the city has said it will double the charge when it reinstates it, probably later this year. Officials on the Greek island of Santorini are considering limiting the number of cruise ships that can dock off its shores.

Those official figures have raised concerns about whether China can achieve its full-year target of around 5% growth. According to an S&P Global analysis, the global semiconductor industry consumed as much water in 2021 as the city of Hong Kong. Water consumption for chip fabs and data centers will rise as the demand for chips grows. The chip fabs stored the TCE underground, but tanks sometimes ruptured, leaking the chemical into the local groundwater and soil. Now, chip fabs must work with local governments to meet water management and waste disposal requirements. Several researchers are investigating ways to reduce and recycle water in chip manufacturing.
