President-elect Donald Trump is planning to nominate South Dakota Republican Gov. Kristi Noem to serve as the secretary of the Department of Homeland Security, according to four sources familiar with the decision. As Homeland Security secretary, Noem would oversee a number of key federal agencies including U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, the Federal Emergency Management Agency (FEMA), the U.S. Secret Service, TSA and the Coast Guard. Noem has criticized President Joe Biden's handling of the border, echoing arguments made by Trump that violent criminals are flooding into the country. Similar to Trump's other allies, Noem had signaled support for his efforts to overturn the 2020 election results.

The annual U.N. climate summit began on Monday in Baku, Azerbaijan, with many country delegations concerned that Trump’s victory in the U.S. presidential election on Nov. 5 will hinder progress to limit planetary warming. Ice loss from the Thwaites Glacier, also known as the “Doomsday” glacier because its collapse could precipitate rapid Antarctic ice loss, may be unstoppable. These are just a few of the stark findings from more than 50 leading snow and ice scientists, which are detailed in a new report from the International Cryosphere Climate Initiative. The report highlights a shift in consensus: Scientists once thought tipping points — like the collapse of AMOC — were distant or remote possibilities. Even if they were on track, those commitments are insufficient to reach global climate goals, the authors say.

PHOENIX — Democratic Rep. Ruben Gallego will be Arizona’s first Latino senator next year, NBC News projects, after he defeated Republican Kari Lake amid a protracted vote count in one of the key swing states. Trump won the state in 2016 and won it again this year by what appears to be his biggest margin in any of the core swing states. But he kept his message homed on the issues behind those identities, linking them to border security, comprehensive immigration reform and expanded mental health services for veterans. Gallego focused on his party’s strengths, like reproductive rights, but he also tried to tackle his party’s weaknesses head-on, advertising on issues like border security. Lake tried to tie Gallego to Biden and his administration on a host of issues, but especially border security, a key focus of hers during their lone debate in October.

FBI Director Christopher Wray and Donald Trump's team are planning for the possibility that the president-elect will replace Wray during the new administration, three people familiar with the matter told NBC News. Wray, whom Trump appointed in 2017 to a 10-year term, enjoys leading the FBI and had intended to serve out his term, a source said. Wray could resign if he was told Trump wants him gone, as is widely expected. “I assume that’s the best apology that we’ll get from Director Wray, but it is fully accepted!” he wrote. Installing a new FBI director would require confirmation in the Senate, where Republicans will be in the majority starting in January.
