There's broad agreement that some kind of public comment time management is necessary in Virginia's sessions, which generally run no longer than 60 days. When the opponents' six minutes ran out after only three speakers, Watts attempted to cut the group off. Gilbert also suggested the limited public comment could have been by design in this instance. By the end of the public comment, then-sponsor Sen. Chap Petersen, a Democrat, threw up his hands and said: “Do what you want with the bill. She also questioned why the Senate is not taking online public comment in subcommittees or allowing the submission of written public comments.

HARTFORD, Conn. (AP) — Marijuana retailers in Connecticut say a dearth of licensed growers in the state’s fledgling legal pot industry has left them with a shortage of product to sell. The supply problem has appeared after slow retail growth in neighboring New York last year left growers there struggling with the opposite: an excess of supply. So each state that legalizes marijuana is left with its own process for licensing growers and sellers, and trying to create a balance between the two within state borders. When recreational sales became legal in Connecticut in January 2023, he said, there were seven dispensaries in the state and four producers. New York belatedly hastened the pace of retail openings, and the state listed 61 adult-use dispensaries open statewide Monday.

Baykar has said it has signed export deals for its TB2 drone with 30 countries. These include Ukraine, Ethiopia, Libya and Azerbaijan since 2018, according to think tank SIPRI. Bayraktar also said the Istanbul-based firm's plans to start production in Saudi Arabia in the next two years were on track. The announcement follows an agreement in July to sell the Bayraktar Akinci, another kind of drone, to Saudi Arabia in what Baykar described as the biggest defence contract in Turkey's history. A former doctor from Arizona is facing a manslaughter charge in New York for his role in the suicide of a woman who died in a Hudson Valley motel room in November, according to his lawyer and law enforcement officials. The former doctor, Stephen P. Miller, 85, is charged with second-degree manslaughter under a provision of New York State law that makes it a crime for one person to intentionally cause or aid in the suicide of another. Mr. Miller, of Tucson, also faces two assault counts. He pleaded not guilty at an arraignment in Ulster County Court on Friday and was being held at the Ulster County Jail on Monday in lieu of $500,000 cash bail or a $1 million bond. Mr. Miller’s lawyer, Jeffrey Lichtman, said the woman who died in the motel room had contacted his client through a national organization that advocates the legalization of medical aid in dying so that terminally ill patients have some control over how their lives end.

CNN —It’s been more than a week since the looks created by makeup artist Pat McGrath for last week’s Maison Margiela couture show captured collective imaginations, and the internet is still abuzz. The legendary creative — deemed the most influential makeup artist in the world by Vogue magazine — transformed models into living dolls, complete with porcelain skin, pencil-thin eyebrows and strikingly shaded eyes, lips and cheeks. The last decade has seen a range of trends celebrating skin with a high sheen, from so-called "glass skin" to 2022's "glazed donut" look. WASHINGTON (AP) — The Supreme Court is allowing West Point to continue taking race into account in admissions, while a lawsuit over its policies continues. The justices on Friday rejected an emergency appeal seeking to force a change in the admissions process at West Point. The military academy had been explicitly left out of the court’s decision in June that ended affirmative action almost everywhere in college admissions. Lower courts had declined to block the admissions policies at both schools while the lawsuits are ongoing. Only the West Point ruling has been appealed to the Supreme Court.

The hospital, the largest still functioning in southern Gaza, is in an area of the city where intense fighting is taking place between Israeli forces and Hamas militants, making it too dangerous for patients or even ambulances to pass. "We now function as an ambulance field point in central Khan Younis," said paramedic Nassim Hassan, who heads the emergency unit at Nasser Hospital. With no immediate prospect of getting new supplies from any hospital storeroom, Hassan was concerned about running out of essentials. "This medical point was created after the siege of hospitals, including Nasser Hospital and Al-Amal Hospital, and the hard access to them under the current events," said Abu al-Kass. Hassan and his colleagues from ambulance crews acting as mobile clinics have carried patients into the tent, and dead bodies out.

BEIJING (AP) — As the U.S. presidential campaign moves closer to a Donald Trump-Joe Biden rematch, China is watching uneasily. While Biden has looked for areas of cooperation with China, Beijing is concerned about his efforts to unite allies in the Indo-Pacific in a coalition against China. “For China, no matter who won the U.S. presidential election, they would be two ‘bowls of poison’,” said Zhao Minghao, a professor of international relations at Fudan University in Shanghai. When Biden and Trump squared off in 2020, U.S. intelligence agencies reported before the election that China viewed Trump as “unpredictable” and opposed his reelection. “Trump is by nature volatile and cruel and is a person hard to be familiar with,” said Shi Yinhong, international relations professor at Renmin University of China.
