Those cases could ultimately determine how much power, if any, states possess to police international borders when they disagree with federal immigration policies. The Biden administration has sued to strike down the law, claiming it interferes with the federal government's exclusive powers to police the border and enforce immigration laws. In defending the law, Texas will have to contend with a 2012 U.S. Supreme Court ruling that struck down key provisions of an Arizona immigration law. Texas in its lawsuit claims that by destroying the wire, federal agents are violating the state's property rights. Days after four migrants drowned in the river last July, the state installed the string of buoys, prompting a lawsuit by the Biden administration.

Greg Abbott of Texas said on Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021, and began stringing concertina wire along the banks of the river the next year. “As we speak right now, the Texas National Guard, they’re undertaking operations to expand this effort,” Mr. Abbott said during a news conference at the park. Most people know by now about the border war between Texas and the United States playing out along the banks of the Rio Grande. Less obvious, but no less consequential, is an emerging border war inside the Supreme Court. At the physical border are 29 miles of coiled razor wire on the United States side of the river, put in place by the Texas National Guard on orders from Gov. It has had the added and hardly unpredictable effect of barring access to the border by the federal Border Patrol agents. The state lost in Federal District Court on the grounds that the United States is immune from suits of this type.

Crossings in recent weeks are down overall along the entire U.S. border, including areas without such a heavy security presence. The arrival of GOP governors to Eagle Pass rounds out a weekend that has kept the small border city of roughly 30,000 residents in an unwitting spotlight. The number of crossings in Eagle Pass has recently fallen to a few hundred a day. Mexico has bolstered immigration efforts that include adding more checkpoints and sending people from the northern border to southern Mexico. A line of trucks and campers, cars and vans — from South Dakota and North Carolina, Washington and Pennsylvania — snaked over farm roads on Saturday before gathering on the winter-brown grass of a ranch, steps from the Rio Grande, in the rural community of Quemado, Texas. The gathering marked the final stop of a days-long journey: a convoy of conservative Americans who drove to the border to demonstrate their frustration, fear and anger over what they saw as a broken immigration system. The location in Quemado had been chosen for its proximity to the city of Eagle Pass, a flashpoint in the pitched confrontation over border security and immigration between the Biden administration and Gov. Greg Abbott of Texas. Other convoys this week reached the border in Yuma, Ariz., and San Ysidro, Calif., all with the goal of spurring tighter controls on migrants crossing the border.

When TikTok users open the app these days, they encounter a platform stripped of music by many of their favorite artists. Dancers bob and sway without a beat drop. Music from artists affiliated with Sony and Warner remains available on TikTok. But that did not stop some users from declaring they were departing to a rival platform, Instagram Reels, while others have made fun of Universal’s absence by dancing to songs in the public domain. The dominant feeling is frustration: What was the point of TikTok without one’s favorite melodies?

Dear listeners,Some people swear there’s a curse that comes with winning the Grammy for best new artist, but it’s difficult to believe that when you remember who has actually taken home the trophy. Toggle the winners list back another decade and you’ll see some established industry power players like John Legend (best new artist 2006), Carrie Underwood (2007) and Adele (2009). The Grammys even got it right as far back as 1965, when the award went to a group of worthy Liverpudlian newcomers called the Beatles. Today’s playlist is an introduction to the eight artists who stand a chance to join their ranks at this Sunday’s Grammys. Personally, I’d be happy to see the 34-year-old mom take home best new artist; I love when someone who’s been toiling in semi-obscurity for years finally gets her moment in the spotlight.

The annual ritual is a point of local pride even as Eagle Pass draws wide attention for a showdown between Texas Gov. A few hours later, about 200 advocates were in a festive mood in the nearby town of Quemado ahead of a “Take Back Our Border” rally on Saturday. U.S. Border Patrol agents are denied entry. Eagle Pass, with about 30,000 people, has become a major corridor for illegal crossings in recent years, making it a target for Abbott's enforcement. The Biden administration told the Supreme Court that “Texas has effectively prevented Border Patrol from monitoring the border” at Shelby Park.

Universal Music Group Pulls Songs From TikTok
  + stars: | 2024-02-01 | by ( Ben Sisario | ) www.nytimes.com   time to read: +1 min
Videos on TikTok began to go silent early Thursday, after combative licensing negotiations broke down this week between the popular social media platform and Universal Music Group, the giant company that releases music by Taylor Swift, Drake, U2, Ariana Grande and many other stars whose songs have been key to TikTok’s rapid growth around the world. On Tuesday, a day before its licensing contract with TikTok was set to expire, Universal published a fiery open letter accusing TikTok of offering unsatisfactory payment for music, and of allowing its platform to be “flooded with A.I.-generated recordings” that diluted the royalty pool for real, human musicians. TikTok confirmed early Thursday that it had removed music from Universal, and videos on the app began to show the effects of the broken partnership. Recordings by Universal artists were deleted from TikTok’s library, and existing videos that had used music from Universal’s artists had their audio muted entirely. Universal songs were also unavailable for users to add to new videos.

TikTok Just Lost a Huge Catalog of Music. What Happened?
  + stars: | 2024-02-01 | by ( Ben Sisario | ) www.nytimes.com   time to read: +1 min
TikTok users woke up Thursday and discovered that many videos using songs by stars like Taylor Swift, Lana Del Rey, Drake and Ariana Grande had gone silent, after a public brawl between TikTok and Universal Music Group, the world’s largest music company. Here is a look at what happened and why, and some thoughts about what may come next. On Tuesday, Universal Music, the global giant that releases music by hundreds of major artists, published a forceful open letter to TikTok as the end of its contract with the social media platform neared. Universal said that TikTok, which is owned by the Chinese company ByteDance, had not adequately addressed Universal’s concerns over A.I.-generated music on the platform, and that it would not agree to what Universal considered a satisfactory royalty rate. “Ultimately TikTok is trying to build a music-based business,” the label said, “without paying fair value for the music.”

Taylor Swift songs pulled from TikTok in payment dispute

London CNN —Universal Music Group has pulled its music off TikTok in a dispute over royalties, a move that prevents more than 1 billion users of the platform from streaming a vast catalog of songs by Taylor Swift, Ariana Grande, Rihanna and other artists. Many TikTok videos featuring Universal artists’ music went silent Thursday, with notices saying the sound had been removed because of copyright violation. For people making new videos, Universal music was unavailable in TikTok’s catalog. Like other music companies, Netherlands-based Universal charges royalty fees when its songs are played on social media platforms. Universal also said it had been pressing TikTok to better protect musicians from “the harmful effects” of artificial intelligence and to ensure online safety for TikTok’s users.

As of early Thursday, a vast roster of popular songs were disappearing from the social media platform's library. The complete removal of UMG-licensed music will likely take a few days — but chances are, avid TikTokers are already seeing the effects. Artists will also not be able to post the audio of their UMG-licensed songs on TikTok. “It is sad and disappointing that Universal Music Group has put their own greed above the interests of their artists and songwriters,” TikTok said. Mall stressed the overall consequences of pulling music from social media platforms like TikTok — particularly for younger developing artists.

London CNN —Universal Music Group has pulled its music off TikTok, preventing more than 1 billion users of the platform from streaming a vast catalog of songs by Taylor Swift, Ariana Grande, Rihanna and other artists. TikTok allows its users to add music to their videos. TikTok, owned by Chinese tech company ByteDance, had proposed paying a “fraction” of the rate that similarly-sized social media platforms pay, Universal said. Like other music companies, Netherlands-based Universal charges royalty fees when its songs are played on social media platforms. TikTok is allowing its platform to be “flooded” with AI-generated music, and provides users with tools to create their own AI-generated recordings, Universal said.

Music licensing talks are heating up between TikTok and Universal Music Group as negotiations have left the conference room and entered the public sphere. "Their core mission is to generate as much money as they can from their recordings for their shareholders," David Herlihy, a copyright lawyer and music industry professor at Northeastern University, told BI. The company is in the process of launching a dedicated streaming app, TikTok Music, and has worked closely with artists on influencer listening parties, livestreams, and in-person events. But TikTok, as a global social giant, is an important product for music artists and labels. This is why the music industry is seeking to capture more value."
