Opinion | A Bipartisan Plan to Limit Big Tech

To the Editor:Re “We Have a Way for Congress to Rein In Big Tech,” by Lindsey Graham and Elizabeth Warren (Opinion guest essay, July 27):The most heartening thing about the proposal for a Digital Consumer Protection Commission is its authorship. After years of zero-sum legislative gridlock, to see Senators Warren and Graham collaborating is a ray of hope that governing may someday return to the time when opposing parties were not enemies, when each party brought valid perspectives to the table and House-Senate conference committees forged legislation encompassing the best of both perspectives. David SadkinBradenton, Fla.To the Editor:Senators Lindsey Graham and Elizabeth Warren propose a new federal mega-regulator for the digital economy that threatens to undermine America’s global technology standing. A new “licensing and policing” authority would stall the continued growth of advanced technologies like artificial intelligence in America, leaving China and others to claw back crucial geopolitical strategic ground.

Even in a year with a huge tech stock rally, Columbia Global Technology Growth Fund (CTYRX) stands out for its outsized gains. The final bucket in the portfolio is value opportunity names, or stocks that Narang and his team believe have valuations cheaper than the entire portfolio. He cited data from Alliance Bernstein showing that tech stocks in the most expensive and least expensive quintiles tend to outperform historically — suggesting the attraction of a balanced approach. "Returns seesaw between growth and value over various periods of time," he added, noting this year's growth-oriented tech rally after last year's drubbing. Global mandate Over the last 11 years managing the fund, Narang called its "global mandate" both the biggest challenge and opportunity for him.

Accent bias in the workplaceIt's not surprising that employees' accents play a role in determining business travel, said Regina Kim, an assistant professor of management at Fairfield University's Dolan School of Business. An 'accent hierarchy'Leadership specialist and author Ritu Bhasin said there's an "accent hierarchy" in today's globalized world. Kim agreed, saying studies show that the Standard British English accent has a "covert prestige," with speakers being perceived as more trustworthy, intelligent and attractive. "For example, having a French accent in a wine industry may be 'better' because there's an industry-accent fit," she said. Accent bias can be worsened by national stereotypes that listeners associate with the way their colleagues talk, said Kim.

LISBON, July 26 (Reuters) - Portugal is interested in hosting a new high-capacity subsea cable to North America to improve internet connectivity between Europe and the U.S., the secretary of state for digitalisation told Reuters on Wednesday. Subsea cables form the backbone of the world wide web, carrying 99% of global data traffic. Two high-capacity subsea cables already link Portugal with other continents - the Google (GOOGL.O)-owned Equiano cable that runs to South Africa via other African countries, and the EllaLink that runs to Brazil from Sines, south of Lisbon. "Our aim is to improve connectivity between Europe and the U.S., implying that Sines would become yet another gateway," Mario Campolargo said. Portugal already has mega-investments lined up in Sines to produce renewable energy and green hydrogen to power industry and energy-intensive data centres.

Hong Kong CNN —TSMC, the world’s largest chipmaker, says it plans to invest nearly 90 billion New Taiwan dollars ($2.9 billion) to build an advanced chip plant in Taiwan, as it expands production to meet booming demand for artificial intelligence (AI) products. Wei told analysts the company plans to roughly double its capacity for advanced packaging capacity in 2024 compared to 2023, in order to meet “strong demand” for AI chips from its customers, which include Nvidia (NVDA) and AMD (DOX). Advanced packaging in the semiconductor industry involves using high-tech methods to aggregate components from various wafers in order to create a more powerful computer chip. That’s the kind of AI underlying ChatGPT, Google (GOOGL)’s Bard, Dall-E and many of the other new AI technologies. TSMC is considered a national treasure in Taiwan, supplying semiconductors to global tech giants including Apple (AAPL) and Qualcomm (QCOM).

But some niche plays like the Internet of Things (IoT) offer significant potential despite lower hype, according to tech investor Richard Clode. Clode, fund manager at Janus Henderson Investors, named NXP Semiconductors and Impinj as two IoT stocks he sees as long-term winners. One IoT technology he sees hitting its stride is radio frequency identification (RFID) for supply chain tracking. It was hailed in the early 2000s as a breakthrough in supply chain visibility. Their specialty chips that can transmit information wirelessly without batteries or line of sight make them ideal for supply chain applications.

China also urges platforms to “participate in the formulation of international rules and standards” related to generative AI, it said. Generative AI tools like ChatGPT have taken the world by storm. Generative AI refers to the technology that underpins platforms like ChatGPT. In the global race to build guardrails for how governments tap AI, China had gained a significant head start, US Senator Mark Warner warned last month. So far, Baidu, Alibaba and JD.com’s generative AI services are either in the trial stage or being tested by corporate users.

Hong Kong CNN —Foxconn says it is exiting an ambitious project to help build one of India’s first chip factories. The news was seen as a blow to the Indian government’s plans to turn the country into a tech manufacturing powerhouse, even as officials have sought to counter that view. In a followup statement Tuesday, Foxconn reaffirmed its commitment to invest in Indian chipmaking. The project had been hailed as a milestone in India’s campaign to attract more investment in manufacturing, a sector sorely needed to help ease unemployment. Prime Minister Modi had framed the project as a significant boost for the economy and jobs.

Australia's competition watchdog puts data brokers on radar

REUTERS/Brendan McDermid/File PhotoJuly 10 (Reuters) - Australia's competition watchdog on Monday asked consumers, businesses and other relevant stakeholders to provide their views about the business practices of data brokers in an attempt to regulate the country's digital platform services sector. Data brokers generally gather information like personal details of customers including their browsing and purchasing behaviour from a wide range of sources such as mobile applications, social media sites and card payment providers. The report will explore how third-party data brokers collect and use information to create products and services and if there may be competition and consumer issues arising from this, the ACCC said in a statement. The regulator's digital platforms branch has been conducting a five-year inquiry till 2025 to inquire into the markets for the supply of digital services. The report will focus on businesses that collect information from third-party sources and share or sell data to other organisations and, on the off chance that there might be competition and customer issues emerging from it.
