MANILA, Oct 4 (Reuters) - The Philippines is investigating a maritime incident to find out what killed three Filipino fishermen in a ramming incident that sank their boat in the South China Sea, its president said on Wednesday. "We assure the victims, their families, and everyone that we will exert every effort to hold accountable those who are responsible for this unfortunate maritime incident," Ferdinand Marcos Jr said on the X social media platform. Three Filipino fishermen died after their fishing boat was rammed by an unidentified foreign commercial vessel while crossing the South China Sea, the Philippine Coast Guard (PCG) said on Wednesday. "The incident is still under investigation to ascertain the details and circumstances surrounding the collision between the fishing boat and a still unidentified commercial vessel," Marcos said. The Philippine coastguard did not elaborate on the incident or provide details of the vessel it said had rammed the Filipino crew.

Bolivia faces water shortage as winter heat wave drives drought

Bertha Apaza, a local resident, said the extreme heat was a clear sign of shifting climates that had now forced the city to ration water use. Bolivia has experienced some of the most extreme temperatures in August and September, which are usually temperate months. Many of those living in El Alto, a city of around one million people, come from farming communities raising livestock and planting vegetables to survive. Members of the scientific community warn the situation could become critical with the El Nino weather pattern set to arrive in December, potentially altering the forecast and turning up the temperature. El Nino can prompt extreme weather events from wildfires to cyclones and droughts in some areas and more rainfall in others.

Republican candidates are gearing up for the second GOP presidential debate, as they look to chip away at former President Donald Trump’s comfortable lead with less than four months before the first nominating contest. After a raucous first debate in Milwaukie last month, the candidates are set to return to the debate stage for a two-hour event at 9 p.m. To qualify for the second debate, a candidate must poll at least 3% in two national polls or 3% in one national poll and one poll from an early state poll in Iowa, New Hampshire, Nevada or South Carolina, according to rules set by the Republican National Committee. In addition to the polling and fundraising requirements, the candidates must also have taken a loyalty pledge in order to participate in the debate, which all eight candidates who participated in the first debate completed. With that pledge, which has been somewhat controversial among the candidates, GOP presidential hopefuls must sign a statement that they will support the eventual Republican nominee.

Updating its regional economic outlook, the ADB trimmed its 2023 growth forecast for developing Asia to 4.7%, from 4.8% projected in July. Admiral John Aquilino said he and the Philippines' military chief, Romeo Brawner, had discussed further expanding the number of bases U.S. forces could access under the Enhanced Defense Cooperation Agreement (EDCA). The United States says it intends to bolster an already strong alliance and improve the defence capability of the Philippines. Aquilino also said the two countries were seeking to complete an agreement on boosting their intelligence sharing.

BOYNTON BEACH, Fla. (AP) — A Florida man already charged with murder has been indicted for the killing of a Lyft driver whose car he allegedly stole in an attempt to escape, authorities announced Wednesday. An Okeechobee County grand jury this week indicted Mathew Flores with first-degree murder and armed robbery for the Jan. 30 slaying of 74-year-old Gary Levin. Flores is being held without bail on both murder charges. Levin's body was found five days after his slaying by investigators who retraced his ride with Flores, Lawson said. Lawson said that because Flores was in custody for the Martinez slaying, there was no need to bring charges quickly in the Levin case.

The Philippines last month held military exercises near the South China Sea with Australia, its second-largest partner in defence security. "Australia supports the 2016 South China Sea arbitral award. The Philippines, Malaysia, Vietnam, Brunei and Taiwan have claims to certain areas of the South China Sea. Most of Australia's trade also goes through the South China Sea. Albanese confirmed on Thursday he will visit China later this year, the first visit by an Australian leader since 2016.

CNN —Walt Disney Parks and Resorts has amended its lawsuit against Florida Governor Ron DeSantis and his hand-picked oversight board, dropping all of its claims except one. The lawsuit, filed in federal court, now focuses solely on the claim that DeSantis and his allies allegedly weaponized their political power to retaliate against the company for exercising its First Amendment right to free speech. The amended lawsuit claims that DeSantis has illegally punished the company since it spoke out. In May, the oversight board voted to file its own lawsuit against Disney to maintain its control of the district. The amended lawsuit comes less than one month after DeSantis encouraged Disney to drop its lawsuit in an interview with CNBC.
