If they have a 5% deposit, then deposit boost works well where we give an additional 5% so that they can secure a 90% loan-to-value mortgage," said a sales director with Persimmon. Some homebuyers are opting for exchange options, where the builder purchases the buyer's existing property and the payment helps fund the new-home purchase. "Mortgage holidays", offered by Persimmon and other builders, are also popular among homebuyers with builders contributing towards home-loan payment during a specific period. The notice, which was published on Changshan county's official Wechat account last week, said the reward was to promote "age-appropriate marriage and childbearing" for first marriages. It also included a series of childcare, fertility and education subsidies for couples who have children. China's legal age limit for marriage is 22 for males and 20 for females, but the number of couples getting married has been falling. That has driven down birth rates due to official policies which make it harder for single women to have children. The draft Preschool Education Law includes measures to curb excessive profit-seeking by preschool providers, the state-backed China news service reported. Children applying for preschool places should not be subject "to any form of examination or testing except for necessary physical examinations," the official Xinhua news agency reported. The draft law comes as China's fertility rate is estimated to have dropped to a record low of 1.09 in 2022, one of the world's lowest alongside South Korea, Taiwan, Hong Kong and Singapore. Concerned about its rapidly ageing population, Beijing is urgently trying an array of measures to lift the birth rate, including financial incentives and improved childcare facilities. The draft preschool law will now be reviewed by the National People's Congress Standing Committee.

The suits allege that downed power lines operated by the company contributed to the deadliest U.S. wildfire in more than a century. The wildfire risk posed by aboveground power lines is well documented. Lives lost, billions in damagesThe Maui fires have killed at least 115 people with hundreds still missing. But Mitchell said insulating aboveground power lines with a protective covering is also an effective solution that is cheaper and can be rolled out more quickly. There is also technology coming to market that can de-energize power lines automatically when there's a problem, he said.

HONG KONG, Aug 15 (Reuters) - China's fertility rate is estimated to have dropped to a record low of 1.09 in 2022, the National Business Daily said on Tuesday, a figure likely to rattle authorities as they try to boost the country's declining number of new births. The state-backed Daily said the figure from China's Population and Development Research Center put it as having the lowest fertility level among countries with a population of more than 100 million. China's fertility rate is already one of the world's lowest alongside South Korea, Taiwan, Hong Kong and Singapore. High childcare costs and having to stop their careers have put many women off having more children or any at all. Gender discrimination and traditional stereotypes of women caring for their children are still widespread throughout the country.

WASHINGTON — The White House on Tuesday held a roundtable examining potential harmful data broker practices as part of an overall strategy to protect Americans' privacy. The CFPB's new rule proposals will build upon the FCRA to hold data brokers that sell highly sensitive information more accountable. One proposal, said Chopra, will define a data broker dealing in certain types of consumer data as a consumer reporting agency and the brokers' sale of data as a consumer report. Another will clarify whether credit header data, the portion of a credit report that contains identifying information, can be considered a covered consumer report. "We applaud the steps the Consumer Protection Financial Bureau is taking to stop data brokers from unlawfully collecting and selling millions of Americans' sensitive data," she said.

A negative IMR forces insurers to tap pots of money they would have otherwise spent on their business or returned to shareholders. Among those insurers are Prudential Financial (PRU.N), OneAmerica Financial Partners, Principal Financial (PFG.O) and Massachusetts Mutual Life Insurance Company, according to Fitch. That compares to $1.8 billion in net fixed income-related losses Prudential recorded in 2022. They do not give banks the option of deferring interest rate-related losses, fearing excesses that led to the 2008 financial crisis. Another Gallup poll from 2019 similarly found 77% of people believed moral values in the US were getting worse. Interestingly, survey data also suggested people believed the moral decline began around the time of their birth, regardless of when they were born. At the same time, Mastroianni said the survey data suggests there hasn't actually been moral decline — just a consistent perception of it. Rather than morality declining, there's actually some evidence to suggest that people have higher morals than in the past. Another potential explanation for the illusion of morality decline could simply be the number of people in the world interacting is increasing.

Burps are the top source of methane emissions from cattle. The company this spring began marketing semen with the methane trait in 80 countries. Selecting for the low methane trait could lock in lower and lower emissions for successive generations, she said. Semex is not initially charging extra for the methane trait, said Michael Lohuis, Semex's vice-president of research and innovation. Juha Nousiainen, senior vice-president at Valio, a Finnish dairy, warned that breeding cattle to burp less methane could create digestive problems.

BRASILIA, Aug 7 (Reuters) - Brazil's central bank forthcoming digital currency, set to launch next year, will be named DREX, it announced on Monday, aiming to use the currency to boost financial services. The DREX will use distributed ledger technology (DLT) to settle wholesale interbank transactions, while retail access will be based on tokenized bank deposits. Officials from the central bank previously predicted that the adoption of the Brazilian digital currency would commence by the end of 2024, following the completion of its testing phase. During a live discussion organized by the central bank, he emphasized that the development of DREX is primarily aimed at improving access to financial services in the country. "By enabling simple and reliable access to registered values through DLT technology, we reduce costs and democratize access to financial services," Araujo stated.

Who Has Made It to the First Republican Debate So Far? At least seven candidates appear to have made the cut so far for the first Republican presidential debate on Aug. 23. To participate, each candidate must first satisfy fund-raising and polling criteria set by the Republican National Committee. But even though Mr. Trump is clearly the dominant Republican candidate so far, he has remained noncommittal about attending the debate and questioned his need to share the stage with candidates who lag far behind him in the polls. As for the remaining hopefuls, they have three weeks left to scrape together the necessary donors and polling support.

Morgan Stanley said high utility costs and growing awareness may drive a consumer shift to environmentally friendly products in housing — and there's a group of stocks that could benefit. That recovery should be driven by growing activity in the single-unit housing market, analyst Laura Sanchez said in a July 26 report. Morgan Stanley has five stocks with overweight ratings across the green housing landscape. Both Sunnova and Sunrun have monster rebounds expected after underperforming the market so far this year. The average analyst holds a buy rating, while the average price target implies the stock's 2023 rally could be coming to an end, according to Refinitiv.

Meanwhile, the black market for smuggled subsidised Nigerian fuel in Togo and neighbouring Benin and Cameroon has collapsed, further reducing demand for shipments via Nigeria. Average monthly West African (WAF) gasoline imports fell by 56% in the second quarter compared with the first, according to Refinitiv Eikon data. "The key point is demand from West Africa is drying up," said Refinitiv Lead Oil Analyst Raj Rajendran. There may simply be a baseline decrease in demand," said Sparta Commodities gasoline market analyst Philip Jones-Lux. The challenge is coming from the new refineries in the Middle East that are expanding from their traditional East Africa market to now include West Africa and beyond even to the Americas," Rajendran said.

Author Rachel Rodgers says that being in debt is not an automatic sign of being bad with money. As someone who has tackled debt myself, a home mortgage, student loan, or business debt is typically considered good debt because it's viewed as an investment that grow over time. Try the debt snowball methodIf you are paying more than the minimum payment, you can try the debt snowball method for debt elimination. By "snowballing" payments toward your smallest debt, you'll eliminate it quickly and move on to the next-smallest debt while paying the minimum on the rest. With the data from 2022 in and final, we’ve been poring over the data — including our experiment in Wisconsin — to identify opportunities for improvement. The big Wisconsin mail experiment — where we paid voters up to $25 dollars to take a mail survey — didn’t reveal anything especially alarming about our typical Times/Siena polls. On many measures — gun ownership, evangelical Christianity, vaccination status — the Times/Siena poll looked more conservative than the mail poll. The Wisconsin study did offer ambiguous evidence that Times/Siena phone respondents lean a bit farther to the left than the respondents to the mail survey. We’re reordering our questionnaires to let us look at and potentially use respondents who drop out of a survey early.

If you can sublet rooms in your apartment, you can make passive income each month. You could instead invest that money in stocks or an entrepreneurial passive income stream. Certified financial planner Christopher Manske has three ways that renting can make you wealthier than owning a home does. You would then be able to pay the rent and earn an additional $2,000 a month in passive income. If you want to live in one of those rooms, your cost of living could be covered by renting out the rooms for more money.
