Russian President Vladimir Putin attends a ceremony to receive diplomatic credentials from newly appointed foreign ambassadors at the Grand Kremlin Palace in Moscow, Russia, December 4, 2023. MOSCOW, Dec 5 (Reuters) - Oil output cuts agreed by the OPEC+ group will take time to kick in, the Kremlin said on Tuesday, as it confirmed that President Vladimir Putin would visit the United Arab Emirates and Saudi Arabia on Wednesday. Putin will also host Iranian President Ebrahim Raisi in Moscow the following day, Kremlin spokesman Dmitry Peskov said. Oil prices fell 2% last week after the OPEC+ announcement, but Brent crude futures were firmer on Tuesday. The visit comes after OPEC+ agreed last Thursday to voluntary supply cuts totalling about 2.2 million barrels a day, included an extension of existing Saudi and Russian voluntary cuts of 1.3 million bpd.

Abu Dhabi, UAE CNN —The seven-day Israel-Hamas truce ended on Friday after negotiations reached an impasse and Israel accused the Palestinian militant group of violating the agreement by firing at Israel. Analysts say the war is bound to continue until Hamas is crushed, and it may be much fiercer this time. The Israeli military’s announcement about the resumption in fighting came moments after the truce between Israel and Hamas expired. The deal saw the warring parties exchange hostages held in Gaza for Palestinians held in Israeli prisons. During its October 7 attack, Hamas killed more than 1,200 in Israel and kidnapped about 240 others, Israeli authorities said.

While high interest rates have boosted the banks' lending margins, residential mortgages, auto loans and commercial real estate loans have slowed as consumers and businesses pulled back. With interest rates forecast to remain high, renewal of the mortgages will squeeze household budgets. Banks are also rethinking lending to industries sensitive to high interest rates, from condo development to office space. "We want to make sure we have some kind of confidence when a project is going to go ahead," said Victoria Girardo, Canadian Western Bank's (CWB.TO) VP in real estate lending. Many are using the lull in fighting to try to travel back north, despite the Israeli military warning against this. But many Gazans say they need to use this pause in fighting to return home, where memories, belongings, money, clothes and even some of their loved ones remain – dead or alive. We have martyrs tossed all over the streets.”Palestinians trying to go back north were, however, blocked by Israeli forces, residents and a journalist told CNN. A view shows the logo of the Organization of the Petroleum Exporting Countries (OPEC) on their headquarters in Vienna, Austria, June 2, 2023. The conflict has led many analysts, oil market watchers and politicians to draw parallels with the 1973 OPEC embargo, when Arab oil producers cut off oil exports to several allies of Israel, including the United States and Britain, following the Israeli-Arab war that year. Analysts and OPEC sources, however, say that the energy world today is far different from 50 years ago, and play down any possibility of a new embargo. Last month, Iranian Foreign Minister Hossein Amirabdollahian urged members of the Organisation of Islamic Cooperation (OIC) to impose an oil embargo and other sanctions on Israel and expel all Israeli ambassadors. The embargo led to severe shortages with long queues forming at gas stations.

Abu Dhabi, UAE CNN —The Israeli military is tightening its grip on northern Gaza, as its war on the Hamas militant group is showing no signs of abating. Almost six weeks into the conflict, however, Israel is yet to offer a clear post-war plan for the territory. The Israeli military raided Gaza’s largest hospital, Al-Shifa, on Wednesday after claiming that Hamas had built a command center beneath the sprawling medical complex. The United States has warned against Israel re-occupying Gaza, and has stressed a future role there for the Palestinian Authority (PA). CNN —Israeli Prime Minister Benjamin Netanyahu on Sunday refused to answer whether he would take responsibility for failing to prevent the October 7 attack on Israel, saying that there would be time for such “difficult” questions once the war is over. Asked if he would allow days-long pauses, Netanyahu told CNN, “that’s not a pause.”“If you’re talking about stopping the fighting, that’s exactly what Hamas wants,” Netanyahu said, arguing that Hamas would use those extended pauses to replenish its supplies. This week, the US suggested that the Palestinian Authority – which exercises limited self-rule in the occupied West Bank – could play a role. Remember the PA [Palestinian Authority] was already in Gaza,” Netanyahu continued. The PA used to run both Gaza and the West Bank but was ousted after a brief civil war with Hamas.

CNN —Iranian President Ebrahim Raisi is in the Saudi capital Riyadh for a major summit on the Israel-Hamas war, where Arab leaders pressed for an end to the conflict. It marks the first trip by an Iranian leader to Saudi Arabia in 11 years after the two countries restored diplomatic relations in March. He shook hands with Saudi Arabia’s Crown Prince Mohammed bin Salman (MBS), the heir to the Saudi throne and the country’s de facto ruler. A significant number of Arab leaders are attending the emergency gathering Saturday, titled the Joint Arab Islamic Extraordinary Summit. The summit is being hosted by Saudi Arabia in response to the “unprecedented circumstances in Gaza,” according to a statement released by the Saudi Ministry of Foreign Affairs.

The leaders of Iran and Saudi Arabia, regional rivals who restored diplomatic ties this year, met in Riyadh on Saturday at a summit where they called for an immediate cease-fire in Gaza and unconditional delivery of humanitarian aid to the enclave, which Israeli forces have besieged since the Oct. 7 Hamas attacks. But it was unclear whether the shift would lead to a lasting détente between Saudi Arabia’s Sunni monarchy and Iran’s Shiite government. Israel’s bombardment of Gaza, however, appears to have hastened the warming of ties between Saudi Arabia and Iran, just as delicate diplomacy had been inching Saudi Arabia and Israel toward possible normalization of relations. Iran, which Israel considers its most dangerous foe, is a powerful patron of Hamas. President Ebrahim Raisi of Iran, whose visit to Saudi Arabia was the first by an Iranian president to the kingdom in more than a decade, was greeted at the summit venue by Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman.

It's time to pick positions in bank stocks heading into year end as peak rates could be a "mini clearing event" for the sector, according to Bank of America. "While we are careful to not [get] carried away, peak interest rates do have potential to serve as a mini clearing event for bank stocks," BofA's Ebrahim Poonawala wrote in a Sunday note. Regional banks are down by 27% this year, and have continued to face intense scrutiny due to their exposure to commercial real estate. "Best case, peak rates could mark near term bottom in bank stocks vs. S & P." To be sure, there remain issues in the sector. Bank stocks are highly tied to the broader economy and their loans could take a hit if the U.S. falls into a recession.

Israel has since struck Hamas-controlled Gaza from the air, imposed a siege and launched a ground assault, stirring global alarm over humanitarian conditions in the enclave. At least 10,022 Palestinians, including 4,104 children, have been killed so far in Israeli strikes on Gaza since Oct. 7, the Gaza health ministry said on Monday. The vast majority of fatalities – 73% – are women, children and the elderly, according to the health ministry. Women are in great pain, they sleep on the floors, without mattresses,” Bashir, the 32-year-old mother, told CNN. She told CNN she received confirmation the products reached the Rafah crossing, but does not know when the aid will enter Gaza. Palestinian mothers told CNN they cannot protect their kids from the terror of Israel's persistent bombardment.
