The Kremlin said Tuesday that an order by President Vladimir Putin to transform Russia’s army into the second largest in the world was needed to address growing threats on Russia’s western borders and instability to the east. Putin on Monday ordered the regular size of the Russian army to be increased by 180,000 troops to 1.5 million active servicemen in a move that would make it the second largest in the world after China’s. “This is due to the number of threats that exist to our country along the perimeter of our borders,” Kremlin spokesman Dmitry Peskov told reporters on a conference call. PHOENIX — Members of an Arizona tribe are trying to persuade a federal judge to extend a temporary ban on exploratory drilling for a lithium project near lands they have used for religious and cultural ceremonies for centuries. The case is among the latest legal fights pitting Native American tribes and environmentalists against President Joe Biden’s administration as green energy projects encroach on lands that are culturally significant. The springs have served as a place of healing and prayer for generations, the tribe has said in court filings. Federal land managers also are expected to issue a draft environmental review of a lithium mine planned by Australian company Ioneer Ltd. between Reno and Las Vegas. Backers of Arizona Lithium’s project include the Navajo Transitional Energy Company, which announced its plans in 2022 to join with the Australian company and work as a contractor on the project.

The law Biden signed seeks to ban TikTok on Americans’ personal devices unless its Chinese parent company, ByteDance, quickly sells TikTok to someone else — which may effectively end the app as we currently know it. TikTok will not get the luxury of a full trial to argue for its continued existence in its current form. But it won’t be alone: A group of TikTok creators also suing the Biden administration will go next, with 10 minutes to speak. Court filings show that TikTok and US national security officials had hammered out a draft proposal to address the security concerns. The question is whether all that amounts to enough influence over ByteDance and TikTok to gain access to US TikTok users’ data, in spite of the guardrails promised by Project Texas.

Washington CNN —Former President Donald Trump has conjured up an inflammatory false claim about Vice President Kamala Harris’ policy positions — baselessly saying Friday that Harris is talking about forcing Americans to serve in the military. Harris is not talking about bringing back the draft and has not put forward any proposals to bring back the draft. (Trump received five draft deferments during the Vietnam War draft, four because he was a college student and a fifth on account of a doctor’s diagnosis of bone spurs in his heels.) It’s entirely unclear what prompted Trump to make his Friday claim, but there has been some media coverage related to the Selective Service System in recent months. Regardless, they are not proposals to revive the draft, and, more to the point here, Harris herself certainly hasn’t called to revive the draft.

HONG KONG — China said Friday it would raise its retirement age for the first time in decades, as the world’s second-largest economy struggles with falling birth rates and an aging workforce. The country’s top legislative body approved a draft proposal to gradually implement the changes, state media reported Friday. China's retirement ages are among the lowest in the world and had remained unchanged since they were set in the 1950s. For those born in 1965, retirement would be delayed by one month, according to a chart published by Xinhua, China’s state-run news agency. The changes have been the subject of heated discussion among the Chinese public since they were proposed earlier this year.

Miami Dolphins quarterback Tua Tagovailoa left Thursday’s game against the Buffalo Bills with a concussion, the team announced. Last season was the only year in his career in which Tagovailoa appeared in every game for the Dolphins. Against the Cincinnati Bengals on a Thursday night game that season, Tagovailoa suffered his first concussion, exhibiting the fencing response after his head hit the ground on a sack. The concussion Tagovailoa suffered against the Bengals came on the heels of a controversy in which the NFLPA believed he wasn’t properly evaluated for a concussion four days earlier in a game against Buffalo. In July, the Dolphins signed Tagovailoa to a four-year, $212.4 million contract, with $167 million guaranteed.
