Melissa Sue Gerrits/Getty ImagesBut only about 2.6% of the 4.3 million properties across the state — or around 115,000 properties — had flood insurance as of June 2024, according to private provider Neptune Flood Insurance, which analyzed data from the government-backed National Flood Insurance Program. North Carolina Department of Insurance communications director Jason Tyson estimated that about 139,000 properties in the state have flood insurance through the NFIP. Part of the problem with flood insurance is a common misconception that regular home insurance covers flooding, which is rarely the case, four experts knowledgable about flood insurance and disaster management told Business Insider. "We don't think of western North Carolina and the Appalachian mountains as an area that has significant flood risk."

A federal appeals court on Wednesday refused to block a lower-court ruling allowing Americans to bet on the outcome of the 2024 congressional elections. The CFTC had barred KalshiEx from listing its congressional contracts on the exchange, which the commission regulates, on the ground that they would violate the laws of many states that ban gambling on elections. But a judge in U.S. District Court in Washington, D.C., ruled last month that the CFTC had erred in finding that KalshiEx's congressional contracts involved gaming or gambling. That ruling was in effect for only about eight hours before the D.C. appeals court stayed it at the request of the CFTC. That administrative stay was lifted in Wednesday's ruling.

Scientists with the National Weather Service and the National Hurricane Center began sounding the alarm as early as Sept. 23. In a YouTube video posted that morning, the National Hurricane Center’s deputy director, Jamie Rhome, described a tropical cyclone that would “briskly develop” into a hurricane. Monday night, the National Weather Service posted on X that heavy rain and powerful wind gusts would hit the Southeast later in the week. “It is not common for the National Weather Service to use words like ‘catastrophic’ to describe forecasts,” Buncombe County Manager Avril Pinder said at a news conference Thursday morning. CNN —US federal prosecutors on Friday unsealed criminal charges against three Iranian government-linked hackers in connection with a hacking operation aimed at Donald Trump’s presidential campaign. Masoud Jalili, Seyyed Ali Aghamiri and Yasar (Yaser) Balaghi are accused of aggravated identity theft and wire fraud for their hacking efforts on behalf of Iran’s Islamic Revolutionary Guard Corps (IRGC). Separately, the US Treasury Department on Friday imposed sanctions on seven people as part of a sweeping response to Iranian efforts “to influence or interfere” in the 2020 and 2024 US presidential elections. The alleged Iranian hack threw a twist in the presidential campaign in August when multiple news outlets reported receiving emails from a pseudonymous email account peddling documents stolen from the Trump campaign. The hacking operation began in June, when the alleged IRGC-linked hackers targeted longtime Trump ally Roger Stone and used access to his email account to target campaign staff.

WASHINGTON — Former New York City Mayor Rudy Giuliani has been disbarred from practicing law in Washington, D.C., according to an order filed Thursday by the Court of Appeals for the District of Columbia. Both panels had pointed to Giuliani trying to get thousands of votes for President Joe Biden tossed out in the battleground state of Pennsylvania that year. The D.C. Bar's Board on Professional Responsibility said in a report in June that there was "clear and convincing evidence" that Giuliani "violated Pennsylvania Rules of Professional Conduct" and therefore "should be disbarred." Giuliani also lost his law license in New York state in July over his actions to disseminate lies about voter fraud in the 2020 election. Separately, he faces charges in Arizona and Georgia over his efforts to overturn the 2020 election results in those states.
