BEIJING, Nov 27 (Reuters) - More than three million people took China's annual civil service exam on the weekend, state media reported on Monday, a record number that underscores young people's concerns about getting a secure job in a rocky economy. With stubbornly high youth employment in the world's second-largest economy, the prospect of a less glamorous career in the civil service is increasingly attractive as private sector job opportunities dwindle. "After all, the general environment is not good," one user of the Weibo social media platform said of economic prospects as posts about the civil service exam surged. The exam was held simultaneously in 237 cities across the country on Sunday, the state-run China Daily reported. The Global Times reported that the number of civil service jobs had increased for the past five years.

Hong Kong CNN —Hospitals in Beijing and northern China are grappling with a surge of children with respiratory illnesses as the country enters its first winter since relaxing stringent Covid-19 controls nearly one year ago. Wait times to see doctors stretch for hours, with hundreds of patients queuing at some children’s hospitals in major cities across northern China, according to CNN reporting and Chinese state and social media. The surge in cases across northern China comes amid a rise in seasonal respiratory infections around the northern hemisphere, including in the United States, where RSV is spreading at “unprecedented” levels among children. New Delhi/Hong Kong CNN —A major wealth management company in China has told investors it can’t pay all its bills, reigniting fears that the country’s long-running real estate slump may be spilling over into the $3 trillion shadow banking sector. Zhongzhi Enterprise Group (ZEG) wrote to investors on Wednesday, disclosing that it was “severely insolvent,” according to a report in Chinese state-owned news outlet lanjinger.com, citing a letter from the shadow bank, which it also published. CNN is unable to verify the letter or its contents, and ZEG did not respond to a request for comment. Analysts have estimated that the trust industry, or “shadow banking” sector, is worth $2.9 trillion, making it bigger than the French economy. Shadow banks typically provide financing through off-balance-sheet activities or via non-bank financial institutions, such as trust firms.

Hong Kong CNN —Jack Ma has put off plans to sell hundreds of millions of dollars worth of Alibaba shares after the Chinese tech giant’s stock plummeted last week. Two regulatory filings from last Thursday revealed that Ma had been looking to offload 10 million shares, worth nearly $871 million. Ma believes that the Hangzhou-based firm’s stock “is currently significantly lower than Alibaba’s actual value, and he will not sell it,” she said. Alibaba co-founder Jack Ma. Since then, the entrepreneur has kept a relatively low profile while remaining an Alibaba shareholder.

Hong Kong CNN —The chairman and CEO of Chinese video game live-streaming platform DouYu has been arrested, becoming the latest business leader to run afoul of authorities in the world’s second largest economy. DouYu (DOYU) said in a regulatory filing Tuesday that its chief, Chen Shaojie, had been arrested by police in the southwestern city of Chengdu on or around November 16. State-run news agency Xinhua cited the statement as confirmation that the DouYu executive had been arrested. Sweeping crackdownChen is one of the latest high-flying executives in China to come under scrutiny by authorities. Chen founded DouYu and quickly built it into one of China’s most valuable startups.

Hong Kong CNN —Another business leader in China is being probed by the country’s anti-graft watchdog, in a sign of an ongoing crackdown in the world’s second largest economy. Zhou Jun, president of state-owned Shanghai Industrial Investment, is under investigation by the Shanghai Municipal Commission for Discipline Inspection, a branch of the Central Commission for Discipline Inspection (CCDI), according to a CCDI statement Monday. Shanghai Industrial Investment’s business spans infrastructure, property and pharmaceuticals. Just this month, the CCDI said it was investigating Zhang Hongli, a former senior executive vice president at the Industrial and Commercial Bank of China. That was followed by a report by Chinese state-owned media outlet Cover News that tech entrepreneur Chen Shaojie had become unreachable, citing unconfirmed reports that he was being investigated.

The US credit card giant announced Monday that it had received clearance from China’s central bank and the financial regulator to launch a bank card business in China through its joint venture with partner NetsUnion Clearing Corporation (NUCC). Mastercard (MA) will be able to start issuing Chinese yuan-denominated bank cards under its own brand, according to a Sunday statement from the People’s Bank of China (PBOC). Mastercard CEO Michael Miebach took part in a CEO summit on the sidelines of the Asia-Pacific Economic Cooperation (APEC) forum that Xi and other leaders from across the Pacific were in town to attend. Like other foreign payments providers, Mastercard has campaigned for years to expand its business in China. Previously, it was only authorized to issue co-branded cards, such as those with China UnionPay, the state-owned bank card network.

Hong Kong CNN —Tencent rushed to build up “one of the largest inventories of AI chips in China” before US export restrictions took hold, an executive said Wednesday. It is one of the chipmaker’s advanced AI chips designed for use in data centers, the physical facilities used to store troves of electronic information. In late October, Nvidia disclosed that the just-announced restrictions had come into effect “immediately,” weeks earlier than scheduled. “Going forward, we will have to figure out ways to make … the usage of our AI chips more efficient,” namely by working to retain most of the company’s high-performance chips for training the model, he added. The bot was developed specifically for corporate users, allowing them to catch up on meetings by viewing automated summaries or put together documents more efficiently, Lau told analysts.

CNN —China is willing to be “a partner and a friend” of the United States, Chinese leader Xi Jinping told American business leaders in San Francisco on Wednesday, as he sought to court US businesses amid a decline in foreign investment in China. “China is willing to be a partner and friend of the United States,” he added. China is happy to see a confident, open and prosperous US,” Xi said. Xi recalled entering the US on that trip through San Fransisco, which he said formed his “first impression” of America. Under Xi, China has further expanded the scope of its anti-espionage law, raided US consultancy and due-diligence firms and detained executives in the name of national security, sending a chill through the foreign business community.

London CNN —Alibaba has dropped plans to spin off its cloud computing arm, sending its stock tumbling, because of US controls on chip exports to China which the company said had created “uncertainties” for the division’s prospects. “We will focus on developing a sustainable growth model for Cloud Intelligence Group under the fluid circumstances,” the company said. During talks with Biden Wednesday, Xi described the restrictions as “technological containment,” according to a senior US official. Biden said in response that the United States is not going to provide technology to China that could be used against it by the Chinese military. Alibaba’s revenues for the June-to-September quarter climbed 9% on the previous year to 224.8 billion renminbi ($31 billion).

High menu prices lift food bills

In the 12 months through October, higher restaurant prices drove food prices above overall inflation, even as grocery prices were relatively low. For the year, grocery prices rose 2.1%, according to Consumer Price Index data released Tuesday by the Bureau of Labor Statistics. But menu prices were up 5.4%, driven largely by a 6.2% rise at limited-service restaurants, which include fast food and fast casual spots. Many fast food and fast casual places say they’ve seen some benefit from customers trading down from pricier options. Grocery prices rose 0.3% and menu prices rose 0.4% in that period.

Huawei launches its rival to Tesla’s Model S

Hong Kong/Beijing CNN —Huawei has launched a new electric vehicle (EV) that is designed to take on Elon Musk’s Tesla. The Chinese tech giant began taking preorders of the Luxeed S7, its first sedan, on Thursday. The S7’s 800-volt battery pack, the thinnest in the industry according to Yu, is made by Chinese EV battery giant CATL. A 15-minute charge will yield a driving range of 400 kilometers (249 miles), according to Yu, which surpasses the 347-kilometer range (about 216 miles) for Tesla’s Model S after a similar charging period. However, at the equivalent of $35,400, the S7 is much cheaper than the most basic Model S, which costs 698,900 yuan or $95,800 in China.

Chinese bank ICBC hit by ransomware attack

Hong Kong CNN —A US unit of the Industrial and Commercial Bank of China (ICBC) was hit by a ransomware attack this week that disrupted some of its systems, reportedly hitting liquidity in US Treasuries which may have contributed to a brief market sell-off on Thursday. ICBC Financial Services, which is headquartered in New York, said in a statement that the attack, which happened on Wednesday, had been reported to law enforcement. “We successfully cleared US Treasury trades executed Wednesday … and [repurchase agreements] financing trades done on Thursday,” it said in the statement. The Financial Times and Reuters quoted some market participants as saying trades going through ICBC were disrupted, which affected market liquidity. It’s unclear whether the incident contributed to the weak 30-year bond auction conducted by the US Treasury Thursday.
