REUTERS/Elizabeth Frantz/File PhotoWASHINGTON, Dec 15 (Reuters) - The U.S. Senate is expected to hold an initial procedural vote Thursday on a week-long stopgap funding bill to avoid a partial government shutdown ahead of a midnight Friday deadline, a Senate Democratic aide said. Passage of the measure, which senior Senate Democrats and Republicans back, would forestall the risk of a year-end partial government shutdown. While top Senate Republicans signed onto that deal, House Republicans rejected it, wanting negotiations delayed until after they assume the House majority on Jan. 3, which would give them more leverage to cut domestic spending. The last time Democrats and Republicans allowed government funding to lapse, a record-long, 35-day partial shutdown ensued, spanning from Dec. 22, 2018, until Jan. 25, 2019.

REUTERS/Elizabeth Frantz/File PhotoWASHINGTON, Dec 15 (Reuters) - The U.S. Senate needs to move quickly to pass a weeklong stopgap funding bill ahead of a midnight Friday deadline to avoid a partial government shutdown, Senate Majority Leader Chuck Schumer said on Thursday. REUTERS/Sarah Silbiger/File PhotoWASHINGTON, Dec 14 (Reuters) - The U.S. Senate could give final approval by Thursday to a one-week extension of federal government funding before the midnight Friday deadline, Senate Majority Leader Chuck Schumer said on Wednesday. "The House is set to act on a one-week CR as soon as tonight and when that bill comes to the Senate we should be ready to act quickly, as soon as tomorrow if we can," Schumer said, referring to the "continuing resolution" stop-gap funding bill. The House of Representatives was scheduled to hold a first procedural vote on Wednesday on the one-week funding bill, which would clear the way for debate and a vote on passage. The NDAA is expected to get a vote in the Senate this week and be approved with bipartisan support. Sen. Richard Shelby of Alabama, the ranking Republican member on the Senate Appropriations Committee, has told reporters the two sides are roughly $26 billion apart. Or it could extend the shutdown deadline into the next Congress, which will convene on January 3, and when Republicans take control of the House. That change in majority in the House would dramatically alter the dynamic for negotiations and likely make it far harder to reach a broader funding deal. Senate Appropriations Committee Chairman Patrick Leahy, a Vermont Democrat, outlined the argument for his party in his own floor remarks on Thursday.
[1/5] A man walks past the U.S. Capitol building as a government shutdown looms in Washington, U.S., September 30, 2021. Over the weekend, behind-the-scenes efforts made progress toward a deal on an "omnibus" spending bill. That prompted Senate Appropriations Chairman Patrick Leahy to pull back from a plan to introduce a Democratic-written funding bill this week. "Chairman Leahy feels that sufficient progress in negotiations took place over the weekend to delay the introduction of the omnibus appropriations bill for the time being. But it was promptly attacked by Senate Republican Leader Mitch McConnell.
The fate of the bill is also linked to an election overhaul measure to avoid another Jan. 6, which Senate leaders hope to attach to it. The two parties are about $26 billion apart on domestic spending, Shelby said, which isn’t much considering the omnibus package would likely be more than $1.5 trillion. Although they control both chambers, they still need at least 10 Senate GOP votes to defeat a filibuster on a funding bill. The government funding bill is likely the last train leaving the station in the current session of Congress, and a number of other provisions could ride along. Senators have struck a deal on a bill that cleared committee on a bipartisan vote of 14-1 in September.

WASHINGTON, Nov 29 (Reuters) - Top U.S. Democrats said on Tuesday that securing more funding for Ukraine and COVID-19 and passing a full-year spending bill are priorities before Republicans take control of the House of Representatives early next year. Later in the day, top Senate Democrats said passing a full-year spending bill, known as an omnibus, was vital for national security. A commonly floated alternative, known as a continuing resolution, or CR, would effectively freeze spending at current levels. Republicans are split on whether to support an omnibus spending bill or a CR, top Senate Republican Mitch McConnell told reporters. On Ukraine, House Republican leader Kevin McCarthy, who attended the talks with Biden, gave a taste of what to expect if he takes over as House speaker as he hopes.
MUMBAI, Nov 28 (Reuters) - The Indian rupee recovered its opening losses to end largely flat against the dollar, while forward premiums declined more to slip below a key level. Indian equities reaching a record high and a fall in oil prices further helped the rupee. Foreign investors have poured in almost $4 billion into Indian equities so far this month. Rupee forward premiums extended their recent decline with the 1-year implied yield falling below 2% for the first time in over ten years. The fall in the overnight cash USD/INR swap rate was among the main reasons for the fall in forward premiums, according to traders.

The dollar index is up 16% this year, having scaled 114.8-levels last month to trade near its 2002 peak. The Indian rupee fell 1.8% against the dollar in October, taking its slide for the year to nearly 11%. Popular cars like the Toyota RAV4 and Ford Mustang aren't affordable to buy used anymore, according to a new study. For example, a three-year-old Toyota Prius will now run you $32,000. A shortage of new vehicles and other pandemic-related factors have driven car prices through the roof in recent years. "From August of 2019, well before the pandemic lockdowns started, to August of 2022, new car prices increased by almost 29 percent, and three-year-old used car prices increased by 52 percent, but incomes increased by only 13%," said Karl Brauer, executive analyst at iSeeCars. A three-year-old used car needs to cost $25,542 or less to be affordable under iSeeCars' criteria.
