HAVANA, July 12 (Reuters) - Cuba's National Assembly said on Wednesday it "strongly condemns" a resolution by the European Parliament, which criticized the country's human rights record and called for EU sanctions against Cuban President Miguel Diaz-Canel and other top officials. "The European Parliament lacks the moral, political and legal authority to judge Cuba," Cuba's parliament said in a statement. The European Parliament resolution proposes "autocratic regimes should not participate in such summits" and strongly condemns Cuba's human rights record, saying this could jeopardize a 2016 cooperation deal between Cuba and the EU, its top trade partner. The European Parliament resolution said it "deeply deplores" this comment. In May, Borrell said the EU Special Representative for Human Rights, Eamon Gilmore, will visit the island in November to evaluate the consequences of the 2021 protests.

HAVANA, July 11 (Reuters) - Cuban authorities on Tuesday said the U.S. recently had a nuclear-powered submarine at its military base at Guantanamo Bay and called the action a "provocative escalation" of tensions weeks after Washington alleged that there was a Chinese spy base on the island. Washington did not confirm that there was a submarine at the naval base. It said Cuba was looking to distract from the two-year anniversary of largest street protests seen in Cuba since Fidel Castro's 1959 revolution. Critics have said the Guantanamo Bay prison has been used for arbitrary detention and torture of people suspected of terrorism. In June, Havana and Beijing rejected reports citing U.S. officials alleging that China was using Cuba as a spy base.

TEGUCIGALPA, July 9 (Reuters) - A UN mission of experts arrived in Honduras to examine the establishment of an international anti-corruption mission in the Central American nation, which is plagued by widespread corruption that exacerbates poverty and immigration, Honduran authorities announced Sunday. Leftist President Xiomara Castro pledged during her campaign to install an anti-corruption commission known as the International Commission Against Corruption and Impunity in Honduras (CICIH). The length of the mission's stay in Honduras to meet with various sectors was not specified. The CICIH would be the second anti-corruption commission to operate in Honduras. The mission left Honduras in 2020 after the OAS failed to reach an agreement with the Hernandez government to extend its stay.

MOSCOW, July 3 (Reuters) - Russia's ambassador to Cuba said President Vladimir Putin had an invitation to visit the Communist-run island but that it was too early to talk about preparations for such a trip, the state RIA news agency said. "Vladimir Vladimirovich (Putin) has an invitation, but I don't know how his plans will be lined up," Ambassador Viktor Koronelli told RIA. "The president of Cuba was in Moscow not long ago, in November of last year, so no real time has passed." Cuba had welcomed 66,000 tourists from Russia so far this year and Aeroflot's resumption of regular flights would probably mean a total of 100,000 Russian tourists visit the islands in 2023, Koronelli said. "I would like to say again that Russia can always rely on Cuba, all our aspirations and will," he told Putin, according to a Kremlin transcript.

SAO PAULO, June 29 (Reuters) - Brazil's finance minister has confirmed the country's monetary council will keep next year's inflation target at 3%, but reiterated he expects the body to tweak the time frame used to assess the goal's fulfillment. Fernando Haddad's remarks in an interview with GloboNews aired late on Wednesday came as markets on Thursday closely watch the National Monetary Council's (CMN) meeting for potential changes on inflation targets. Inflation targets that have the calendar year as a time frame cause "unnecessary pressure," he said. The central bank currently targets inflation of 3.25% in 2023 and 3% in 2024 and 2025, with a tolerance margin of 1.5 percentage points up or down. Lula previously hinted at potentially changing inflation targets to increase them and enable monetary policy easing, a move that helped worsen expectations for consumer price changes.

Official video showed hundreds of shirtless male inmates, many tattooed and with their heads shaved, arranged on the floor of Honduras' high-security Tamara prison with their arms over their heads, guarded by heavily armed soldiers. In Honduras, some 20,000 inmates coexist in 26 overcrowded prisons, with a United Nations report saying that the country's prisons are 34.2% over capacity. Military police on Monday seized pistols, machine guns, ammunition, magazines and grenades from an area of the Tamara prison occupied by the Barrio 18 gang, Colonel Fernando Munoz told reporters. TEGUCIGALPA, June 25 (Reuters) - The Honduran government announced curfews on Sunday in two northern cities after more than 20 people were killed overnight in separate attacks amid escalating violence in the country. President Xiomara Castro announced a 15-day curfew in Choloma between 9 pm and 4 am, effective immediately, and another in San Pedro Sula, effective July 4. There has been a partial state of emergency in parts of Honduras since December in a bid to confront violent gangs and turf wars. The minister, speaking at a press conference, added that 1,000 additional police and military are being sent to the Sula Valley, where Choloma and San Pedro Sul are located. TEGUCIGALPA, June 21 (Reuters) - Honduras will return control of most of the country's penal system to the military police for the next year, the Central American country's presidential office said late on Wednesday, a day after a prison riot claimed nearly 50 lives. Honduras will also turn islands hundreds of kilometers off the coast into a penal colony for "highly dangerous" gang leaders, the presidental office said. Castro had promised "drastic measures" to address the deaths at a women's prison, which she attributed to an organized attack by gang members conducted with guards' knowledge. Tuesday's riot likely began in retaliation to recent government measures cracking down on corruption and gang control from within prison walls, authorities said. It also returned control of 21 of the country's 26 prisons to the military police.

Relatives of inmates gathered at the Centro Femenino de Adaptacion Social, the 900-person women's penitentiary around 20 kilometers (12 miles) from the capital city Tegucigalpa, where gang violence erupted a day earlier. Identifying victims is a challenge, as many of which were "charred or reduced" to ash, according to Yuri Mora, spokesperson for the public prosecutor's office. The riot had been planned by gang members with guards' knowledge, Honduran President Xiomara Castro said on Twitter on Tuesday, saying she would take "drastic measures" to address the deaths. MADRID, June 15 (Reuters) - Spain's Santander (SAN.MC) on Thursday announced it appointed Pedro Castro e Almeida as regional head for Europe, replacing Antonio Simoes, who was hired to head Britain's Legal and General Group (LGEN.L). As regional chief, Castro will be responsible for the bank's businesses in Europe, including its units in Spain, Britain, Poland and Portugal.
