June 26 (Reuters) - A Tesla (TSLA.O) vehicle that was operating on its Autopilot software crashed into a stationary truck on a highway in Pennsylvania on Friday night, police said, adding to scrutiny of the automaker's driver assistance system. The police said the car lost control due to being on Autopilot, adding that the 18-year-old male driver was charged with "careless driving." U.S. regulators have been investigating a series of accidents where Tesla vehicles on Autopilot collided with parked emergency vehicles. In February, a Tesla Model S crashed into a stationary fire truck in Walnut Creek, California, killing the car's driver and triggering an investigation by the National Highway Traffic Safety Administration. Tesla says Autopilot enables a car to steer, accelerate and brake automatically within its lane, but those features require active driver supervision and do not make the vehicle autonomous.

WASHINGTON, June 21 (Reuters) - A group of 17 Democratic U.S. lawmakers on Wednesday urged the Federal Trade Commission to finalize new consumer protections for car buyers despite objections from auto dealers who argue the rules would actually raise the cost of buying a car. They argued that "unfair and deceptive practices involving motor vehicle dealers have widespread consequences." The lawmakers said the FTC should require dealers to provide a legally enforceable "Offering Price" "that includes all pre-installed and mandatory add-on products" and finalize regulations prohibiting specific misrepresentations, among other reforms. The FTC wants to ban fees for add-on products and services that provide no consumer benefits like "nitrogen-filled" tires that contain no more nitrogen than normal air. "Dealers also pack vehicle sales with mandatory and price-inflated add-ons, increasing the cost and creating further confusion and uncertainty about a vehicle’s ultimate price," the lawmakers wrote.

HAVANA, June 13 (Reuters) - The Inter-American Commission on Human Rights has found the Cuban government responsible in the deaths of democracy activists Oswaldo Paya and Harold Cepero in a 2012 car accident, saying it had concluded that state agents were involved in the incident. The commission's report, released on Monday, also said the government had violated the two men's rights to life, honour and freedom of expression. It said the commission had "identified sufficient serious evidence to conclude that State agents had been involved in the deaths of Payá and Cepero". Friends, family and fellow dissidents, as well as international human rights groups, have long accused the Cuban government of causing the crash, a charge it denies. The Inter-American Commission on Human Rights is an autonomous organ of the Organization of American States (OAS), a group the Cuban government brands an imperialist instrument of the United States.

To make matters even more complicated, Tesla's new "structural" battery packs — those that are integrated with the car's body — have "zero repairability," according to manufacturing expert Sandy Munro. Tesla is acutely aware of the high insurance costs of its vehicles, with CEO Elon Musk in January saying they were "unreasonably high." Tesla has also been working to offer its own insurance products in some states, including California, with premium prices based on driving data from cars' onboard sensors.

Swedish startup Luvly is working on tiny electric cars for urban environments. The Luvly O, its first car, will cost around $10,700 and offer 60 miles of range. Luvly plans to flat-pack car parts and ship them to "microfactories" near where customers live. The Swedish startup is looking to sell customers on tiny urban EVs that are kinder to the planet and contribute less to congestion than buzzy models like, say, a Ford F-150 Lightning or Tesla Model Y. The idea is to flat-pack each car's parts — much like an Ikea Malm, Kallax, or Billy — and then assemble them at "microfactories" close to customers, cutting down on shipping emissions and costs.
