An aide to Israeli Prime Minister Benjamin Netanyahu said in an interview with Britain's Sunday Times that Israel had agreed to the framework for President Joe Biden's plan to bring an end to the war in Gaza, though he said it was "not a good deal." He added that Israel's conditions "have not changed" — the release of the hostages and the destruction of Hamas. "Indefinite war in pursuit of an unidentified notion of total victory will only bog down Israel in Gaza," Biden said. U.S. Secretary of State Antony Blinken made calls to Arab leaders on Saturday affirming their commitment to the cease-fire. Tens of thousands of Israelis gathered in Tel Aviv on Saturday night to urge the government to accept a cease-fire.

The European Union's upcoming 14th sanctions package against Russia must do more to choke off energy exports and clamp down on circumvention by third parties, an advisor to the office of Ukrainian President Volodymyr Zelenskyy told CNBC. He noted that EU states would need to work more cohesively for sanctions to stand a chance of crossing the line by the end of next month as planned. "The most critical aspect of the 14th sanctions package is its adoption by the end of June, but some member states currently pose a challenge to this," Vlasiuk said via email Thursday. The EU's special envoy for the implementation of sanctions, David O'Sullivan, was in Kyiv on Thursday to discuss the latest sanctions package amid ongoing pushback from member states such as Hungary. Among the proposed measures is a ban on Russian liquified natural gas, or LNG, exports and a crackdown on sanctions circumvention via countries including Kremlin ally Belarus.

"What we've seen from China to Russia is not a one-off or a couple of rogue firms involved in supporting Russia," Campbell said, according to Reuters. "This is a sustained, comprehensive effort that is backed up by the leadership in China that is designed to give Russia every support behind the scenes." CNN —Ukraine should be allowed to use French weapons, including long-range missiles, against targets inside Russia from which Moscow attacks Ukraine, French President Emmanuel Macron said Monday. The SCALP missiles have a range of up to 155 kilometers (96 miles) and carry a 400-kilogram (881-pound) high-explosive penetration warhead, according to the Missile Threat project at the Center for Strategic and International Studies. Macron stressed that the French arms are to be used only against targets from which attacks are launched into Ukraine. “We must not allow them to hit other targets in Russia,” including civilian or other military targets, the French leader said. European Union flags fly outside the European Commission building in Brussels, Belgium, on April 12. They add: “It was precisely to avert such a grim world order that our grandparents, witnesses of the horrors of World War II, created Europe. The calls come in the same week that three European countries – Ireland, Spain and Norway - announced plans to formally recognize a Palestinian state. Although Norway is not an EU member, the plans do have the potential to exert greater pressure on the countries’ western allies to take a tougher stance on the Israel-Hamas conflict. But the move is not a coordinated European effort and the bloc has long struggled to speak with one voice.

London CNN —Money generated by Russian financial assets frozen in Europe will soon start flowing to Ukraine, giving Kyiv a boost as it struggles to counter an advance by Moscow’s troops. The plan “would essentially bring forward that flow of interest proceeds from the assets… (through a loan) given to Ukraine,” Yellen told broadcaster Sky News in an interview this week. “Ukraine has substantial needs, and being able to marshal significant resources to help Ukraine is important,” she said. Most of the frozen Russian money is held in Europe, and the euro is the world’s second-most important currency after the US dollar. This would give Kyiv access to a much larger amount of money than using future or current windfall profits from Russian assets.

London CNN —Mondelez, the maker of Oreo and Cadbury Dairy Milk chocolate, has been fined €337.5 million ($366 million) for hindering the trade of chocolate, cookies and coffee between European Union countries in order to keep prices high. Margrethe Vestager, the EU’s competition chief, said in a statement Thursday that Mondelez had illegally limited cross-border sales within the EU to maintain higher prices for its products. The European Commission, which started looking into the case in 2019, found that Mondelez International (MDLZ) had deliberately restricted cross-border trade and abused “its dominant position” in some national markets for the sale of chocolate bars. Mondelez made an accrual for the fine last year and no further measures will be necessary to finance it. In another case, Mondelez required a customer to charge higher prices for exports compared with domestic sales.

European Union member states on Tuesday agreed the world's first major law for regulating artificial intelligence, as institutions around the world race to introduce curbs for the technology. The EU Council said that it reached final approval for the AI Act — a ground-breaking piece of regulation that aims to introduce the first comprehensive set of rules for artificial intelligence. "The adoption of the AI act is a significant milestone for the European Union," Mathieu Michel, Belgium's secretary of state for digitization said in a Tuesday statement. The AI Act applies a risk-based approach to artificial intelligence, meaning that different applications of the technology are treated differently, depending on the threats they pose to society. High-risk AI systems cover autonomous vehicles or medical devices, which are evaluated on the risks they pose to the health, safety, and fundamental rights of citizens.

Israeli Prime Minister Benjamin Netanyahu would effectively become a pariah who wouldn't be able to travel to most countries if the International Criminal Court were to approve the arrest warrant. Those 124 countries would be duty-bound to arrest Netanyahu were the court to issue an arrest warrant for him. Already France and Belgium have issued statements in support of the ICC‘s requests for Netanyahu’s arrest warrant. In the United States, there has been predictable pushback against the ICC move to try to issue an arrest warrant against Netanyahu. The ICC’s move to seek an arrest warrant for Netanyahu may only harden his resolve to continue the war in Gaza seemingly indefinitely.

That's due, in part, to new American tariffs on China-made EVs, Tavares said, citing among other reasons as well. The Biden administration on Tuesday announced stiff new tariff rates on billions' worth of Chinese imports, including quadrupling tariffs on imported Chinese electric vehicles, from 25% to 100%. The joint venture's expansion plans include at least six EVs by 2027, according to a presentation by Stellantis and Leapmotor. The announcement comes amid increasing geopolitical tensions surrounding China-made electric vehicles in the U.S., Europe and other regions. Many in and around the automotive industry fear the less-expensive, China-made vehicles will flood the markets, undercutting domestic-produced EVs.

I don't know how JPMorgan Chase knew that I would spend $200 on Botox in Argentina, but it did. It's great that banks and credit-card companies are getting better at discerning which payments are fraudulent and which are legit. Credit-card fraud protection is still far from perfect, but there's no denying that the technology is improving. So I reached out to some credit-card companies and academics to learn more. But it's cool that companies really are making fraud detection better, especially in a world where fraudsters themselves are constantly getting better.
