But now, two studies released Tuesday suggest that a recently developed eye-tracking tool could help clinicians diagnose children as young as 16 months with autism – and with more certainty. She was not involved in the new studies, but her research focuses on early diagnosis of autism. The children were enrolled in the study between April 2018 and May 2019, and the eye-tracking tool was included in the assessments. The law will also affect transgender adults, as it bans Medicaid coverage of gender transition care for people of all ages in the state. Ms. Reed filed an affidavit about her experience in February and testified on Tuesday in favor of the ban. Chloe Cole, a 19-year-old who has frequently testified to state legislatures about regretting gender treatments she received as a younger teenager in California, also testified on behalf of the state of Missouri against the injunction. The plaintiffs in the legal challenge include three transgender minors who are seeking medical care to transition and will no longer be able to do so once the law is in effect.

The Missouri Supreme Court ruled against the state attorney general’s position on an abortion ballot initiative, a decision that allows an effort to restore abortion rights there to move forward. The court ruled that the attorney general, Andrew Bailey, who opposes abortion, had improperly held up his approval of a ballot initiative that would ask voters whether they want to change the constitution to include a right to abortion. Mr. Bailey, a Republican, disputed the assessment of the state auditor, also a Republican, regarding how much such a change would cost. The delay prevented proponents of the initiative from beginning to collect signatures to try to place the question on the ballot for next year’s election. “While today is a tremendous victory for Missourians and the right to direct democracy, it is clear that some who hold office will not hesitate to trample the constitution if it advances their personal interests and political beliefs,” said Luz María Henríquez, the executive director of the American Civil Liberties Union of Missouri.

In the new report, the nonpartisan Council on Criminal Justice examined crime data from 30 U.S. cities — including Chicago, Los Angeles, New York, Philadelphia and Denver — and found that through the first half of the year there were 202 fewer homicides, a drop of more than 9 percent. Still, homicides across those cities are 24 percent higher than in same period of 2019. “I would call the result heartening,” said Richard Rosenfeld, a professor of criminology and criminal justice at the University of Missouri-St. Louis who was the lead author of the report. Most cities have not returned to the homicide levels that were prevailing just prior to the height of the pandemic.

Democrats in Congress are making a fresh push for the nearly century-old Equal Rights Amendment to be enshrined in the Constitution, rallying around a creative legal theory in a bid to revive an amendment that would explicitly guarantee sex equality as a way to protect reproductive rights in post-Roe America. The resolution states that the national archivist, who is responsible for the certification and publication of constitutional amendments, must immediately do so. It is a novel tactic for pursuing a measure that was first proposed in Congress 100 years ago and was approved by Congress about 50 years later but not ratified in time to be added to the Constitution. Proponents say the amendment has taken on new significance after the Supreme Court’s ruling last year in Dobbs v. Jackson Women’s Health Organization that overturned the abortion rights long guaranteed by Roe v. They concluded that the virus moved from humans to deer at least 109 times and that deer-to-deer transmission often followed. Many questions remain, including precisely how people are passing the virus to deer, and the role that the animals might play in sustaining the virus in the wild.
