Von der Leyen visited a migrant reception center on the island after the Italian Prime Minister called on European leaders to help more. The island has recently seen an uptick in migrant crossings, with Italian authorities saying Thursday that 7,000 people had arrived in just two days, prompting the local mayor and the United Nations refugee agency to warn the Italian island is becoming overwhelmed. The risks from aging dams are of particular concern in the face of climate change. Before the disaster in Libya, extreme weather worsened by climate change was already taking its toll on these structures. The default approach has been to repair aging dams where needed, monitor reservoir levels and try to anticipate rainfall and increased flows from upstream. While some aging dams still supply drinking water and help farmers irrigate their fields, many that were built for hydropower only generate a fraction of the electricity they once did as sediment accumulates behind their walls. It had been clear for years that the dams protecting Derna, on Libya’s Mediterranean coast, were in danger of giving way. Torrential rains were not new. Decade after decade, they had pounded the area, washing away the soil that helped soak up water as it ran down from the dry hills above town. Climate change had also changed the land, making it drier, harder and increasingly shorn of vegetation, less able to absorb the water before it pooled up dangerously behind the dams. Then, there were the decades of neglect by officials — who knew the dams needed repairs — in a country so torn by years of civil war that it still has two opposing governments: one in the west and another in the east, where Derna lies.

Heavy rains caused by Mediterranean storm Daniel caused deadly flooding across eastern Libya last weekend. He said prosecutors would investigate local authorities in the city, as well as previous governments. But there was no warning about the dams, which collapsed early Monday as most residents were asleep in their homes. Derna, Libya CNN —Driving into Derna in the early hours was like arriving in a ghost town. One official told CNN he doesn’t believe the search for survivors is over. Libyan officials say bodies are still washing back up on the shores of Derna, days after the wall of water swept through the city. However, some Libyans told CNN how they felt this tragedy has brought a divided country together, at least for now. But some told CNN they were not equipped to deal with this kind of situation.

More than 120 small boats arrived in Lampedusa in the span of roughly 24 hours, bringing the number of people at the local reception center to 7,000 people at one point. But consecutive arrivals on the small island in a short period of time made things difficult to manage, Di Giacomo said. Most of those boarding smugglers' boats for Europe are young men and unaccompanied minors, though women and children are seen but in smaller numbers. As soon as the weather improved, they launched more than 100 small iron boats from Tunisian beaches carrying between 30 to 40 people. Migrants pay smugglers between 1,500 and 5,000 Tunisian dinars (roughly $500-$1,600) for a spot on the dangerous boats.
